Capacity Building of People with Disability in the Community Organisation (CABDICO) is a local NGO in Cambodia, working in 3 provinces, Seam Reap, Banteay Mean Chey and Kep, and led a project “Reintegration and Capacity Building of People with Disability in the Community. The overall goal of this project was to improve the capacity and the inclusion of persons with disabilities (including landmine and UXO victims, women with disability, children with disability), their family members and other vulnerable groups (e.g. poor widow as head of household) to enjoy the quality of life and social development actions with barrier-free and basic human rights respects. This evaluation report addresses the following five fundamental evaluation criteria of the CABDICO project over the past three years: quality and relevance of design, effectiveness, and efficiency of implementation, impact and potential for sustainability

“Since 2001, local NGO Dakupa,with the support of WaterAid, began to implement a water, sanitation and hygiene (WASH) project in several urban municipalities in the Central East region of Burkina Faso. In line with the principles of equity and inclusion, the objective of this project was to improve access to WASH services for people with disabilities (PWD) through the construction of accessible water points and latrines. To date, about ten wheelchair accessible standpipes have been constructed in places such as the town of Tenkodogo, the subject of this study”

“From October 2009 to July 2010, the Centre for Disability in Development (CDD), working in partnership with local non-government organisation (NGO) Gana Unnayan Kendra(GUK) and with the support of CBM Australia, implemented a pilot project titled Disability inclusive Disaster Risk Reduction Project (DiDRR). The DiDRR project broadly addressed inclusive disaster preparedness with a sub-component on improved water and sanitation access for PWD. This case study focuses on the project actions and resulting changes regarding disability inclusive water and sanitation before and during floods, and how it benefited not only PWD but also the wider community”

The impact of HIV/AIDS on older people in Cambodia

This report presents the findings of a study in 15 rural villages to obtain information on the roles of older people in HIV/AIDS affected households and to identify potential interventions to meet their financial, psychosocial and other support needs. Research methods included case studies, in-depth interviews and focus groups with older carers of children in Cambodia to understand their problems and to explore their support needs. The findings demonstrated that the HIV/AIDS epidemic has led to significant changes in the responsibilities and needs of older people and that older people in HIV/AIDS affected households are vulnerable to extreme poverty, and at times, destitution. The report concludes with recommendations for possible local response interventions to address the needs of older people impacted by HIV/AIDS

This is a report of the Evaluation Gap Working Group, created to investigate why rigorous impact evaluations of social development programmes are relatively rare. An evaluation gap exists because there are few incentives, and considerable resource and time constraints. This results in a costly and persistent lack of sufficient knowledge and learning about the effects of policies and programmes. At an individual level, the report recommends a reinforcement of existing efforts, with improvement on monitoring and evaluation systems and capacity development. It also calls for collective action, that should be led by a 'council', representing all stakeholders, including governments and NGOs. Core functions of the council should include: establishing quality standards for rigorous evaluations; administering a review process for evaluation designs and studies; identifying priority topics; providing grants for impact evaluation design

This is the report of the Evaluation Gap Working Group which examined initiatives to improve the evidence base in social development policy through impact evaluations. It recommends a need for increasing the number of these evaluations and that they are carried out more consistently with better coordination across countries and institutions, so that general findings around common thematic areas can be determined. Among its recommendations, the working group suggests a collective commitment to increasing the number of impact evaluations and the setting up of a 'council' to establish quality standards, identify priority topics and provide grants for impact evaluation design

This paper “offers a brief overview of current thinking and practice in relation to the impact assessment of organisational capacity building interventions. The paper highlights some of the conceptual, methodological and practical challenges (issues of clarity, power and culture, among others) and then goes on to provide an overview of some of the practical approaches that have been adopted by NGOs and CSOs to overcome these challenges.   A ‘thought piece’ designed to engage practitioners (particularly those from developing and transitional countries) in a fruitful debate, it identifies the key challenges towards which INTRAC could most usefully focus its future efforts. These include the need to improve understanding of the particular characteristics of the impact assessment of organisational capacity building and to generate and document innovative, adaptable and accessible approaches. A final challenge is to consider how to raise the profile of impact assessment for organisational capacity building practitioners, so that it is viewed as a vital tool to assist organisational learning, rather than a time-consuming and costly burden”

This annual report takes an overall look at the global AIDS epidemic. It considers the impact of HIV and AIDS on people and societies and includes a particular focus on the orphans and vulnerable children. It takes a further look at scaling up HIV prevention initiatives, with considerations about the threat of HIV to young people. There is a look at treatment, care and support for people living with HIV. It also takes into account the notion of human rights and protection. There are finally some considerations of the financing of responses to the crisis, and the need to coordinate national responses to HIV and AIDS.
