Final evaluation report project for ASEAN hometown improvement through disability-inclusive communities model

This report covers the objectives, process, findings and recommendations of final evaluation on APCD Project for ASEAN Hometown Improvement through Disability‐Inclusive Communities Model. The project reached to the end of implementation in its second year and required a final evaluation to assess its achievements and non-achievements in against of its desired objectives from this project. The final evaluation has assessed the relevance, effectiveness, efficiency, impact and sustainability of the project. This report provides analysis of its findings from literature review and field visits during the evaluation and provides country-specific as well as overall recommendations for further implementation of this kind project in future.

The National Guidelines for the Project for ASEAN Hometown Improvement through DisabilityInclusive Communities Model: A Compilation is a consolidation of policies from 7 ASEAN countries, namely, Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Thailand, and Vietnam, to provide a technical guiding document in the planning and implementation of an inclusive Hometown Improvement process.

 

Policies for each country are reported and topics covered include: situation of persons with disabilities; disability inclusive governance; accessibility for persons with disabilities; disability inclusive business; hometown improvement model; and partnership amongst ASEAN

The ASEAN Hometown Improvement Project, aimed to tackle challenges emerging from urbanization and the rise of the ageing population in the ASEAN region by attempting timely and relevant improvements to disability inclusive ‘hometowns’. 

 

Three approaches were utilized:

1) Promotion of an inclusive business through capacity building of persons with disabilities

2) Promotion of accessibility features in the community and other public places, as well as to information, communication, and transportation

3) Promotion of cooperation with government sector via discussions to find solutions to improve the livelihood of persons with disabilities

Innovate for Inclusion. Four cases of application of the social innovation lab methodology to enhance disability inclusion in mainstream settings

This publication reflects back on four co-design processes undertaken by Light for the World’s Disability Inclusion Lab during the past few years. These different journeys in solution development have demonstrated the power of this methodology to create genuine inclusion in livelihood programming while striving to empower persons with disabilities to achieve economic success. In this publication the social innovation lab methodology is described as a unique approach to inclusive programming, highlighting four cases: The Livelihood Improvement Challenge in Uganda, the lab in the EmployAble programme in Ethiopia, the AgriLab in Cambodia, and the InBusiness pilot in Kenya. Lessons learnt are described.

Scaling up inclusive employment: Interventions in Cambodia

This report presents findings from a study, based in Cambodia, designed to investigate barriers which hinder employers from employing people with disabilities and to identfy employer perspectives on the changes needed to open up more job opportunities to people with disabilities. A total of 32 people participated in in-depth semi structured interviews as part of this study: 9 employers, 10 people with disabilities and 12 representatives of NGOs working in this field. The broader context for these inclusive employment initiatives of the current and projected Cambodian economic growth, labour market needs and skills gaps is analysed.

Disability and HIV

This report highlights existing key evidence on the relationship between disability and HIV. It discusses the concrete steps needed for a person-centred, disability-inclusive HIV response that allows for increased participation of people with disabilities and integrates rehabilitation within the continuum of HIV care. Globally, it is estimated that 1 billion people (15% of the world’s population) have a disability. Of those aged over 15 years, approximately 110–190 million (2.2–3.8%) experience significant disabilities. Disability is increasing in prevalence due to ageing populations, trauma, accidents and the increase in chronic health conditions, including HIV. Persistent discrimination against and exclusion of people with disabilities, in particular women and girls with disabilities, increases their vulnerability, including their risk of HIV infection.
 

Linking rehabilitation and social work using the personalised social support process: Steps to establish a social work unit and future directions for social work in Cambodian PRCs using the model developed at Kampong Cham

This publication intends to draw lessons learned from the set-up of a Social Work (SW) unit in the PRC in Kampong Cham province of Cambodia using the Personalized Social Support (PSS) process and provide an example of person-centered approach in rehabilitation service delivery, to be considered by PWDF and other rehabilitation I/NGOs and promoted within other PRCs in Cambodia. The specific objectives of this publication are: 

  • To identify recruitment strategies and clinical activities conducted by the SW unit 
  • To consider the capacity development of SW staff along the development of a SW unit
  • To outline how SW and PSS are linked to the Cambodian Ministry of Social Affairs Veterans and Youth Rehabilitation Guidelines on Physical Rehabilitation in Cambodia4 (also known as the Standard Working Procedures -SWP) with reference to its application.
  • To consider how SW interventions and PSS contributes to service users’ social participation and rights.

Capturing best practices through a ‘’lessons learnt’’ process can be utilized to advocate for the adoption and replication of such a model within wider rehabilitation services in Cambodia.

This publication was developed by a mixed methods approach on the basis of various sources and tools, including:

  • Desk review including collection of documents and tools used by the SW unit, and field visit reports
  • Workshops/meetings with the PRC Manager, PRC Unit heads and Focal Clients (FC) to gain reflections on the process and map a reverse pathway of change
  • Key Informant interviews: Interviews with members of the project team and local authorities.
  • Case study frames were designed and used as well as some questions from SCOPEO5 Quality of life linked to social and personal relationships during the interview. 
  • Interviews with 15 beneficiaries (SW Clients at the PRC) to assess the impact of SW input over a 13 month period from June 2015 to July 2016

Training social facilitators in personalised social support: Trainers’ booklet

This booklet is the gateway for a training kit on personalised social support (PSS). The aim of this training course is to train social facilitators either in the personalised approach only, or in how to carry out a complete PSS process. The aim of this booklet is therefore to impart the methodological and educational components required to use the content of this training course to Handicap International’s (now Humanity and Inclusion) future PSS trainers. It therefore takes another look at the entire content of the PSS training course, explains the educational choices, presents the modules and other teaching tools created, and above all, provides advice/recommendations for future designers and trainers/facilitators on this theme. The Cambodian Disabled People’s Organisation conducted a study using the Making It Work methodology to identify good practices in inclusive agricultural skill training for persons with disabilities in line with CRPD Article 27 Work and Employment. This policy position paper presents the findings and key recommendations from the report for policy-makers within the Cambodian government and decision-makers within development agencies and NGOs. This project is a Making It Work initiative documenting and promoting good practice in line with the principles of the Convention on the Rights of Persons with Disabilities (CRPD)

The objective of this initiative was to identify good practices using the Making it Work methodology in inclusive agricultural skill training for persons with disabilities in Cambodia in line with CRPD Article 27 Work and Employment. People with disabilities in crisis response

The ILO's InFocus programme on crisis response and reconstruction has focused particularly on disabled ex-combatants in a number of countries including Afghanistan, Angola, Cambodia, Ethiopia, Mozambique and Namibia. Projects in these countries have assisted governments, agencies, local NGOs and organisations of persons with disabilities to provide vocational skills training, mostly in mainstream vocational training centres but also in special rehabilitation centres
