The Zero Project Report 2019 focuses on Article 19 (Living independently and being included in the community) and Article 29 (Participation in political and public life) of the UN CPRD, as well as related topics such as Article 12 (Equal recognition before the law) and Article 13 (Access to justice)

For 2019 the Zero Project selected 66 Innovative Practices and 10 Innovative Policies from 41 countries that positively impact the rights of persons with disabilities in their ability to live more independently and to take part in political life

 

This Report is composed of five main sections, summarizing the annual research, followed by an Annex:

At risk of exclusion from CRPD and SDGs implementation: Inequality and persons with deafblindness. Initial global report on situation and rights of persons with deafblindness

Representing between 0.2% to 2% of the population, persons with deafblindness are a very diverse yet hidden group and are, overall, more likely to be poor and unemployed, and with lower educational outcomes. Because deafblindness is less well-known and often misunderstood, people struggle to obtain the right support, and are often excluded from both development and disability programmes. This initial global report on the situation of persons with deafblindness seeks to start a dialogue between international disability rights and development stakeholders, and is based on research undertaken by the World Federation of the Deafblind (WFDB) combining the largest population-based analysis of persons with deafblindness conducted to date (disaggregation of 22 population-based surveys from low, middle and high-income countries), an academic literature review, two surveys conducted among members and partners of WFDB and Sense International. Women and men with deafblindness from across the world took part in the Helen Keller World Conference in June 2018, and were consulted to confirm the findings and elaborate on the recommendations for this report.

 

Data and discussion are presented on people with deafblindess and: inequality; poverty; work; education; health; participation on political and public life; and social life. Datasets are included. 

 

Strengthening participation of people with disabilities in leadership roles in developing countries

INCLUDE US! Good practices in the inclusion of persons with disabilities in Myanmar

In 2015, Humanity & Inclusion HI began the project: “Empowering persons with disabilities to contribute to equal access to basic social services and local policymaking processes in under-resourced areas of Ayeyarwady and Mandalay”. The project supported Disabled Peoples Organizations and other civil society groups to participate in the development of inclusive regional policies and programmes, and to promote good practices contributing to greater access to services for persons with disabilities. An aim was also to document, publish and disseminate these good practices throughout Myanmar, increasing awareness and understanding in order to sensitise people to disability inclusion and influence policy change. Rather than focusing on what is not working, this report seeks to shift attention to what has worked locally and how it could be replicated in other parts of the country, providing constructive, practical recommendations to decision-makers, service providers and other community groups in Myanmar. The report is related to two projects. The second is “Advocacy for Change: Fostering protection and rights of men and women with disabilities in Myanmar”. 

 

There are global recommendations. There are seven good practices:

  • Related to education:  Case Study I: Promoting Inclusion of children with disabilities in Middle Schools of Ayartaw. Case Study II: How the development of the teacher training promotes inclusion of all children in education
  • Related to economic life: Case Study III: How partnerships between private companies and organizations of people with disabilities can improve access to employment and vocational training
  • Related to social/community life: Case Study IV: Giving the Myanmar Deaf Community access to information.  Case Study V: How parental advocacy can make a difference
  • Related to political life: Case Study VI: Community advocacy in obtaining the National Registration Card. Case Study VII: Supporting people with disabilities to participate in Myanmar elections

 

Disability-inclusive elections in Africa: a qualitative systematic review

The aim of this systematic review was to identify, appraise and synthesise available evidence to understand:

1. What experiences and practices have already taken place in African countries to support political participation of people with disabilities and;

2. What effect they have had on the political inclusion of people with disabilities at local and national levels across the continent.

Relevant electronic databases and websites of service providers and donor organisations working in this field were searched. Authors and organisations were contacted for relevant reports. A total of 54 documents were reviewed. 

Limitations of the literature included in this review suggest that activities aiming at increased political participation of people with disabilities in Africa are poorly documented.

 

Challenges to principled humanitarian action: Perspectives from four countries.

The purpose of this paper is to contribute to an increased understanding of the perceived and actual challenges humanitarians face in operational contexts as they apply the principles of humanity, impartiality, neutrality and independence. A snapshot is provided of four case studies; Colombia, Nepal, northern Syria and South Sudan. Through a combination of field research, headquarters interviews, desk research, and a webinar, views and observations are presented from the humanitarian community. These observations provide a glimpse into the challenges faced by principled humanitarians. As a result the paper puts forward seven recommendations intended to assist humanitarians and states to sharpen tools and strengthen approaches when implementing principled humanitarian protection and assistance. An addendum to this study provides perspectives from selected members of the donor community. This research was conducted through interviews with state representatives in Geneva, aiming to understand how donors perceive their responsibilities in upholding the humanitarian principles and the Good Humanitarian Donorship Principles. This final chapter highlights challenges faced by states while supporting principled humanitarian action, particularly in conflict zones. On the basis of this research, additional recommendations for both states and humanitarians are proposed to strengthen the adherence to the humanitarian principles

Report of the Special Rapporteur on the rights of persons with disabilities (theme: the right of persons with disabilities to participate in decision-making)

In the preparation of this study, a questionnaire was sent to Member States, national human rights institutions, agencies of the United Nations system, civil society organizations, and persons with disabilities and their representative organisations. As at 22 December 2015, 144 responses were received. The report covers the participation of persons with disabilities in political and public life (right to vote and be elected, right to access public service and right to participate in the conduct of public affairs). The report also covers participation of persons with disabilities in public decision making (importance of effective and meaningful participation, ensuring the participation of representative organisations of persons with disabilities, promoting consultation and the active involvement of persons with disabilities, and key areas for participation). Recommendations are presented.

WORLD ECONOMIC AND SOCIAL SURVEY - 2016 Climate Change Resilience: an opportunity for reducing inequalities

This survey contributes to the debate on the implementation of the 2030 Agenda for Sustainable Development. In addressing the specific challenge of building resilience to climate change, the Survey focuses on population groups and communities that are disproportionately affected by climate hazards, whose frequency and intensity are increasing with climate change. It argues that, in the absence of a continuum of policies designed to reduce the exposure and vulnerability of people to climate change, poverty and inequalities will only worsen. To the extent that the differential impact of climate hazards on people and communities is determined largely by the prevalence of multiple inequalities in respect of the access to resources and opportunities, policies aimed at building climate resilience provide an opportunity to address the structural determinants of poverty and inequality in their multiple dimensions.

This study report focuses upon the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) regarding political participation and independent living. 39 innovative practices and 11 innovative policies addressing independent living and political participation were selected based on such criteria as innovation, impact, scalability, and professional approach. MTAJU - Inclusive Tanzania was a pilot project aiming to empower persons with disabilities through inclusive education and political participation that ran from November 2005 to December 2010. MTAJU is a network of Tanzanian Disabled People’s Organizations (DPOs) and Pro Disability Organizations (PDOs), who campaign together for an inclusive society where people with disabilities enjoy the same rights as other citizens. The project's main aims were the legal, political and social establishment of the right to education of children with disabilities and the right to political participation of persons with disabilities. This short learning guide is based on the full project report and highlights the key lessons learned by the project team. This guide would be very useful for anyone interested in the access to education for children with disabilities and the participation of disabled people in public and political life in Africa in particular and the global south in general

Strengthening participation of children and young people with disability in advocacy

Participation by children and young people in advocacy and change-making can not only improve and foster positive change in their own lives, but also influence the lives of others. When young people’s participation is supported, meaningful and engaged, multiple benefits accrue; their perspectives and experiences bring a unique contribution and can result in rights-based empowerment, enacted citizenship and improved relationships. This has the potential to shape policy, to increase the relevance and responsiveness of organisations they use, and to influence change in their communities in positive ways

 

However, there are significant issues and a range of barriers that discourage, prevent or actively exclude children and young people with disability from participating. A culture of low expectations, social and cultural barriers, relationship and identity difficulties and practical hurdles exist for many young people. As a result, many are precluded from participation, particularly around change-making activities

 

This paper examines how meaningful participation of children and young people with disability in advocacy and change-making can be strengthened. In the paper CDA calls for the promotion of children and young people’s participation as active and valued community members

Adult ward should have right to vote : court

This short article reports on a landmark ruling in Tokyo where the court ordered that an adult woman with Down Syndrome, who had been barred from voting due to her intellectual disability, was entitled to vote in all elections. The law barring persons with intellectual disabilities from voting was held to unconstitutional. "This article describes the process of adoption of Law 20.183 of 2007, which recognises the right of persons with disabilities to have support in the act of voting. The process began with a lawsuit which inspired legal research conducted at the national level. A project of civil society advocacy was subsequently developed and implemented to promote the right to vote of persons with disabilities. The process resulted in a legislative initiative and culminated in the adoption of the 2007 Constitutional Act on voting and elections which recognized the right to support in the act of voting for persons with disabilities"
