This issue focuses on the inclusion of people with disabilities in emergency relief efforts and concludes that “more must be done to ensure the needs and rights of people with disabilities are fully recognised in disaster risk reduction and emergency responses. Accelerating progress will require inclusive humanitarian programming and the use of technological solutions to be effectively promoted and incentivised, and people with disabilities and their organisations to be involved from the outset in the design and implementation of policies and programmes”

This briefing takes a closer look at examples of 'new democratic spaces' in a number of very different countries, which seek to extend the range and scope of opportunities for citizen participation. It argues that if they are to avoid becoming just another set of one-size-fits-all models, much more attention needs to be paid to key contextual factors as well as to institutional design. It concludes with some practical lessons on dealing with the key challenges which ‘new democratic spaces’ pose for policymakers and for citizen representatives

This policy briefing considers the ongoing shift in development approaches from projects and service delivery to a language of rights and governance. The shift is seen as an opportunity for building real two-way dialogue and accountability in 'pro-poor' and poverty reduction agendas. However the briefing also looks at the gap between words and actions in development practice; between the rhetoric of power sharing and the ongoing power relations which are obstacles to change. It questions some contemporary development jargon and procedures, including the logical framework analysis. It also highlights the Accountability, Learning and Planning System (ALPS) developed by ActionAid, which encourages learning and reflection at all levels of organisational practice. Ultimately the authors want to see an agreement between personal behaviour, institutional norms and the new development agenda. It suggests five key principles to this end. Professionals, policy-makers and NGO's are led to reflect on their own awareness of the development process
