Evidence-based decision-making for funding allocations

This is a study analyses a number of donors to explore how evidence-based information impacts decision making. The study aims to: (i) describe the current practices of a selection of donors in making decisions about resource allocation; (ii) identify the key factors that determine whether or not evidence is used; (iii) identify areas for further discussion among Good Humanitarian Donorship donors that could help strengthen evidence-based decision making. After analysing these three things, the study makes 11 recommendations for further discussion amongst donors

This report reveals a major gap between DFID’s inclusive education policy and practice, with weak implementation, as a result of a lack of resources and capacity. GCE UK’s report highlights that there is an urgent need for a significant increase in policy attention and resources to address the major structural and social barriers that children with disabilities currently face in accessing education. It concludes by making key recommendations.  It finds that the issue needs much greater prioritisation within DFID, and that there is an urgent need for DFID to develop a systematic approach towards the issue, both directly within its education portfolio, and by mainstreaming the issue across other areas of DFID operations. It recommends that it is critical that DFID works to embed disability throughout its development programmes to achieve long-term change, even as governments change and key individuals move on

AusAID development for all strategy : mid-term review

This report presents the findings and outcomes of the mid-term review (MTR) of the AusAUD Development for All Strategy which was launched in November 2008 and covers a period of five years from 2009 to 2014, with specific funding allocated against the Strategy from 2010. The strategy’s intention is to strengthen the effectiveness of Australia's aid program by ensuring that people with disability contribute to and benefit from the program
"The report is structured around four sections. This background section introduces the Strategy and the history and rationale of AusAID focus on disability-inclusive development. The second section outlines the methodology and approach for the MTR. The third and major section presents the findings of the review against the five outcome areas of the Strategy with a short discussion following each presentation of findings. The final section concludes the discussion overall and outlines the recommendations arising from the MTR"

This key report takes a critical look at the US Global AIDS Strategy. It argues that responses to the crisis are not based upon evidence, but rather upon political and fundamentalist religious ideologies. The US AIDS strategy is critically reviewed section by section and evaluated according to evidence. The core assumptions in the strategy around prevention, treatment and funding mechanisms are challenged by the authors, who draw on evidence and data from a range of scientific and public health literature. The evidence overwhelmingly contradicts the assumptions on which the PEPFAR strategy is based, raising serious questions for those working those working to tackle the crisis

This policy brief looks at the range of resources currently being expended to address the HIV/AIDS epidemic in resource poor settings (developing countries and countries in transition). It includes bilateral, multilateral and private sector support as well as domestic spending by recipient country governments. There are also reports on philanthropic giving by the business community and pharmaceutical companies. There are estimates of global funding requirements and estimates on current spending. It is noted that tracking mechanisms are often ill-equipped to provide current data on spending patterns. Little is known about exact ways in which the money is spent

The report illustrates in detail the flow of financial resources for population activities in 2002, and shows the extent to which developing countries rely heavily on international aid and loans to finance their programmes
