This publication aims to assist individuals and organisations in planning and evaluating interventions in a flexible, comprehensive and participatory manner. Comprehensive participatory planning and evaluation (CPPE) makes use of both casual and dynamic models and offers a high degree of participation, with increased sense of self-esteem and ownership. It is implementation-orientated and can be applied to a number of situations, including programmes and projects. This guide is clearly written, and the CPPE approach is effectively illustrated in simple steps. Covers a range of topics, including problem assessment, intervention identification, planning, setting up a monitoring and evaluation system and proposal writing. This report puts forward a gender perspective in sexual and reproductive health, and on finding constructive ways to build partnership between men and women. One way of achieving this is through a better understanding of manhood. The report provides an overview of current theoretical and operational knowledge; it proposes programme directions, suggests programme indicators, discusses programming considerations, and informs about innovative approaches used in gender-sensitive reproductive health services and in communication interventions that aim to build partnerships with men. It provides both the rationale for comprehensive and more complex strategies and illustrates recent government, NGO and private sector initiatives. It also underlines the importance of using gender tools on a continuing basis to evaluate service and communication programmes.

This paper describes an advocacy campaign to ensure the effective implementation of South Africa's Domestic Violence Act. Lessons from the campaign stress the importance of coalition building to draw on diverse strengths, and the use of a combination of advocacy tools, including lobbying, media advocacy and social mobilisation to achieve campaign goals. While many advocacy efforts focus on the development of policy and legislation, ongoing efforts are needed to ensure effective implementation, the commitment of adequate resources and monitoring to identify gaps and propose new solutions. The experience presented highlights the important role of policy advocates in connecting the multiple streams at play in the policy and legislative arena

Using evidence to change antimalarial drug policy in Kenya

This review analyses the range and quality of the evidence base that was used to change the drug policy in Kenya from chloroquine to SP and examines the process of consensus building and decision making. The review illustrates the difficulties in translating sensitivity data with gross geographical, temporal and methodological variations into national treatment policy. The process was complicated by limited options, unknown adverse effects of replacement therapies, cost, as well as limited guidance on factors pertinent to changing the drug policy for malaria. Although more than 50% of the studies showed parasitological failures by 1995, there was a general lack of consensus on the principles for assessing drug failures, the inclusion criteria for the study subjects and the relative benefits of parasitological and clinical assessments. A change in international recommendations for assessment of drug efficacy in 1996 from parasitological to clinical response further perplexed the decisions. There is an urgent need for international standards and evidence-based guidelines to provide a framework to assist the process by which decision-makers in malaria-endemic countries can make rational choices for antimalarial drug policy change
