The unsteady path - Towards meaningful participation of Organisations of Persons with Disabilities in the implementation of the CRPD and SDGs. A pilot study by Bridging the Gap

This study, commissioned by the Bridge the Gap project, seeks to provide an overview of the situation in project’s partner countries (Burkina Faso, Ecuador, Ethiopia, Paraguay and Sudan) and to formulate recommendations to international cooperation actors on their possible contribution to strengthen meaningful participation of persons with disabilities in the implementation of the CRPD and the Sustainable Development Goals (SDGs). The study focused mostly on the interaction between governments and DPOs as intermediary bodies representing the diversity of persons with disabilities with the aims of ensuring their meaningful participation at national level.

 

The study combined a review of the literature and interviews with representatives of governments, OPDs, service providers, mainstream civil society organisations and development agencies across the 5 countries carried out between August and November 2019 to provide a multi stakeholders perspective on the participation of OPDs in CRPD. It also developed an analytical tool to collectively understand different forms of interaction and participation that could be further developed and used for further studies

This report is the result of a process aimed at building a cross-disability consensus on strategic recommendations to commonly advocate for the realisation of the rights of all learners to quality, inclusive education, including all learners with disabilities.

 

Through three technical workshops, which included exchanges with consultants, education sector stakeholders, inclusive education allies in particular the IDDC Inclusive Education Task Group, global, regional and national level OPDs, a consensus position was developed on how to best achieve SDG4 in compliance with UNCRPD Article 24.

 

The report calls for an inclusive education system where all learners with and without disabilities learn together with their peers in schools and classes in their community schools, receiving the support they need in inclusive facilities.

 

Representatives of four IDA members formed the technical task team to guide the initiative and its framing of inclusive and equitable quality education. The four members are Inclusion International, the International Federation of Hard of Hearing People, the World Blind Union and the World Federation of the Deaf. While this report is endorsed by the Alliance as a whole, examples used in this report reflect a perspective on the commonly agreed position as illustrated by the four IDA member organisations who engaged actively in the technical task team.

This Gender Assessment Tool has been developed by ADD, based on existing good practice in the development sector, to support capacity building with DPOs in the following ways:

Published at the same time as the Inter-Agency Standing Committee (IASC) Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, this report aims to support their uptake and promote learning by example. This report presents 39 short case studies on inclusive practices for persons with disabilities in humanitarian action and disaster risk reduction (DRR). It is designed for humanitarian stakeholders with limited experience of working with and for persons with disabilities, as well as for organizations of persons with disabilities (OPDs) planning to engage in humanitarian action and DRR. The report draws lessons from field practices, but does not provide technical guidance. The IASC Guidelines are the reference document to seek in-depth theoretical and technical information

 

The case studies focus on:

  • Inclusive disaster risk reduction and preparedness
  • Collecting and using disability disaggregated data for assessments and programming.
  • Participation of persons with disabilities and their representative organizations in humanitarian response and recovery
  • Removing barriers to access humanitarian assistance and protection.
  • Influencing coordination mechanisms and resource mobilization to be inclusive

 

The evidence presented in this report was identified in 2017-2018 through a desk review of publicly available reports and internal documents on projects implemented by CBM, HI and IDA members, as well as their partners and affiliate members. Field visits to Lebanon, Jordan, Kenya, Nepal, and the Philippines conducted in 2018 also informed the case-study collection and documentation

The guidelines set out essential actions that humanitarian actors must take in order to effectively identify and respond to the needs and rights of persons with disabilities who are most at risk of being left behind in humanitarian settings.

The recommended actions in each chapter place persons with disabilities at the centre of humanitarian action, both as actors and as members of affected populations. They are specific to persons with disabilities and to the context of humanitarian action and build on existing and more general standards and guidelines.

These are the first humanitarian guidelines to be developed with and by persons with disabilities and their representative organizations in association with traditional humanitarian stakeholders. Based on the outcomes of a comprehensive global and regional multi-stakeholder consultation process, they are designed to promote the implementation of quality humanitarian programmes in all contexts and across all regions, and to establish and increase both the inclusion of persons with disabilities and their meaningful participation in all decisions that concern them.

Regional advocacy for persons with disabilities: Regional sustainable development forums and regional integration

The project report is an outcome of a programme focussing on the implementation of the SDGs and advocacy to ensure that persons with disabilities are included in all sustainable development processes. The programme pays particular attention to allocation of resources which must be in line with the United Nations Convention on the Rights of Persons with Disabilities (CRPD)

Regional monitoring of the 2030 Agenda for Sustainable Development provides opportunities for DPOs to advocate for inclusion in the Sustainable Development Goals (SDGs). This project report aims to provide information and learning about this can best be done, using examples of current practices from different UN regions and their Regional Integration Organisations.

Quality of Life of Persons with Disabilities in Southern Nations, Nationalities, and Peoples’ Region, Ethiopia

Purpose: There is very little demographic or prevalence data  regarding persons with disabilities in Ethiopia, let alone data on more in-depth factors such as access to services or quality of life. This study aimed to find out about the current quality of life of persons with disabilities in Southern Nations, Nationalities, and Peoples’ Region (SNNPR), Ethiopia.

 

Method: The WHO CBR Indicator Survey was used to measure quality of life, and the Washington Group Short Set was included to allow disaggregation of the data by different types of functional limitations. Interviews were conducted with 966 persons with disabilities in 10 towns in SNNPR. The majority of data collectors were persons with disabilities themselves.

 

Results: People with disabilities who were surveyed generally regarded their health as good (65.9%). Very few had significant levels of education (16.5% were completing higher education). Only 6.7% were working for wages and 45.2% were reportedly working on their own account. Hardly any of them (2.9%) stated that their money was sufficient for their needs. Only a small group (38%) felt valued in their community. Just over half of the respondents (56.6%) were members of a Disabled Persons’ Organisation (DPO) or any other self-representing group.

 

Conclusion: Persons with disabilities scored relatively or extremely low in all areas of life measured with the CBR Indicator Survey (health, education, livelihood, social and empowerment). The survey will be repeated after a few years in the same communities to measure changes over time, and persons without disabilities will be included in order to draw comparisons.

 

Implications: Public and private organisations in SNNPR need to become more accessible and inclusive of persons with disabilities so as to improve their quality of life.

Making it count: The power of youth advocates in the disability movement

The 2030 and Counting pilot project sought to give youth with disabilities a seat at the table on the SDGs – providing them with the tools and confidence they need to become their own agents of change. This report provides an overview of the project, together with learnings and recommendations for the future.

In its pilot year, 2030 and Counting brought together young women and men with disabilities and DPOs from Kenya, the Philippines and Zambia to report on and advocate for their rights through the framework of the SDGs

The project had three consecutive phases: Training, Story gathering (data collection) and Influencing. 

In total, 332 reports were collected between June and September 2018. The highest number of reports were submitted under the theme of Education (44%), followed by Work (33%), and Health (14%). The category of Other, which almost entirely focused on discrimination in daily life, accounted for 8%. 80% of reporters had smartphones, offering the potential to increase the use of this feature in future.
 

Disability, socialism and autonomy in the 1970s: case studies from Denmark, Sweden and the United Kingdom

n the 1970s, grassroots disability movements in many countries changed the thinking around disability and disability politics. Nonetheless, they were also part of larger political upheavals in the western world. How were they inspired by the socialist, feminist, and gay and lesbian movements? In addition, how did they relate to non-disabled allies? Organisations in Denmark and Sweden are investigated and compared to early disability-rights movements in the United Kingdom. Independently of each other, all groups developed materialist models, although only in Sweden and the United Kingdom did this lead to a linguistic distinction between ‘impairment’ and ‘disability’. Danish activists would rather use provocative language, while developing a social understanding of disability. They were also the only ones to discuss gender and sexuality. There are more similarities than differences between the movements, although the Danish specificities contributed to improvements in how Danes with disabilities can develop a positive sex life.

  • In the 1970s, new political ideas grew about ways of living, equality between the sexes, gay and lesbian rights, and sexual freedom. New groups started to talk about how to understand disability.
  • This article investigates whether the new disability groups in Denmark and Sweden talked about these ideas and whether they involved non-disabled people.
  • Danish and Swedish disability groups are compared to early disability rights organisations in the United Kingdom. The Danish and Swedish disability groups were more open to non-disabled members than groups in the United Kingdom.
  • The article also found that the Danish group discussed sexuality a lot. In Sweden and the United Kingdom, the disability groups did not talk about sex at all.

Three Circles Tool - organisational capacity assessment & planning tool

This tool has been developed by ADD International for use with partner DPOs, based on existing good practice in the development sector. It was developed with input from MEL staff across the organisation in July 2016, based on ADD’s long experience of organisational capacity building practice with DPOs , and was then piloted with DPOs before being finalised. It replaces the Five Core Capabilities tool which we have previously adapted for use within ADD International’s programmes. The key elements of the Five Core Capabilities tool have here been incorporated into a simpler model with three main categories – the three circles – and includes a system for identifying progress against specific plans within each capacity area by exploring a total of 23 different aspects of capacity within these three broad areas. The three circles tool supports organisational capacity building in the following ways:

  • To support discussion and learning within partner DPOs on the key aspects of organisational capacity,
  • To analyse gaps and weaknesses in organisational capacity, and to identify and prioritise practical action needed to address these,
  • To identify specific organisational capacity building support needed from ADD/other sources to address the issues raised,
  • To track progress on strengthening organisational capacity over time.

Disabled people’s organisations and the disability movement: Perspectives from Burkina Faso

Background: In Burkina Faso, the disability movement is rather weak, both in terms of funding and staffing – its range does not extend far outside the capital city and is largely dependent on international non-governmental organisations (INGOs). Despite the huge number of grassroots disabled people’s organisations (DPOs), many of these organisations do not function beyond the occasional meeting and celebration of the International Day of Persons with Disabilities. The reasons for this are various, including dependency on external funding (such as from international organisations), lack of access to resources, being dependent on voluntary members, and lack of organisation.

 

Objectives: This article looks at the functioning of – and politics governing – DPOs in Burkina Faso, their significance in the lives of people with disabilities and the challenges they encounter.

 

Method: This article is based on research findings obtained through interviews conducted with people with disabilities, as well as INGOs working with people with disabilities and state authorities in Burkina Faso.

 

Results: Evidence suggests that the farther people with disabilities are from the capital, the lesser are their chances of being heard and of being involved in decision-making. However, DPOs offer a haven for many, offering people with disabilities solace in meeting other members and finding a sense of belonging in these associations. Others give importance to the role of DPOs in raising awareness and human rights advocacy.

 

Conclusion: Finally, the article raises the question as to what the future of DPOs in Burkina Faso might entail.

The purpose of this report is to provide the perspective of people with disabilities and disabled persons' organizations on the SDGs, towards a constructive contribution to the 2030 Agenda for Sustainable Development.

 

This report is an attempt to evaluate the situation regarding persons with disabilities in the context of five Goals – relating to Health, Education, Gender Equality, Employment and Climate Change preparedness, in Viet Nam. Through this report, the gaps in relation to the fulfilment of the Goals in relation to all persons with all disabilities will be identified, with areas of recommendation for action.
