First webinar of the project "Phase 2 - Leave no one behind!: Mainstreaming Disability in Humanitarian Action". The project is funded by the German Federal Foreign Office and led by Handicap International e.V. (HI). It is implemented together with the Christoffel Blindenmission e.V. (CBM) and the Institute for International Law of Peace and Armed Conflict (IFHV) of the Ruhr-University Bochum. The project aims at mainstreaming disability in humanitarian coordination mechanisms, strengthening the capacities of German humanitarian actors and their local partners, and improving data collection on the inclusion of persons with disabilities.
While the first guidance note by the inclusive governance unit focuses primarily on the moment of the outbreak and emergency responses, this note anticipates to examine conditions of governance after the outbreak and how HI interventions could look like to further mitigate or event prevent negative effects of the outbreak. It is already clear that the long-term socio-economic impacts will affect persons with disabilities disproportionately, so proactivity is necessary as from now. It aims to enable global reflection while respecting that situations differ according to the national context of an HI country of intervention
This policy brief highlights the impact of COVID19 on persons with disabilities and in doing so, outlines key actions and recommendations to make the response and recovery inclusive of persons with disabilities. A COVID-19 Humanitarian platform to gather, curate, analyze, interpret and disseminate COVID-19-specific and -sensitive interventions that are being implemented in a variety of humanitarian settings.
The goal is to facilitate the sharing of context-specific field experiences about how humanitarian programs are responding to and being adapted to the COVID-19 pandemic. This website will host both technical guidelines as well as operational field experiences from humanitarian actors in different settings.
The COVID pandemic continues to escalate across the world, this document has been prepared to;
- Provide some top-line advocacy messages that can be used for advocacy and communications,
- Give a few questions example that you can ask yourself/or other stakeholders to check how people with disabilities are being included,
- Provide key resources for further reading. We recognise the importance of safe, evidence-based messages, and stand by the advice of the World Health Organisation on health-related issues, of the Inter-Agency Standing Committee on international coordination, and of the International Disability Alliance on inclusion of people with disabilities in the COVID-19 response.
Humanitarian organizations and donors have committed to change the way humanitarian action is carried out and create a “Participation Revolution.” In this webinar issues addressed included:
- inclusion of the people and communities affected by humanitarian crises in practice;
- how organizations are ensuring that the voices of the most vulnerable groups considering gender, age, ethnicity, language, and special needs are heard and acted upon;
- how program activities and budgets are designed to support the changes that affected people demand
In this webinar, organized on 26 March 2020 by PHAP and the Steering Committee for Humanitarian Response, we took stock of the progress to date on workstream six of the Grand Bargain and heard success stories from the field that can help agencies achieve a sustained change in how they design and deliver their programs.

This annotated bibliography provides an overview and outlines key messages from a selected range of academic and practioner literature looking at gender and disability in low- and middle-income countries, which may help with planning for gender inclusion in programmes and projects. The papers included here are not intended to be an exhaustive list of all the relevant literature. A focus is placed literature looking at the main areas of work of the Disability Inclusive Development programme: stigma, livelihoods (which also applies to the Inclusion Works programme), education, and health, as well as humanitarian contexts. Literature which focuses solely on one of these areas has been included in the relevant sections, and those which address multiple areas are included in the first, overarching section on gender and disability. As is often the case, the literature on gender and disability in low- and middle-income countries has a tendency to focus mainly on the experiences of women and girls with disabilities. There is a lack of evidence relating to gender and disability in low- and middle-income countries, although more evidence is emerging as awareness of the importance of the issue grows.
People with disabilities face exclusion and discrimination on the grounds of both their gender and their disability, as well as other intersecting factors such as age, race, class or poverty. The intersectional nature of discrimination and inequality impacts all areas of life, from access to services, personal security, livelihoods and leisure, through to individual choice and autonomy. Women and girls with disabilities are more likely to face discrimination and exclusion than people without disabilities and compared with men and boys with disabilities. Their participation in education, livelihoods, and healthcare is challenges by barriers including stigma and cultural practices resulting in discrimination and prejudice, lack of accessible services, and lack of support from family, teachers and institutions - all of which are exacerbated by poverty. Women with disabilities are also at greater risk of physical, mental and sexual abuse and because of stigmatisation, have lower marriage prospects. Therefore, it is important to ensure the meaningful inclusion of women and men with disabilities in programming.

The Inclusion Works programme (2018–2022), funded by the UK Department for International Development, aims to improve employment rates for people with disabilities in Bangladesh, Kenya, Nigeria, and Uganda.
Disability Inclusive Development (DID), also funded by the UK Department for International Development, aims to improve the long-term well-being and inclusion of people with disabilities through increased equitable access to: Quality health services and health outcomes, Quality education and educational attainment, Jobs/self- employment and improved livelihoods and a reduction in negative stereotyping and discrimination in Bangladesh, Kenya, Nigeria, Tanzania, Jordan and Nepal.

Published at the same time as the Inter-Agency Standing Committee (IASC) Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, this report aims to support their uptake and promote learning by example. This report presents 39 short case studies on inclusive practices for persons with disabilities in humanitarian action and disaster risk reduction (DRR). It is designed for humanitarian stakeholders with limited experience of working with and for persons with disabilities, as well as for organizations of persons with disabilities (OPDs) planning to engage in humanitarian action and DRR. The report draws lessons from field practices, but does not provide technical guidance. The IASC Guidelines are the reference document to seek in-depth theoretical and technical information
The case studies focus on:
- Inclusive disaster risk reduction and preparedness
- Collecting and using disability disaggregated data for assessments and programming.
- Participation of persons with disabilities and their representative organizations in humanitarian response and recovery
- Removing barriers to access humanitarian assistance and protection.
- Influencing coordination mechanisms and resource mobilization to be inclusive
The evidence presented in this report was identified in 2017-2018 through a desk review of publicly available reports and internal documents on projects implemented by CBM, HI and IDA members, as well as their partners and affiliate members. Field visits to Lebanon, Jordan, Kenya, Nepal, and the Philippines conducted in 2018 also informed the case-study collection and documentation
This is a first exercise to connect different areas of debate, looking at the key trends of the future of work from a disability perspective and seeking to identify specific action needed in order to shape the future of work in a more disability-inclusive way.
Chapters include: Work and disability - overview of current situation; megatrends of future work and persons with disability (technological revolution, skills revolution, cultutral change, demographic change and climate change); and Roadmap for an inclusive future of work.
The following five key objectives for the inclusion of persons with disabilities in the future of work have been identified:
1. New forms of employment and employment relations integrate disability inclusion
2. Skills development and life-long learning made inclusive of persons with disabilities
3. Universal Design embedded in development of all new infrastructure, products and services
4. Assistive technologies, existing and newly developed, to be made affordable and available
5. Measures to include persons with disabilities in growing and developing areas of the economy
Governments, companies, disability NGOs, trade unions and academia must be encouraged to commit and contribute towards achieving these objectives through different actions. An inclusive future of work can be reached through coordination and alliances among the different stakeholders
Implementing a just transition to a low-carbon economy that aims to leave no one behind will require a context-specific and locally determined mix of legal standards, social protection, skills development and attitudinal transformation that create an enabling environment for green jobs to perpetuate and decent work opportunities for persons with disabilities to proliferate. If done right, a just transition towards environmentally sustainable economies and societies for all can contribute to the goals of achieving social justice, decent work, social inclusion and the eradication of poverty. At this unique time that climate action is accelerating and the transition to green economies has started to take form, a just transition - that is inherently disability-inclusive - represents a unique opportunity to shape a future that works for all.

The recommended actions in each chapter place persons with disabilities at the centre of humanitarian action, both as actors and as members of affected populations. They are specific to persons with disabilities and to the context of humanitarian action and build on existing and more general standards and guidelines.
These are the first humanitarian guidelines to be developed with and by persons with disabilities and their representative organizations in association with traditional humanitarian stakeholders. Based on the outcomes of a comprehensive global and regional multi-stakeholder consultation process, they are designed to promote the implementation of quality humanitarian programmes in all contexts and across all regions, and to establish and increase both the inclusion of persons with disabilities and their meaningful participation in all decisions that concern them.
The project report is an outcome of a programme focussing on the implementation of the SDGs and advocacy to ensure that persons with disabilities are included in all sustainable development processes. The programme pays particular attention to allocation of resources which must be in line with the United Nations Convention on the Rights of Persons with Disabilities (CRPD)
Regional monitoring of the 2030 Agenda for Sustainable Development provides opportunities for DPOs to advocate for inclusion in the Sustainable Development Goals (SDGs). This project report aims to provide information and learning about this can best be done, using examples of current practices from different UN regions and their Regional Integration Organisations.
Regional integration mechanisms in the African Union, the Arab league, the Association of South East Asian Nations, the European Union, the Organisation of American States and the Pacific Islands Forum are explored.

This first accountability report, one year on from the Global Disability Summit 2018, presents independent analysis of the 171 sets of commitments made by governments and organisations at the Summit. It also sets out the results of a self-reporting survey completed by Summit participants, updating on progress made against their commitments so far.
The wider impact of the summit is discussed.
The results of the first GDS18 self-reporting survey demonstrate that significant progress has been made on implementation of the 968 Summit commitments. Work is reported to be underway on 74% of the commitments and 10% are reported as already completed, contributing towards an improved and increased visibility of disability inclusion within development and humanitarian action.
