Equal access : how to include persons with disabilities in elections and political processes

This publication provides governments, civil society and the donor community the requisite tools and knowledge to promote the participation of persons with disabilities in elections and political processes.

It draws on international standards, such as the United Nations Convention on the Rights of Persons with Disabilities, and presents four mutually reinforcing strategies to increase the political participation of persons with disabilities: Empower persons with disabilities and disabled persons' organizations (DPOs) through trainings on technical elections issues as well as organizational and advocacy skills; Support government institutions such as election management bodies and legislatures to create inclusive and accessible legal and regulatory frameworks; Include DPOs in broad-based civil society coalitions, such as election monitoring groups; Assist political parties to conduct meaningful outreach and encourage inclusion of persons with disabilities in leadership positions and as candidates. Good practices from around the world are highlighted throughout the manual.

Disability action plan

The Action Plan is based on the recommendations of the WHO and World Bank World report on disability and in line with the Convention on the Rights of Persons with Disabilities. It was developed in consultation with Member States, United Nations organizations and national and international partners including organizations of people with disabilities.

The Action Plan has three objectives : to remove barriers and improve access to health services and programmes; to strengthen and extend rehabilitation, habilitation, assistive technology, assistance and support services, and community-based rehabilitation; to strengthen collection of relevant and internationally comparable data on disability and support research on disability and related services

The Nairobi declaration calls for a more inclusive post-2015 agenda with a specific demand that development agenda targets and indicators explicitly include persons with disabilities. This document succinctly summarises the issues faced by persons with disabilities in Africa and their specific demands to enable greater inclusion in the post-2015 development agenda. It was adopted by persons with disabilities from Africa, representatives of national, sub-regional and Pan-African disabled people’s organisations, on the 8th of March during the Nairobi conference “Inclusive post 2015 development agenda and UN CRPD in Africa”, organised by the International Disability Alliance in partnership with the International Disability and Development Consortium, UNICEF and the UN Partnership to promote the Rights of Persons with Disabilities

This report highlights the critical role data and monitoring play in realising children’s rights. It presents an updated compendium of statistics and data (which has been produced thirty years after the initial report) relating to the position of children throughout the world but particularly within the Global South. The data indicators cover a vast range: from demography, health and education, to rate of progression, child mortality, and disparities by household wealth. It emphasises that credible data, disseminated effectively and used correctly, make change possible to target interventions that help right the wrong of exclusion by identifying needs, supporting advocacy, gauging progress and holding duty bearers to account

Partiendo de una investigación cualitativa sobre mendicidad y discapacidad en la Ciudad de Buenos Aires, Argentina, en este artículo, se analiza desde una perspectiva sociológica, los procesos sociales que configuran al pedido de limosna como medio de vida entre personas con discapacidad de clase baja. Recuperando críticamente los aportes del modelo social de la discapacidad, se propone el uso de la noción de vulnerabilidad social, en lugar de la de exclusión, como herramienta analítica más adecuada para analizar tales vínculos en el contexto del Sur Global. Examinamos tales procesos a la luz de las narrativas de los entrevistados; identificando los itinerarios que conducen a la mendicidad. Finalmente, elaboramos algunas reflexiones finales tendientes a analizar los desafíos para garantizar el respeto de los derechos de las personas con discapacidad en el contexto capitalista actual.

UNICEF’s work on disability is based on a human rights approach, with a focus on equity. It has been developed within the framework of inclusive development, and actively promotes the social model of disability. A central tenet is that legislation, policies and programmes must be informed and shaped by the children they will affect. Participation is a foundational principle of a rights-based approach. These guidelines are meant to strengthen the capacity of UNICEF and partners in creating opportunities for children with disabilities to exercise their right to be heard and taken seriously.

It is important to:

  • clearly identify obstacles impeding the participation of children with disabilities;
  • examine why participation is important for children with disabilities;
  • provide practical guidance on how and where to reach out and engage children with disabilities more effectively and systematically;
  • prioritize ways to measure the effectiveness of participatory initiatives with children with disabilities.
