Kenya follow-up consultation report : target revision toward universal access to prevention, treatment, care and support by 2010

The consultation to select core targets, and to make revisions and updates to the existing Universal Access roadmap for Kenya became necessary following further guidance on country-level target setting subsequent to the initial consultation. The main revision consultation on 7 December brought together 36 participants representing the government, NGOs and specific interest/at-risk groups, UN and bilateral development partners. The work focused on prioritising core targets, as well as revising a set of targets deemed critical for Kenya . All the proposed core indicators, as well as most of the recommended indicators, have been incorporated in the M&E framework

This reference guide was developed for trainers, counselors in training, and working counselors, to highlight the links between VCT and HIV/AIDS prevention, care, and support. It provides teaching methodologies, including demonstrations, role-playing, supervised practice, desensitization, and negotiating skills. It also contains worksheets and checklists for practical sessions, and texts for demonstrations and exercises to be conducted during the training courses. Chapters focus on counselling strategies, physical and psychological care, counselling for specific groups, grief and bereavement, counsellor stress and burnout, monitoring and quality assurance, and ethics. This guide aims to provide reproductive and sexual health programme planners, managers and providers with the information necessary to integrate voluntary counselling and testing (VCT) for HIV/AIDS within their services. In particular it considers integration within the context of family planning (FP) service provision. FP and VCT provision have similar aims of reaching sexually active people and promoting safe and healthy sexuality. FP settings therefore offer specific opportunities for reaching women with VCT. This guide looks at the continuum of possibilities available for integrating VCT. It is divided into 5 sections. Section 1 provides an introduction to VCT; section 2 details an assessment process for use when considering how to integrate VCT services; section 3 describes factors to consider when planning the integrated service; section 4 covers specific implementation issues; and section 5 focuses on monitoring and evaluation. The appendices contain checklists, sample monitoring tools and further reference material. Most of the references are available through the Internet

This resource pack is a helpful tool aimed at services, organisations and health professionals involved in the voluntary counselling and testing (VCT) centres in Kenya. VCT services offer HIV testing to asymptomatic individuals, and pre- and post-testing counselling. Compliance with quality requirements in the provision of the service is crucial to the achievement of the objectives. The National Guidelines for VCT set minimum standards for the registration and accreditation of sites and the Liverpool School of Tropical Medicine has devised a comprehensive quality assurance system to accompany the upscaling of the VCT programme, with an emphasis on individual and community involvement. This resource outlines the lessons learned in the implementation of quality assurance in VCT, and includes useful training materials and tools such as self-assessment and service supervision survey forms for the monitoring and evaluation of service delivery quality
