Eldis OnDisc : Feasibility study for document caching and CD-ROM creation and distribution project

This report documents the Institute of Development Studies' investigation into the feasibility of creating Eldis OnDisc, a CD-ROM derived from their extensive website of development information. This report provides: background to the proposal, description of how the feasibility study was conducted, findings from the user survey, publisher survey, and other interviews, recommended next steps, and suggested budget. Annexes include user and publisher surveys, potential copyright agreements, and user and publisher responses to their proposal. The report concludes that there is a substantial market for offline distribution of Eldis-identified documents, and that publishers and distributors seem very interested in participating in this. Key findings from the survey are that: users still have problems accessing full text on the internet and have a need for offline access to such content, for both their own work and that of their colleagues; publishers are generally willing to release copyright, but there is a major logistical task in collecting the agreements although there is a growing interest in open-source content provision; users see value in a range of disc formats, including both single subject and multiple subject discs; and finally, small scale, high-impact distribution is possible. The business case for Eldis' involvement in such distribution is leverage of the IDS network of information service consumers

While many successful responses to HIV have begun at a local or community level, poor communication, monitoring and evaluation systems and accountability have meant a lack of resources with which people can share their experiences directly and promptly. The AIDS competence programme seeks to develop community capacity and promote community ownership through facilitation and use of innovative knowledge management assets. This evaluation measures the effectiveness and efficiency of the AIDS Competence Programme’s process and outcomes and makes a number of recommendations to the different interest groups involved

This article examines the similarities between the concepts of 'community of practice' and 'networking for learning'. This article examines the common elements, and discusses the approaches, the characteristics, theoretical background and importance for development of each model. Next, similarities based on conceptions of social learning are explored. Finally, it is argued that communities of practice and networks for learning are part of the same continuum with varying degrees of formality, ranging from informal communities of practice to highly formal networks for learning. This article provides a valuable, relatively accessible introduction to the ideas of "networking" and "community of practice", discusses how they have evolved and explores how they can be useful to the development sector

Implementing knowledge strategies : lessons from international development agencies

This study synthesises existing research on knowledge and learning in the development sector, and draws out eight key questions for examining related strategies and systems in development agencies. Together, these questions make up a comprehensive Knowledge Strategies Framework, which brings together four 'dimensions': organisational knowledge, organisational links, organisational contexts, and external factors. The study then presents the analysis of data collected on current knowledge and learning practices in 13 selected case study organisations. It finds that organisational learning is most effective where it is defined and understood, and where it is linked to ongoing processes. It sets out questions and considerations for further investigation

This publication is an introduction to the 'Most Significant Change' (MSC) approach to monitoring and evaluation. MSC is a participatory technique of monitoring without indicators. It asks users to collect "significant change" stories from the field level and to select and filter these through a panel of stakeholders or staff. It gives an overview of the "story" approach, and illustrates how to implement the MSC technique in ten steps. Chapter five looks in detail at the place of MSC in a monitoring and evaluation framework. The guide also includes a comparison with other approaches, a historical overview a of its development and outlines possible next steps and future innovations for the approach

Counting on communication : the Uganda Nutrition and Early Childhood Development Project

This publication presents the activities and lessons learned from a project which sought to halve malnutrition among preschool children, raise primary school enrollment, reduce dropout and repetition rates, improve psycho-social and cognitive development, and increase the number of mothers practicing appropriate childcare. A strategic communication programme was designed to help mothers and other caregivers adopt new behaviours needed to achieve project outcomes. It helped the project team identify necessary changes in behaviour, knowledge or attitude for all target audiences; frame project-related issues relevant to different stakeholders, such as parliamentarians, mothers, community leaders, educators, and local government administrators; craft persuasive messages according to their needs, concerns and perceptions; and use the most appropriate communication channels. The communication strategy included a: national advocacy effort aimed at parliamentarians, health and education ministry officials, district and community leaders; multi-media campaign that emphasized three behaviour change interventions; training programme for health workers and pre-school teachers on their role; and monitoring and evaluation component to ensure that materials were disseminated via cost-effective channels of communication and that messages reached target audiences. Lessons learned emphasize the value of developing a comprehensive communication strategy during project design.

This paper explores the importance of organisational learning in NGOs drawing on examples gathered from interviews mainly with Northern NGO staff and from an extensive review of the literature. It examines NGOs' need to provide the motive, means and opportunity for organisational learning, introduces practical examples of how pioneering NGOs are doing this and suggests ways to combine these elements in planned and emergent organisational strategies for learning. The paper concludes that, although much has been written on the conceptual frameworks for organisational learning and knowledge management, learning and knowledge management are understood differently across cultures and contexts and that most current models are based on a Western understanding, presenting concerns about how to translate these theories into practice. There is therefore a need to engage with capacity building practitioners to explore innovative approaches which are relevant, appropriate and accessible across a wide range of cultures and contexts
