"The study undertaken by the Center for Economic and Social Rights (CESR) and the Instituto Centroamericano de Estudios Fiscales (ICEFI) aimed to contribute to a broader reflection on the role of fiscal policy in complying with a state’s economic, social and cultural rights (ESCR) obligations. Despite being a middle-income country with the largest economy in Central America, Guatemala’s social indicators were alarming; with more than half the population living below the national poverty line and one in seven Guatemalans living in extreme poverty. The persistence of systemic inequality and discrimination could be partially explained by the legacy of almost 40 years of armed conflict, which did not end until the signing of the Peace Accords in 1996. Nevertheless, the stark contrasts between rich and poor suggested that the dismal state of ESC rights could not be attributed to limited state resources, but to the way in which they were distributed, this highlighted the need to hold the state accountable for its efforts to generate and manage resources equitably and in accordance with its human rights obligations.... Methodological case study on the use of available resources to realize economic, social and cultural rights in Guatemala

The paper first presents the development of the Development Quotient (DQ) instrument, which was based on the Portage Guide to Early Education (PGEE). It distinguishes between the effects of the Community Based Rehabilitation service (CBRS) delivery over time and the natural learning taking place in a child with disability (CwD) over the same period. The paper then describes the impact of a CBR programme in Santiago based on changes in DQ as measured in a study of 300 children with disabilities

Reaching truckers in Brazil with non-stigmatizing and effective HIV/STI services

In 2001, the Population Council conducted an assessment in Brazilian border areas, commissioned by the Brazilian Ministry of Health, with support from USAID/Brazil, to determine which populations were most in need of HIV prevention activities. The research findings in the southern region revealed the presence of an extremely mobile, international truck driver community with little or no access to HIV prevention, testing and treatment services. In response to this need, Horizons/Population Council implemented an operations research study focused on trucker drivers (2002-2005) in the south of Brazil. In collaboration with the administration of the customs stations, municipal and state STI and AIDS programmes, and Health Ministries, the investigators sought to examine the feasibility and impact of an HIV prevention project targeted at truckers crossing the southern border of Brazil

This paper is a record of a consultation on 'Communities Matter' which reviewed case studies of successes and failures of community and civil society engagement, participation and action in health research. The group discussion focused on opportunities and obstacles for communities to engage in health research. It analysed strategies that can be applied to increase a community’s voice in health research, and looked at the concepts, definitions and frameworks that can be used for promoting, advocating and supporting community engagement in health research

To handle life's challenges : a tracer study of Servol's Adolescent Development Programme in Trinidad

Can a 14-week programme for adolescents have a lasting effect on their lives? This tracer study shows that, 10 years on, 40 Trinidadians in their 20s are doing their best to meet life's challenges. These young people, many from backgrounds of disadvantage and abuse, took part in the Adolescent Development Programme run by SERVOL. The study compares their outcomes with a similar group of people and, while the differences between the groups are small, there are some distinctions. The former trainees themselves believe that the course enhanced their parenting skills and had a positive impact on their lives. The report also shares learning from the project

This tracer study assesses the impact of the teenage mothers project on a sample of the mothers and children who participated between 1986 and 1989. The project took an all-embracing approach that encompassed the development of the young women, stimulation and care for the babies, support in the home and contact with the babies' fathers. This report shows how 'a new door opened' for former participants in developing their resilience following the birth of their first child and arresting a negative life trend. The study also supports the position that interventions that promote parenting education, strong mother-child bonding and early stimulation can have a long-term positive development impact on children aged between one and three

Integrated Management of Childhood Illness (IMCI) is a strategy for improving the health of children. The objectives of the multi-country evaluation (MCE) are to evaluate the impact of the IMCI strategy on child health, and the cost-effectiveness of the strategy. The report provides a summary of the evaluation work to date and directions for the future. The chapters cover the methods used in the MCE, summaries of progress and plans in each of the four countries where the evaluation has taken place, and a list of the products of the MCE in terms of evaluation tools, capacity building and the establishment of new knowledge about IMCI implementation. These demonstrate how the MCE is strengthening the knowledge base and capacity for child health programming in developing countries
