This situational analysis (SITAN) addresses the question: “what is the current situation for persons with disabilities in Kenya?”. It has been prepared for the Disability Inclusive Development programme (which works on access to education, jobs, healthcare, and reduced stigma and discrimination for persons with disabilities in Bangladesh, Jordan, Kenya, Nepal, Nigeria, and Tanzania), to better understand the current context, including COVID-19, and available evidence in Kenya. It will be helpful for anyone interested in disability inclusion in Kenya, especially in relation to stigma, employment, education, health, and humanitarian issues. This SITAN has been briefly updated from the April 2019 SITAN.

Too few to worry about? or too many to ignore?: the exclusion of people with disabilities from HIV programmes in India

This report looks at the findings of a research project to identify gaps in HIV awareness, prevention, care and support programmes in India and make recommendations on how HIV planning, policy and practice might be made inclusive of people with disabilities. In over 500 interviews with people with disabilities, levels of awareness of HIV and perceptions of vulnerability were explored as well as how these differ according to sex, age, impairment and location. In addition, organisations working on HIV were visited to look at whether people with disabilities were included in their programmes and organisations working with disabilities for their provision of information on HIV. The main recommendation of the report is that one or more disability NGOs become HIV champions to encourage and support the disability sector to engage with the HIV sector. The report offers a series of suggested strategies and some practical recommendations for both sectors. The project was funded by the Programme Management Office on behalf of the Department for International development

This report has been produced by the Task Force on Child Health and Maternal Health. It identifies technical interventions needed to address the problems of high rates of maternal mortality, continued child deaths due to preventable illnesses, unmet need for sexual and reproductive health services, and weak and fragile health systems. The report also asserts that policymakers must act now to change the fundamental societal dynamics that currently prevent those most in need from accessing quality health care

Childcare and early childhood development programmes and policies : their relationship to eradicating child poverty

The paper explores paradigms, arguments and evidence on which international agencies draw in discussing early childhood development (ECD). These include assumptions about poverty and the role of ECD in reducing poverty, assumptions about ‘the robustness’ of ECD and the contexts in which ECD takes place. Two case studies, one from Swaziland and one from Kazakhstan are used to explore strengths and limitations. The paper concludes that almost all the evidence for the effectiveness of ECD in determining cognitive, social and economic outcomes is drawn either directly from the North, particularly from the USA, or relies on assumptions drawn from work carried out in the North as a basis for recommendations in the South. The paper points out that ECD may be a useful form of practical relief to mitigate childhood poverty in particular circumstances and this could include children affected by HIV/AIDS. There is a section on page 35 on early childhood development and HIV/AIDs. Other vulnerable children are noted as those with time poor mothers and those in situations of war and conflict

This toolkit adds to the knowledge base to support analysts and decision-makers in their work to mainstream HIV/AIDS as a major item on countries' development agenda, and mobilize the resources needed to expand promising interventions and approaches in the fight against the epidemic. The toolkit offers a unifying framework for analysing HIV/AIDS in the context of PRSPs, as well as examples of how the issue has been treated in the first generation of PRSPs, interim PRSPs and debt relief agreements. It gives country officials and their partners highly relevant information that they can use in developing inputs for similar documents in their own countries. [adapted from Foreword]
