Indicates how to improve allocation and use of financial resources, design and implement effective national policies and approach the response from a strategic perspective rather than in terms of crisis management. Annexes include country profiles, essential statistics and country progress indicators

This report looks at progress on applying the "Three Ones" principles to the end of 2004. The principles are: one agreed AIDS action framework; one national AIDS coordinating authority; and one agreed country-level monitoring and evaluation system. The report provides an assessment of progress so far, and then considers lessons learned, identifies challenges and suggests opportunities for overcoming these challenges. While this preliminary report is not comprehensive, it is a useful step in addressing how we can make optimal use of the limited resources available for tackling the AIDS pandemic.

It considers the impact of HIV and AIDS on people and societies and includes a particular focus on the orphans and vulnerable children. It takes a further look at scaling up HIV prevention initiatives, with considerations about the threat of HIV to young people. There is a look at treatment, care and support for people living with HIV. It also takes into account the notion of human rights and protection. There are finally some considerations of the financing of responses to the crisis, and the need to coordinate national responses to HIV and AIDS.
