Scaling up access to HIV prevention, treatment, care and support: the next steps

This is a review of country and regional consultations undertaken by UNAIDS, following the United Nations' Political Declaration on HIV and AIDS in June 2006. It explores barriers to UNAIDS' commitment to ensure universal access to comprehensive HIV prevention programmes, treatment, care and support by 2010; and it identifies the next steps that need to be taken for this to become a reality. The key messages are the need for: supportive and protective legislation and programmes to ensure the rights of people living with HIV, women and most-at-risk populations; predictable and sustainable funding for all credible AIDS plans; more trained health care professionals and improved health care systems; and affordable medication, testing and prevention programmes. The review also examines the role of civil society and of faith-based organisations in supporting people with HIV through treatment compliance, prevention, support, care and reducing stigma. It recommends that the high level of response should continue, that targets need to be set and accountability mechanisms improved

This report explores the causes, manifestations and consequences of HIV and AIDS related stigma in sub-Saharan Africa. Based on a study in Ethiopia, Tanzania and Zambia, it acknowledges stigma as complex, caused by incomplete knowledge, fears of death and disease and sexual transmission. Stigma is also influenced by socio-economic status, age and gender. The report also discusses in detail how people living with HIV react to stigma, and also how they and their families/ friends develop strategies to cope with stigma. Recommendations include the need to provide safe spaces to discuss the values and beliefs about sex, morality and death, find a common language to talk about stigma and ensure a contextually appropriate and ethically responsible role for people living with HIV

The sound of silence : difficulties in communicating on HIV/AIDS in schools

This report describes the difficulties in communicating on HIV/AIDS in schools. It includes experiences from India and Kenya, and reports the findings of a survey carried out by ActionAid researchers in both countries in 2002. The research examines parental demand for HIV/AIDS education. It then explroes teh role that schools have in meeting this demand and other sources that young people might use to learn about HIV and AIDS. The final section places HIV/AIDS communication in the wider context of a crisis in education in resource-poor settings, and highlights some of the barriers or silences in communication around HIV/AIDS. Among its conclusions is the suggestion that HIV/AIDS education be placed in the context of the community
