This situational analysis (SITAN) addresses the question: “what is the current situation for persons with disabilities in Kenya?”. It has been prepared for the Disability Inclusive Development programme (which works on access to education, jobs, healthcare, and reduced stigma and discrimination for persons with disabilities in Bangladesh, Jordan, Kenya, Nepal, Nigeria, and Tanzania), to better understand the current context, including COVID-19, and available evidence in Kenya. It will be helpful for anyone interested in disability inclusion in Kenya, especially in relation to stigma, employment, education, health, and humanitarian issues. This SITAN has been briefly updated from the April 2019 SITAN.

Protect for the future : placing children's protection and care at the heart of the MDGs

This paper argues that, in relation to children, this vital change in approach must go beyond a consideration of survival, health and education rights already specifically referred to in the millennium development goals (MDGs), to encompass rights relating to children’s protection and care. These include recognition of the central importance of family-based care for child wellbeing, and children’s rights to be free from violence, exploitation, abuse and neglect. It is argued that only through a consideration of such rights will it be possible to make wide-reaching and sustainable progress in efforts to alleviate child poverty, increase access to education, improve maternal and child health, and reduce the spread of HIV and AIDS

"The Training Guide was developed as a tool for ‘Mobilising Communities for Young People’s Health and Rights: An Advocacy Toolkit for Programme Managers’, which is designed to assist programme planners and managers in designing, conducting, and evaluating advocacy campaigns to advance the implementation of existing policies, with a specific focus on young people’s sexual and reproductive health (SRH) and rights. The Training Guide is specifically designed for use with community-based organisations, youth groups, and other grassroots partners that are interested in improving access to SRH information and services for youth. The five-day training leads participants through the essential steps in designing and planning an advocacy campaign. The Training Guide includes a number tools specifically designed to help grassroots partners formulate advocacy goals and objectives, and map out a comprehensive advocacy plan"

It is aimed at organisations working with disabled people in developing countries. Organised thematically, It covers a wide range of issues including human rights, gender, poverty and mainstreaming, as well as planning and management of disability programmes and service delivery relating to children, community-based rehabilitation, mental health and HIV and AIDS. The directory provides a quick reference listing of information resources with clear abstracts and details of distributors and websites, while the CD-ROM contains many published and un-published full-text documents, as well as links to websites for those who can access the Internet. The index of publishers and distributors will be especially useful to resource centres and information services which collect and manage information on disability and development

Specifically, it is concerned with the ways in which SIDA can ensure that disabled people are active participants in development work and decision-making processes. It looks at the human and economic impact of three major infectious diseases, HIV/AIDS, tuberculosis and malaria, and identifies a reciprocal cause-effect relationship between poverty and disease. In resource-constraint countries, this has a devastating impact on the health systems, and on the most vulnerable sections of society, namely women and children. The document calls for sustained commitment and funding on the part of the government, the private sector and NGOs

Childcare and early childhood development programmes and policies : their relationship to eradicating child poverty

The paper explores paradigms, arguments and evidence on which international agencies draw in discussing early childhood development (ECD). These include assumptions about poverty and the role of ECD in reducing poverty, assumptions about ‘the robustness’ of ECD and the contexts in which ECD takes place. Two case studies, one from Swaziland and one from Kazakhstan are used to explore strengths and limitations. The paper concludes that almost all the evidence for the effectiveness of ECD in determining cognitive, social and economic outcomes is drawn either directly from the North, particularly from the USA, or relies on assumptions drawn from work carried out in the North as a basis for recommendations in the South. The paper points out that ECD may be a useful form of practical relief to mitigate childhood poverty in particular circumstances and this could include children affected by HIV/AIDS. There is a section on page 35 on early childhood development and HIV/AIDs. Other vulnerable children are noted as those with time poor mothers and those in situations of war and conflict

The latest UNICEF report concentrates on the theme of the quality of a child’s life. There have been significant advances in the fulfillment of children’s rights to survival, health and education through the provision of essential goods and services, and a growing recognition of the need to create a protective environment to shield children from exploitation, abuse and violence since the Convention on the Rights of the Child was adopted by the UN General Assembly in 1989. Worryingly, however, in several regions and countries some of these gains appear in danger of reversal from three key threats: poverty, armed conflict and HIV/AIDS. The rights of over 1 billion children are violated because they are severely underserved of at least one or more of the basic goods and services required to survive, grow and develop. Swift and decisive action is required to reduce the poverty that children experience, protect them from armed conflict and support those orphaned or made vulnerable by HIV/AIDS
