United Nations Relief and Works Agency (UNRWA) adopts a twin-track approach to ensure the full inclusion of Palestine refugees with disabilities. This entails ‘disability mainstreaming’, whereby all UNRWA programmes and services are universally designed to ensure that they are usable by and/or reach beneficiaries with disabilities, coupled with the provision of ‘targeted/tailored interventions’. During 2019, UNRWA implemented the following activities to address the specific needs of Palestine refugees with disabilities:

  • Direct Specialized Services for Persons with Disabilities
  • Disability Inclusion through Programmes
  • International Cooperation

Humanity & Inclusion (HI) and iMMAP conducted a study concerned with the lack of disability data in the Syria crisis context,  which aimed to:

  • Provide statistically reliable prevalence of disability as well as disability disaggregated data indicators on access to services.
  • Increase understanding of the situation of Syrian refugees with disabilities and their households, compared to their peers without disabilities, in relation to the access to services including education, and key barriers experienced in accessing these services.
  • Recommend inclusive actions to be prioritized by humanitarian actors.

The study conducted a literature review, quantitative data collection as well as qualitative data collection. Quantitative data was collected from 2,495 persons of randomly sampled 506 households in the urban setting in Bar Elias as well as Informal Tented Settlements (ITS) in Bar Elias and Arsal in December 2017. Fourteen Key Informant Interviews (KII) were also conducted in December 2017 to elicit deeper insights on the educational situation of children with and without disabilities.

This report “documents positive practices and ongoing challenges to promote disability inclusion across UNHCR’s and its partners’ work in multiple countries and multiple displacement contexts. The report provides lessons and recommendations for other organizations and the wider humanitarian community on engaging persons with disabilities at all levels of humanitarian work. It draws on consultations with over 700 displaced persons, including persons with disabilities, their families, and humanitarian staff, in eight countries”

This issue of The Disability Monitor Initiative - Middle East Journal focuses upon 'Education for All' and contains informative studies and articles about inclusive education in the Middle Eastern context regarding policy and good practices. It also includes a list of relevant Arabic and English publications. The journal is an advocacy initiative that gathers and disseminates information on relevant disability topics underpinning the move towards full participation and equal opportunities of people with disabilities. It is primarily based on field research consulting with people with disabilities, service providers, members of civil society, government officials and local authorities. It is a useful resource for anyone interested in inclusive education for people with disabilities in the Middle East

"This revised, retitled and updated bibliography now lists c. 1750 items. It aims to record the cumulative formal knowledge base in the disability field in countries of the Middle East, especially Egypt, Iran, Iraq, Israel, Jordan, Lebanon, Saudi Arabia, Syria, Turkey, and some smaller neighbours. Around 45% of the items in the bibliography, listed in the last two sections with a brief introduction, comprise historical materials of the Middle East from 1751 to 1970 and from Antiquity to 1750, as an essential and fascinating part of the cultural background. This earlier material has more annotation (and so takes about 60% of the total word-count), to enable potential readers to find the disability-related parts that are sometimes hidden in odd corners or footnotes, and also to indicate some cultural features that might be less easily understood nowadays. Greater coverage has also been given to disability and deafness in Egyptology, Assyriology, and the Hittite Kingdom in Anatolia"

Friends of the Disabled Association (FDA) is an advocacy voluntary organisation. It was started in 1978 by group of parents of persons with intellectual disabilities. FDA's purpose is to promote the full range of Human Rights for persons with disabilities and their parents through multiple programmes. Their main programmes are in early intervention, basic teaching, intermediate level, secondary level, prevocational & vocational training. FDA's main goal is to secure self-discrimination, independent living and being included in their communities.  FDA aims to establish a Trust Fund to secure life quality on the life span of persons with intellectual disability.

 

FDA considers that the adoption of UN CRPD and the ILO Recommendation Social Protection Floors will secure better life quality for persons with disability and their families
