The Functions of Disabled People’s Organisations (DPOs) in Low and Middle-income Countries: a Literature Review

Purpose: The aim of this study was to review peer-reviewed literature on the roles and functions of Disabled Peoples’ Organisations (DPOs) in low and middle-income countries, and their outputs and outcomes for people with disabilities.

 

Method: Online databases were searched without date or language limiters (Medline, CINAHL, Scopus, Embase and Cochrane), using a combination of two key word search strategies. Eleven studies were selected for inclusion in this review on the basis of predetermined inclusion and exclusion criteria. Included studies underwent quality assessment using the Critical Appraisal Skills Programme (CASP) and Downs and Black’s criteria for quality assessment. Data for thematic analysis was then grouped under the broad themes of: participation and factors that facilitate participation; development of partnerships and connections; and self-development and self-help.

 

Results: There was some evidence within the included studies to suggest that DPOs can produce significant, positive outcomes for persons with disability in terms of factors such as employment rates, access to microfinance and bank loans, accessibility of housing, acquisition of orthopaedic devices, involvement in civil society, development of friendships and networks, and participation in training programmes. Although the studies under review largely did not investigate the long-term impact of the reported DPO functions and outputs, some of the short-term outputs may be considered proximal indicators of outcomes such as increased empowerment and wellbeing.

 

Conclusion: The 11 studies in this review suggested that DPOs can be effective in achieving their stated aims of promoting wellbeing, participation and rights of people with disabilities in low and middle- income countries.

How CBM Australia supports engagement with government for disability inclusion and prevention

CBM Australia engages both directly and indirectly with governments. Indirectly, CBM Australia supports other organisations, for instance disabled people’s organisations or civil society organisations to engage with governments. This report looks at the different ways that CBM partners seek influence government and promote sustainability. It considers the different roles and relevance of activism, advocacy, service delivery and advisory approaches.

 

The cases in this report were identified and gathered through semi-structured interviews with CBM’s Program Officers, Technical Advisors, regional/country office and project staff in-country, as well as drawing on reports and evaluations. The report starts with a section explaining the four different approaches to working with government, followed by a brief introduction to each approach, highlighting what CBM are doing and the key lessons learned. Each section is followed by case studies giving more detailed insight into how CBM are engaging, key achievements, challenges and the lessons learned. Fifteen case studies covering key projects from CBM Australia’s International Programs and the Inclusive Development Team are described in this report.

ADD look at multiple factors, and others specific to the situation of organisations of People with Disabilities (PWD), to generate certain conditions which inform the choice of capacity building approach. In particular, ADD Cambodia’s commitment to an empowering and participative approach which aims to build sustainable organisations of PWD is a direct response to many of the negative factors. It underpins the ADD Cambodia strategy, as they work to “….help disabled people (sic) have their own ideas and develop their own approaches”. This commitment is critical for working in a new context where international donors are increasingly withdrawing from the country, as they are defining it as a newly emerging middle-income country.

Disability in humanitarian context : views from affected people and field organisations

This report is based on the results of a global consultation carried out in 2015 as a contribution to the World Humanitarian Summit and is intended to better identify the changes needed for a disability inclusive humanitarian response. A total of 769 responses were collected through 3 online surveys targeting persons with disabilities, disabled people's organisations (DPOs) and humanitarian actors. The results demonstrate that while most humanitarian actors pledge to target vulnerable persons in crisis time, few of them are putting in place specific mechanisms and procedures to effectively reach to, and taking into account, persons with disabilities in their programmes. Addressing these challenges is a human right imperative and has also to do with an effective implementation of principled humanitarian aid. This ambition requires changes in policies and practices within the humanitarian community as a whole

This is the first Technical Report in a three part series for the two year DFAT Australian Aid funded project (2013-2015), Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. This report details the mapping of organisations in Indonesia working in disaster risk reduction (DRR). The two year project was concerned with understanding the gaps between disability inclusive policy and practices in DRR and supporting opportunities to include people with disabilities in all phases of disaster risk management. The premise of this work was that reducing the vulnerability of people with disability during disasters is a key strategy to promote broader community resilience

 

The direct and practical solutions that people with disability can offer to community-level DRR activities should be a key consideration within all phases of disaster risk management. Inclusion of people with disabilities in DRR before, during, and after disasters contributes to the “whole-of-community” approach to disaster resilience advocated in contemporary policy and enacted by DRR agencies. This project was initially framed within an increasing awareness of disability inclusion in DRR globally which is now articulated in the recently issued Sendai Framework for Disaster Risk Reduction 2015-2030 (UNDISR, 2015), and within an increasingly supportive policy environment in Indonesia

This is the third Technical Report in a three part series for the two year DFAT Australian Aid funded project (2013-2015), Promoting the Inclusion of People with Disabilities in Disaster Management in Indonesia. This report details the development, refinement and field–testing of the Disability Inclusive Disaster Resilience (DiDR) tool. The purpose of the DiDR tool is to identify the resilience and capabilities of people with disabilities to natural disasters in their family and community setting. The tool is designed to be used by people with disabilities, their families or carers and thereby to promote the inclusion of people with disabilities in Disaster Risk Reduction (DRR) policy making and strategy implementation. The tool assesses the resilience of people with disabilities by bringing together four components known to be fundamental to disaster risk reduction: the individual’s functioning status, their level of participation in their communities, the physical vulnerability of their place of residence, and individual risk predictors known to influence the behaviour of the general population before, during and after a natural hazard emergency. In February and March 2015, the survey teams administered the DiDR Tool by interviewing 289 people with disabilities or their carers in four Indonesian Districts affected by diverse natural hazards

The following key research questions were considered under this dissertation. "First, to locate the perceptions of disability among the disabled in the occupied territories of Palestine, in light of their religious affiliation. Second, to investigate the realities of the disabled within Palestine; and third, to enquire as to whether there had been any differences in the perceptions of disabilities and the realities of those who were injured in conflict, and those who were born with impairment" These questions were answered through a hybrid-methods system of research, with a mix of qualitative and quantitative methods being used

This manual presents indicators that "capture the difference (Community-Based Rehabilitation) CBR makes in the lives of people with disabilities in the communities where it is implemented. This manual presents these (base and supplementary) indicators and provides simple guidance on collecting the data needed to inform them. The indicators have been developed to show the difference between people living with a disability and their families and those without disabilities in relation to the information reported in the indicators. This comparability provides valuable information to CBR managers, donors and government agencies alike, which can be used to guide decision-making, support advocacy and improve accountability. Further, the ability of the indicators to provide a comparison of the populations of persons with disability to persons without disability aligns with the United Nations Convention on the Rights of Persons with Disabilities (CRPD), which states that persons with disability have equal rights to those without disabilities...this manual serves to standardize the monitoring of differences made by in the lives of people with disabilities and their families, making it possible to compare the difference CBR makes across areas and countries.
