"This article presents the findings of a study on access to HIV prevention and sexual violence protection services among persons with disabilities in Cambodia, based on a gender and cross-impairment analysis. The results show obvious discrepancies between women and men of different impairments in regards to their level of HIV knowledge and risks to sexual violence, in particular among women with disabilities. Furthermore, local services providers revealed their lack of awareness on disability issues and capacity in providing accessible services to them. Ways forward in addressing the rights of women and men with disabilities, as well as gaps in services delivery will have to be addressed in concerted manners at political, societal and community levels"

To help support young people, the Government of Zambia has a comprehensive strategy for sexual and reproductive health and HIV education in and out of school. This is the first in a series of three books which focus on young people of different ages. Each book contains learning activities and illustrations, which engage young people in understanding themselves and their world. They reflect on the virtues and skills needed to develop caring and loving relationships, make good decisions, solve problems and seek help. The expansion of access to ART is significantly improving the lives of people living with HIV and the wellbeing of communities affected by the epidemic. However, stigmatization and discrimination and poor adherence threaten to weaken the full potential of drug treatment and medical care. This paper looks at the contribution that treatment education can make to maximise the impact of greater ART accessibility and improved care provision. It takes a wide-ranging approach to education, which should include treatment literacy, advocacy and community mobilisation. It takes the view that treatment preparedness can only be achieved through the full involvement of people living with HIV/AIDS. An effective strategy will also rely on inter-sectoral collaboration between governments, the education sector, civil society and development organizations. It argues that the success of interventions will depend on their gender-responsiveness, and in their ability to adopt participatory and interactive methods, targeting different groups and settings in a culturally sensitive manner

Evaluating Stepping Stones : a review of existing evaluations and ideas for future M&E work

This publication aims to review monitoring and evaluation activities, methodologies and findings around the Stepping Stones (SS) approach. Over the last ten years, Stepping Stones has been used by many NGOs as an effective tool for HIV prevention, gender empowerment, community mobilisation and promotion of PLWHA rights. However, monitoring and evaluation documentation on SS is sparse and does not reflect the wealth of learning about the methodology. Key findings show that SS helps improve communication about health issues and supports behaviour changes, although evidence that it has led to a decline in HIV or AIDS incidence is less clear. The report calls for well-designed and systematic monitoring and evaluation activities, and for a strategic dissemination of findings and monitoring and evaluation data

This manual aims to build knowledge and practical skills among facilitators who train representatives of southern African AIDS Service Organisations, NGOs and CBOs that want to mainstream gender in their HIV and AIDS organisations, policies and programmes. It is divided into five parts: key gender concepts; introduction to gender mainstreaming and gender analysis; mainstreaming gender in HIV and AIDS organisations; mainstreaming gender in HIV and AIDS programmes; and mainstreaming gender in HIV and AIDS policies. Each part contains training activities together with notes for facilitators, handouts and helpful information on conducting the training. This report explores the causes, manifestations and consequences of HIV and AIDS related stigma in sub-Saharan Africa. Based on a study in Ethiopia, Tanzania and Zambia, it acknowledges stigma as complex, caused by incomplete knowledge, fears of death and disease and sexual transmission. Stigma is also influenced by socio-economic status, age and gender. The report also discusses in detail how people living with HIV react to stigma, and also how they and their families/ friends develop strategies to cope with stigma. Recommendations include the need to provide safe spaces to discuss the values and beliefs about sex, morality and death, find a common language to talk about stigma and ensure a contextually appropriate and ethically responsible role for people living with HIV

The Standard Rules is one of the most important tools for the inclusion of disabled people. In 2002 the United Nations special rapporteur presented a supplement for the standard rules which aims to fill the gaps within the standard rules and complement its text mentioning poverty alleviation, adequate housing and living conditions, special attention for disabled people in emergency situations, gender aspects and others. At the 42nd session of the Commission for Social Development in February 2004 it was suggested that this supplement for the standard rules be adopted.
