This manual for community-based rehabilitation planners has 13 sections and contains a very useful overview of the history of CBR with valuable introductory reading for newcomers to the field. The subsequent six sections cover planning, needs assessment and include suggestions of how to understand local communities and encourage community participation in CBR programmes. The final six sections are concerned with programme management issues; for example, as organising self-help groups, training personnel for CBR, and the sustainability of projects including evaluation and management of change

It draws on research into the use of information and communication technology in Mali, Uganda and Zambia, and examines progress in fulfilling BDO's global objective to ensure that such technology contributes to the achievement of the 8 Millenium Development Goals and 17 Millenium Development Targets

Sustaining ICT-enabled development : practice makes perfect?

Report of a workshop that explored the sustainability of ICT-enabled development interventions. The discussion centred around the 'classic' or organisational and developmental factors, indicating that ICTs are not inherently more or less sustainable than other instruments. It also focused on some of the specific characteristics of ICTs - such as their fast pace and the effect of this acceleration on business processes and decision-making, and the illusion of the 'quick fix'. The report also pulls out the impact of basic infrastructure on the impact of ICTs in addressing poverty. It concludes with eight 'steps' or guides to enhancing the sustainability of ICT-enabled interventions

The significance of information and communication technologies for reducing poverty

A study for DFID staff, and for policy consideration, about the role of ICT in development. Identifies and assess the links between information and poverty, and concludes that although spreading ICT ('bridging the digital divide') should not be an end in itself, there is enormous potential for ICTs to increase information flow and empower poor people. The study then discusses the potential role of the international community, and sets out specific recommendations for DFID. Includes several appendices containing: a bibliography; brief case studies of Chile, Costa Rica and India; and list of related DFID funded projects. The study concludes that ICT should not be viewed as an end itself but has the potential as a tool to increase information flows and empower people. It can play a part in achieving International Development Goals

Themes and issues in telecentre sustainability

The initiation, diffusion and adoption of the telecentre idea has been an enormously eclectic process, largely devoid of systematic research and planning. The approach has generally been one of pilot projects trying out models to see what works to achieve a diversity of objectives. In some cases the approach has been simply entrepreneurial, with enterprising business people exploring new opportunities for profit-making. A range of important issues is linked to the operation and success of telecentres. These include: sustainability, community relevance, government policy, information and communication technology (ICT), research, community partnerships and participation, telecentre objectives, and business planning. Often mentioned but largely undeveloped is the training associated with telecentre management, an issue that relates to all of the issues mentioned. While each of the issues deserves systematic analysis, this paper concentrates on sustainability and training. Based on data collected from various project documents this paper describes some of the strategies being used to sustain telecentres

It discusses the value of quantitative and qualitative approaches to the analysis of social capital, illustrating the discussion with examples, and case studies from many countries. It also presents the Social Capital Assessment Tool, which combines quantitative and qualitative instruments to measure social capital at the level of household, community, and organisation, drawing on multidisciplinary, empirical experiences, an application which can provide project managers with valuable baseline, and monitoring information about social capital in its different dimensions. In the South, urban environmental and social management is often based on top-down approaches which use technologies and strategies not corresponding to the demands of the inhabitants and to their social, economic and ecological realities. This paper discusses how a community-based approach - Research Action Capacity Building (RAC) - can be valuable for malaria control and more specifically for the dissemination of insecticide treated bednets. Taking a bednet project in NDjamena, capital of Chad, as an example, the article investigates the potential and the limitations of this approach for mobilising and strengthening sustainable activities and capacity building at community level

The World Bank annual report 2000 : annual review and summary financial information

This annual report, which covers the period from July 1, 1999 to June 30, 2000, spells out the guiding principles of the Bank's work: country ownership, long-term integrated approach, partnership, and results focus. This vision was put into practice under a pilot approach, the Comprehensive Development Framework. The following are some of the highlights of Fiscal Year 2000: a) The share of projects at risk of not achieving their development objectives fell to an estimated 15 percent of the total in fiscal 2000, or roughly half the rate of fiscal 1998. b) New lending commitments declined to $15.3 billion. c) Seven countries qualified for debt relief under the enhanced initiative for Heavily Indebted Poor Countries, six of them in Africa. d) The Bank and the International Monetary Fund began to help countries prepare Poverty Reduction Strategies, which are becoming the basis for debt relief and concessional lending by the Bank, the Fund, and other development partners. e) The Bank announced up to $1 billion support to help borrowers of the International Development Association to combat HIV/AIDS, and to address priority social problems with cross-border or global dimensions - with a special focus on Africa, and active partnership in the Global Alliance for Vaccines and Immunization.
