This report provides specific guidelines and recommendations that can be applied wholly or in part by healthcare institutions worldwide that are seeking to adapt the Learning Resource Centre (LRC) model to improve the quality of healthcare they provide, through improving the access of health professionals to healthcare information resources. The LRC model, which was initially developed in Central and Eastern Europe and the Newly-Independent States, has two components - dedicated resources and appropriate personnel - which it identifies as necessary for the successful application of information and communication technologies to healthcare improvement
