GEM report summary on disabilities and education

In support of the run-up to the 2020 GEM Report on inclusion and education, this paper contains summarised content related to disabilities and education in previous Global Education Monitoring (GEM) Reports since 2010. Reports cited from 2010 and 2015 monitored countries in the Global South. The GEM Report started monitoring countries in the Global North from the 2016 Report onwards only.

 

Topics covered include: compliance monitoring; the role of civil society organisations; lack of data; marginalisation; data on primary school attendance; intersection with other disadvantages; different education related challenges; and ten education policies to counteract marginalisation.

Better understanding of youth mental health

Mental health issues are the leading cause of disability in adolescents aged 15–19 years in all the world's regions, contributing 45% of their overall burden of disease. Early intervention to prevent mental health disorders is crucial to suicide prevention and to improve lifelong wellbeing. In April 2017, Mission Australia, in association with the Black Dog Institute (a research institute based in New South Wales) published the 5th Youth Mental Health Report. A survey of 21 000 Australian adolescents recorded 22·8% of young Australians meeting the criteria for probable serious mental illness (PSMI), as assessed by the Kessler 6 measure of non-specific psychological distress. Adolescent girls were almost twice as likely than boys to meet the criteria for PSMI. A significantly higher proportion of Aboriginal and Torres Strait Islander responders met the criteria for PSMI (31·6%)  than non-Aboriginal and Torres Strait Islanders.

Zero Project report 2017. Employment work and vocational education & training

The results of the Zero Project Survey 2016–2017 consisting of 21 questions with a particular focus this year on employment and vocational and educational training are presented. After five years of Social Indicator research, for the first time data trends are published as well as comparisons between world regions. The Social Indicators section also includes analysis of data availability on youth employment with regards to Sustainable Development Goal (SDG) 8, and of the “data gap” of persons with disabilities living in institutions. 56 Innovative Practices have been selected, and 13 common solutions and “threads” have been identified.  11 Innovative Policies have been selected, and 13 ways to create a significant impact have been identified.

This directory of information resources pulls together over 300 of the most practical and useful books, reports, videos, CD-ROMs and websites on disability. It is aimed at organisations working with disabled people in developing countries. Organised thematically, It covers a wide range of issues including human rights, gender, poverty and mainstreaming, as well as planning and management of disability programmes and service delivery relating to children, community-based rehabilitation, mental health and HIV and AIDS. The directory provides a quick reference listing of information resources with clear abstracts and details of distributors and websites, while the CD-ROM contains many published and un-published full-text documents, as well as links to websites for those who can access the Internet. The index of publishers and distributors will be especially useful to resource centres and information services which collect and manage information on disability and development

This network seeks to strengthen child-centred research to contribute towards real improvement in children's well-being. It was founded in 1993 as a response from the research community to the UN Convention on the Rights of the Child. The Convention serves as a common agenda for research aimed at improving children's living conditions, well-being and participation. The aim of the website's Resources page is to compile lists of relevant links to child-centred research institutions, on-line research reports and journals, and bibliographies. The page is by no means complete, and the intention is to add links continuously. Also on the resources page are a selected number of child rights related links which are not primarily research based, but which could be helpful in research on children’s issues.
