Many community service organisations (CSOs) in Malawi turn a blind eye to the impact of HIV and AIDS in their own organisation. This is partly because, although individual staff are highly aware of HIV and AIDS issues, the internal impact on their own organisation is not very visible yet, and costs are unknown. Most CSOs do not yet fully appreciate the extent of what mainstreaming HIV and AIDS in their organisation means. This brief paper contends that if the programming side of an organisation is going to be effective, it is critical for an organisation to put its own house in order and mainstream HIV and AIDS internally. It presents its case study and describes challenges encountered by 23 participating organisations. Lessons for donors, and for CSOs are elaborated

These guidelines are designed to help development cooperation activities achieve the UN Millennium Development Goals, through greater accessibility to information and communication technology, and the creation of information societies in developing countries. This analysis is illustrated with an abundance of statistical charts, highlights and annexes. Mainstreaming of disability and HIV/AIDS : a double challenge

This paper describes how organisations take into account, or mainstream, disability and/or HIV and AIDS in their work. In the introduction, guest writer Nora Groce discusses the link between disability and HIV/AIDS and the similarities between the issues. The next chapters examine different forms of mainstreaming, and then discuss the arguments for and against mainstreaming disability and/or HIV/AIDS. Chapter 3 deals with the basic principles of the mainstreaming process. Chapter 4 discusses the integration of the disability and/or HIV/AIDS factor in development activities. This includes activities of and with partners in the South, ie socio-economic projects, awareness raising and training activities in the South. It discusses how mainstreaming implicates the representation and participation of persons with a disability and/or living with HIV or AIDS, and the relevant interest organisations representing both groups, in the initial phases of the project as well in implementation. Chapter 5 deals with mainstreaming in organisational policy. There is a need for Northern NGOs as well as Southern partners to actively adapt their policy to take into account disability and/or HIV/AIDS. Both themes should be integrated into the whole organisational structure, and taken into account when setting up activities and in workplace policy

This document assesses how successfully USAIDS, World Bank, NORAD and DFID policies on disability mainstreaming have been implemented. It identifies five main reasons for the lack of progress in disability equality: lack of broad institutional support for mainstreaming; failure to communicate policy; failure to break down traditional attitudes to disability; need for practical guidance; inadequate resources. It calls for the adoption of a more radical approach, based on the recognition of disability as a human rights issue, and mainstreaming as a means to self-empowerment and self-determination

It explains the concept of 'mainstreaming' HIV/AIDS in simple language, with practical guidelines for applying the approach in a wide range of sectors. The author's previous book, 'AIDS on the Agenda: Adapting Development and Humanitarian Programmes to Meet the Challenge of HIV/AIDS', made the case for mainstreaming, using both theoretical discussion and experiences from the field. She has now adapted that work to produce this shorter and simpler book, to make the idea and practice of mainstreaming more accessible to those who actually do development and humanitarian work, as well as those who manage and fund it

South African cities and HIV/AIDS : challenges and responses

This is the first ever assessment on how South Africa's nine largest cities are managing HIV/AIDS. The report summarises the challenges faced by these cities and outlines the innovative responses developed by municipalities and city stakeholders. The report highlights that the most effective programmes have been those that succeeded in transcending the gap between policy development and consistent implementation. The challenges highlighted in the study are likely to become more acute in the near future. The report lists a number of key strategies that cities should adopt in the development of a comprehensive response to HIV/AIDS. These include taking stock of the current HIV/AIDS programmes that are being implemented in the cities; linking HIV programming with other development issues; developing clear guidelines for the mainstreaming of HIV/AIDS; and developing stronger intergovernmental relations with provincial and national government levels

This report examines the inclusion of disability aspects in the African-Caribbean Pacific (ACP) country strategy papers (CSPs) of the European Commission. Out of the 70 CSPs only 19 mention disabled people. Taking a holistic approach towards disability, the CSP can still be used as a tool to include disabled people into national policies.
The paper was prepared as a guidance for the delegations and offices of the EU to include disabled people in their policies. It is also of interest for DPOs and NGOs in the ACP countries

It highlights the need for multi-sectoral planning and action, and for "transformative methodologies" to broaden understanding of the epidemic in terms of individual behaviours as well as collective culture and norms. It is primarily intended for use by national HIV/AIDS coordination and management bodies responsible for strategic planning and management of national HIV/AIDS responses, and uses language that may be difficult for others to follow. This UNAIDS strategy note sets out the rationale and suggests a framework for mainstreaming HIV and AIDS in development work. It proposed a working definition of the concept of mainstreaming, and suggests that mainstreaming occurs on four levels: global and regional, through UN agencies and transnational organisations; national, through government ministries, large NGOs, national employers; sectoral through ministries, private companies and civil society organisations; and sub-national, through local government and NGOs, and small companies. It summarises the lessons learned and the main challenges in current practice. Finally, it presents an overview of the UNAIDS Secretariat's strategic considerations and planned activities to support mainstreaming in partner countries

This toolkit includes a five-step approach to mainstreaming HIV and AIDS. The first steps guide organisational and context analyses, which form a base for developing workplace and operational contributions to the response to the epidemic. It emphasises the importance of monitoring and evaluation from the outset, and sharing knowledge and experience about mainstreaming. A CD ROM accompanies the printed version of this manual, and includes checklists, resources and good practice examples. Though these are not accessible on the internet, they are listed in both the print and electronic versions of the toolkit for reference

Gender mainstreaming in health : the possibilities and constraints of involving district-level field workers

This policy brief concerns the involvement of district-level workers in local-level practical approaches to mainstreaming gender. This involvement is central to facilitating change and informing health strategies. MKP led a project in Ghana to facilitate district-level health management teams and district-level field workers to conduct qualitative and participatory research on gender aspects of access to health care for malaria. The results have informed strategies to improve gender equity in health at the community level
