DRPI AWARE (Disability Rights Promotion International Asian Workplace Approach that Respects Equality): Roadmap to Work is aimed at individuals and organizations committed to the employment rights of persons with disabilities. DRPI AWARE is a collaborative six year project promoting access to opportunities in the labour force for people with disabilities. With an evidence-based understanding of the reasons for the under-employment, unemployment, and precarious employment, DRPI AWARE works with employers to increase job opportunities for people with disabilities in Dhaka (Bangladesh), Kathmandu (Nepal) and Hyderabad (India). The DRPI AWARE project team is sharing this model because it has been tested and used in India, Nepal, and Bangladesh with significant success. It represents a new way forward for realizing the employment rights of people with disabilities and ensuring jobs for people with disabilities. The model can be used as a guide by others who are designing new, or revamping existing, employment projects, strategies, schemes, programs, and inclusive employment practices. This manual provides lessons learned and the outcomes of the DRPI AWARE project and proposes a model for building an inclusive employment ecosystem. It calls for a new way of thinking about disability and of how to ensure a larbour market that equally welcomes all, including those with disabilities.
This report represents the first UN systemwide effort to examine disability and the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development at the global level. The report reviews data, policies and programmes and identifies good practices; and uses the evidence it reviewed to outline recommended actions to promote the realization of the SDGs for persons with disabilities. Over 200 experts from UN agencies and International Financial Institutions, Member States and civil society, including research institutions and organizations of persons with disabilities, contributed to this report. The report covers new areas for which no global research was previously available, for example, the role of access to energy to enable persons with disabilities to use assistive technology. It also contains the first global compilation and analysis of internationally comparable data using the Washington Group on Disability Statistics short set of questions. Reviews of legislation from 193 UN Member States were conducted and analysed for this report to highlight good practices and to assess the current status of discriminatory laws on voting, election for office, right to marry and others
This report presents the results of a monitoring project on the employment situation of persons with disabilities in Nepal. The report is one step toward a comprehensive evaluation of Nepal’s constitutional, legal and policy framework. Findings scrutinise the country’s implementation of laws and policies based on the daily life experiences of persons with disabilities. These experiences are used to assess the level of rights violations, the reasons behind those violations, and possible solutions. This holistic report offers an in-depth analysis of the life circumstances for persons with disabilities, with a specific focus on employment. The analysis has been conducted in relation to fundamental human rights principles of dignity, autonomy, participation, inclusion and accessibility, non-discrimination and equality and respect for difference. The report highlights the degree of implementation of the constitution, laws, policies and programs, enacted to protect and advance the human rights, and specifically the employment rights, of persons with disabilities. The report also highlights the experiences of persons with disabilities with reflection of societal attitudes.
This study is part of a larger initiative called the DRPI AWARE (Asian Workplace Approach that Respects Equality) project. In each of the three monitoring sites (Hyderabad, Dhaka, Kathmandu), monitors used an interview and focus group guide to capture a specialized data set and analyze violations of the right to work and employment.
A guide to help improve business’ understanding of the rights of people with disabilities, including how to respect, support and give them an opportunity to improve their competitiveness and sustainability in alignment with relevant United Nations (UN) conventions and frameworks.
This guide is the result of an international collaborative effort spanning over 12 months. Its findings and recommendations are based on the following: desk research, a review of publically available information, literature and case studies, ongoing consultations with an international multistakeholder expert group constituted specifically to advise on and shape the development of this guide, good practice examples submitted by companies across the world to the partner organizations, and an extensive global consultation with interested businesses and other stakeholders.
The specific purpose of this report is to present the measures taken by Members States who have submitted monitoring country reports. It aims to summarize the information provided by Members States in response to the reporting guidelines, highlighting the results of the Consultation and the measures taken with a view to achieving the right to education in the context of the Sustainable Development Agenda and, in particular, SDG4. There were 67 reports from Member States: 13 from Western European and North American States; 18 from East European States; 13 from Latin American and Caribbean States; 10 from Asian and Pacific States; 8 from African States; and 5 from Arab States. A section is presented on students with special needs.
The overall goal of the Council of Europe Disability Strategy (2017-2023) is to achieve equality, dignity and equal opportunities for persons with disabilities in specific areas where the Council of Europe can make an input. In order to ensure independence, freedom of choice, full and active participation in all areas of life and society, the strategy highlights work and activities required in five priority areas:
1. Equality and non-discrimination
2. Awareness raising
4. Equal recognition before the law
5. Freedom from exploitation, violence and abuse
The strategy also proposes action targeting five cross-cutting themes: participation, co-operation and co-ordination, universal design and reasonable accommodation, gender equality perspective, multiple discrimination and education and training.
"Ensuring equal opportunities for persons with disabilities is an important facilitator of participation and inclusion in society. Both the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and the Council of Europe Disability Strategy 2017-2023 address equality and equalisation of opportunities for persons with disabilities. Article 5 of the UNCPRD requires States to adopt positive measures aimed at ensuring equality across the substantive rights in the Convention. The Council of Europe Disability Strategy aims at guiding and supporting the activities of Council of Europe member States in their implementation of the UNCRPD and Council of Europe standards regarding disability, and similarly addresses equality and non-discrimination.
The overall goal of this study is to analyse the obligations contained in the UNCRPD regarding equality and non-discrimination, and to provide examples of good national practices regarding equality and non-discrimination"
The Strategy is the main instrument to support the EU's implementation of the UN Convention on the Rights of Persons with Disabilities (UNCRPD). Progress in all eight areas of the strategy is reported: accessibility, participation, equality, employment, education and training, social protection, health and external action. Initiatives such as the Directive on Web Accessibility, the proposal for a European Accessibility Act, the EU Disability Card project (being piloted in 8 Member States) and provisions in the Erasmus+ programme (allowing better mobility for students with disabilities) are highlighted.
This report presents progress achieved in the first five years of the Strategy and assesses implementation. Many stakeholders have contributed to this work. The United Nations reviewed how the EU has been implementing its obligations under the UNCRPD3, and issued Concluding Observations with concrete recommendations for follow-up. These contain guidance on priority issues while also highlighting the steps already taken (see Annex 3). The European Parliament and the European Economic and Social Committee subsequently prepared their own reports on the implementation of the UNCRPD, while civil society organisations provided analysis and proposals (see Annex 4). The Commission also launched a public consultation to collect views from a broad range of stakeholders on the current situation of persons with disabilities and the impact of the Strategy so far, gathering more than 1,500 contributions (see Annex 1). This report also looks at the role of the supporting instruments and at the implementation of the UNCRPD within the EU institutions. Finally, it looks ahead at how the Strategy will continue to deliver on its objectives. In addition, the report includes a comprehensive and up-to-date overview of EU legal acts with an impact on disability matters (Annex 5)

This report gives a first general insight on barriers people with disabilities are facing when they have to deal with the criminal justice system as accused of having committed a criminal act in the Federal District. Its purpose is to provide a reflection on how the justice system could cope with their special needs in a more appropriate way, to ensure that human rights and access to justice of people with disabilities occur on equal basis with others.
The probability that people with psychosocial disabilities are faced with the criminal justice system is higher than for the rest of the population. This can be explained to a large extent by the existing incomprehension concerning disability, which is even more of an issue when it comes to psychosocial disability as it seems to be one of the less well understood and one of the more stigmatized as well.
In addition to the preconceptions and the lack of capacity building, we may add the existence of a discriminatory penal legislation which keeps on looking at people with disabilities as if they weren’t subject with rights and obligations, but insists on an anachronistic vision that looks at them as objects requiring treatment and cure.
Spotlights are made on areas of the Sustainable Development Goal (SDG) 5, to achieve gender equality and empower all women and girls, and specific targets and indicators are given. The spotlights are on intimate partner violence, harmful practices (including child marriage and female genital mutilation (FGM)), unpaid care and domestic work, women in leadership, sexual and reproductive health and the gender data gap. Data gaps are identified and a five year programme is outlined, Making Every Women and Girl Count, which is designed to provide technical and financial support to countries to improve the production and use of gender statistics in order to monitor the implementation of gender equality commitments in the 2030 Agenda.

This report focuses on the critical issues of inequalities and social justice and warns that unchecked inequalities could jeopardize the sustainability of economies, societies and communities, undermining efforts to achieve the Sustainable Development Goals (SDGs) by 2030. It highlights significant gaps in social science data about inequalities in different parts of the world and, to support progress towards more inclusive societies, calls for more robust research into the links between economic inequalities and disparities in areas such as gender, education and health. A short case study entitled "Consequences of inequality for persons with disabilities – experience of ADD International" is included.
"The adoption of the Employment Equality Directive in 2000 extended the protection against discrimination provided under EU law. By explicitly obliging the Member States to prohibit discrimination in employment on the grounds of religion or belief, age, disability and sexual orientation, the general principles set out in the Treaties became more effective, and some minimum standards are now common throughout Europe. At the same time, specific exceptions with regard to all or only some of those grounds permit the continuation of certain measures that were already in place in most countries, which has led to different national practices, especially with regard to age. Additional provisions on horizontal issues such as access to justice and sanctions, dissemination of information and necessary dialogue, left the details to be established by Member States according to their laws and customs. This analysis builds on the available documents and expertise in order to facilitate the debate on the implementation of the Employment Equality Directive to date and on how best to follow it up"
"This in-depth analysis, produced by the Ex-Post Impact Assessment Unit of the European Parliamentary Research Service (EPRS), looks into the state of play of the implementation by the European Union of the UN Convention on the Rights of Persons with Disabilities (UN CRPD), after the first round of the review process. The Convention's overarching principles entail mainstreaming of disability rights across all policies and within all institutions. This paper analyses the institutional arrangements required to monitor the implementation process, and subsequently puts the recommendations of the CRPD Committee ('Concluding Observations') into a broader context, outlining the progress made so far and the challenges ahead"
This survey contributes to the debate on the implementation of the 2030 Agenda for Sustainable Development. In addressing the specific challenge of building resilience to climate change, the Survey focuses on population groups and communities that are disproportionately affected by climate hazards, whose frequency and intensity are increasing with climate change. It argues that, in the absence of a continuum of policies designed to reduce the exposure and vulnerability of people to climate change, poverty and inequalities will only worsen. To the extent that the differential impact of climate hazards on people and communities is determined largely by the prevalence of multiple inequalities in respect of the access to resources and opportunities, policies aimed at building climate resilience provide an opportunity to address the structural determinants of poverty and inequality in their multiple dimensions.
This document presents the finalised text for adoption of the UN’s 2015-2030 Sustainable Development agenda, a plan of action for people, planet and prosperity. The Agenda seeks to strengthen universal peace in larger freedom and recognises that eradicating poverty in all its forms and dimensions, including extreme poverty, is the greatest global challenge and an indispensable requirement for sustainable development. It calls for countries and all stakeholders, acting in collaborative partnership, to implement this plan and pledges that no one will be left behind. It seeks to build on the Millennium Development Goals and complete what these did not achieve, and it is anticipated that the Goals and targets will stimulate action over the next fifteen years in areas of critical importance for humanity and the planet
The document provides an introduction and vision, shared principles and commitments, the world today and the new agenda, the means of implementation, the follow up and review, and a call for action to change our world. It then specifically outlines the new agenda of 17 sustainable development goals (SDGs) and the associated 169 developmental targets, the means of implementation and global partnership, and the expected follow-up and review over the next 15 years at national, regional and global levels

This report examines the triple discrimination situation faced by women and girls with leprosy in developing countries, because of their gender, the disabilities that can result from the disease and the impact of its stigma. Studies also show that in some countries they are less likely than men to be diagnosed early, and so are at greater risk of developing a lifelong disability. This report shows what can be done to achieve access to treatment and a better outcome for girls and women affected by leprosy
This study report focuses upon the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) regarding political participation and independent living. 39 innovative practices and 11 innovative policies addressing independent living and political participation were selected based on such criteria as innovation, impact, scalability, and professional approach. Further, the analysis and results from the social indicators questionnaire, answered by 275 experts from 150 countries, are presented with a particular focus on political participation and independent living

This report documents the obstacles faced by people with disabilities in both the community and healthcare settings. These include pervasive stigma and discrimination, lack of access to inclusive HIV prevention education, obstacles to accessing voluntary testing and HIV treatment, and lack of appropriate support for adherence to antiretroviral treatment. The report also describes the sexual and intimate partner violence women and girls with disabilities face, and the need for the government and international donors to do more to ensure inclusive and accessible HIV services
