A new way to measure child functioning

"In recognizing the need for a set of questions that would produce internationally comparable data on children, the Washington Group formed a subgroup in 2009 that is chaired by the National Statistical Office of Italy (ISTAT). UNICEF joined the subgroup in 2011.

The first main activity of the subgroup was the development of a short set of questions to reflect current thinking on child functioning for inclusion in censuses and surveys. The new module uses the ICF-CY as the conceptual framework and relies on a functional approach to measuring disability.

The Washington Group/UNICEF Module on Child Functioning, finalized in 2016, covers children between 2 and 17 years of age and assesses functional difficulties in different domains including hearing, vision, communication/comprehension, learning, mobility and emotions. To better reflect the degree of functional difficulty, each area is assessed against a rating scale. The purpose is to identify the subpopulation of children who are at greater risk than other children of the same age or who are experiencing limited participation in an unaccommodating environment. The set of questions is intended for use in national household surveys and censuses"

The module is being translated into multiple languages. Supporting documentation, including a concept note, tabulation plan, templates for reporting, guidelines for interviewers and training materials are also available.

Section 3 outlines the human rights context for their prohibition and elimination. Section 4 lists practices identified through a call for evidence issued by the International NGO Council earlier in 2012 and additional desk research. It also provides some examples of legal and other measures already taken to challenge and eliminate them. This annual report takes an overall look at the global AIDS epidemic. It considers the impact of HIV and AIDS on people and societies and includes a particular focus on the orphans and vulnerable children. It takes a further look at scaling up HIV prevention initiatives, with considerations about the threat of HIV to young people. There is a look at treatment, care and support for people living with HIV. It also takes into account the notion of human rights and protection. There are finally some considerations of the financing of responses to the crisis, and the need to coordinate national responses to HIV and AIDS. So you want to consult with children? A toolkit of good practice

This toolkit is designed to be a flexible tool for people who want to involve children of all ages in discussion about issues that affect them, but don’t know how to do so. It does not list practical activities but rather makes suggestions on what needs to be done to ensure that such exercises have a good chance of success. It addresses issues around how to make sure that children feel that their views and opinions have been listened to and respected. What can be done to ensure that the children involved are safe and protected at all times? How can children and adults be equal partners in representing an organisation, country or delegation to a formal meeting? The main topics covered include organising a consultation or meeting with children, planning a prepatory meeting with and for children, having children on your delegation, the role of adults in creating an enabling environment, ensuring children are safe and protected, and ensuring quality follow up

Impact of AIDS on early childhood care and education

Findings from a study in Botswana assessing the impact show results in areas of childcare, caring for sick children and parental time with children. Policy recommendations are made concerning the implications for the quality, quantity and nature of early childhood care and education services needed, and also for the supports that are necessary to enable parents and extended family members to care for children who are affected and infected by HIV
