This study on GBV among women and girls with disabilities was conducted by UNFPA (United Nations Population Fund) with the support of Denmark in the context of the GBV Sub-Cluster Strategy 2018-2020. It was based on a needs analysis and mapping of services offered to women and girls with disabilities aged 15 and older who are survivors of gender-based violence (GBV) in the West Bank and Gaza Strip, particularly in view of the poor protection, care and social services available to women survivors of violence. Its objective was to map the available services; analyze major gaps and challenges related to service delivery; identify roles and responsibilities of stakeholders and service providers, including stakeholder coordination, legislation and policies, capacity, prevention and response services, the referral process and accountability; as well as to make recommendations and propose interventions to address the weaknesses in the protection system for women and girls with disabilities in Palestine.
This report looks at the impact of unpaid care work on disability inclusive programming and shares some practical ideas for how to address this based on experiences of CBM partners and other agencies.

The International Federation of Red Cross and Red Crescent Societies (IFRC) Minimum standards for protection, gender and inclusion in emergencies (2018) is in its second edition. The first pilot version of the IFRC Minimum standard commitments to gender and diversity in emergency programming was published in 2015. The pilot version has been tested globally by Red Cross and Red Crescent staff, volunteers and management in low-, medium- and high-scale disasters and humanitarian crises. This edition is the result of three years of testing, revision and feedback from protection, gender and inclusion (PGI) and sectoral specialists. New chapters, such as cash-based interventions, have been added as well as a stronger focus on sexual and gender-based violence and disability inclusion to align with the commitments of the IFRC and its member National Societies. This edition is accompanied by the IFRC Protection, gender and inclusion in emergencies toolkit (2018–2019).
This guidance presents Red Cross and Red Crescent staff, members and volunteers with a set of minimum standards for protection, gender and inclusion (PGI) in emergencies. It aims to ensure that the emergency programming of the International Federation of Red Cross and Red Crescent Societies (IFRC) and National Societies provides dignity, access, participation and safety for all people affected by disasters and crises.
It provides practical guidance on how to mainstream these four principles in all sectors, based on a consideration of gender, age, disability and other diversity factors. This includes limiting people’s exposure to the risks of violence and abuse and ensuring that emergency programmes “do no harm”.
The standards address protection, gender and inclusion concerns by providing practical ways to engage with all members of the community, respond to their differing needs and draw on their capacities in the most non-discriminatory and effective way. This helps to ensure that local perspectives guide assistance delivery. The standards also support incorporation of the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
This K4D helpdesk research report seeks to explore the current (2018) situation of persons with disabilities (PWD) in Jordan. It presents recent data on the state of PWD in Jordan, such as data on access to basic services for PWD. It also considers the political, social, cultural, and economic context for PWD in Jordan. Finally, it explores laws and policies relevant to the rights of PWD in Jordan. It considers the situation for Syrian refugees with disabilities with regards to the above themes. Where possible, the report presents data disaggregated by age and gender
This study provides an analysis on the situation of young persons with disabilities concerning discrimination and gender-based violence, including the impact on their sexual and reproductive health and rights. It also provides an assessment of legal, policy and programming developments and specific good practices in service delivery as well as best-standard prevention and protection measures. Finally, policy and programming recommendations are provided to assist in greater promotion of the rights of young persons with disabilities, with a particular emphasis on preventing and responding to gender-based violence, and realizing sexual and reproductive health and rights.
This new Making It Work report presents 9 good practices successfully addressing the prevention and response to violence and discrimination against women and girls with disabilities in Africa. It also contains key advocacy recommendations that can be used for disability and/or gender advocates in order to further promote the rights of women and girls with disabilities.

- Developing knowledge and empowerment through the Gender and Disability Inclusive Development Community of Practice (Cameroon)
- Promoting a safer, Gender-Based Violence free environment for women and girls with disabilities in Lilongwe, Malawi
- Restoring the dignity of women and girls with disabilities in the Plateau State of Nigeria
- Forging a district community where women and girls with disabilities live dignified and empowered lives (Uganda)
- Emerging Practice: Fostering peace and respect by bringing women and girls with disabilities concerns into a women’s organization (Kenya)
This guidance, and the associated toolkit, are designed to support frontline workers, community volunteers, and mobilizers and their supervisors who are working in GBV prevention and response to foster inclusion of persons with disabilities in their community activities. It includes guidance, key actions and tools to improve accessibility of existing community processes and activities relating to GBV. This resource has been developed based on the findings of a needs assessment conducted in 2017 which confirmed that women, children and youth with disabilities in Lebanon and their caregivers are facing a range of GBV-related risks.
Drawing from qualitative research and over five years of relationship-building with women in Labrador, Canada, this article explores the intersections of Indigenousness, disability and gender. Labrador offers a unique perspective with its three Indigenous nations, including one Indigenous self-government and settler populations; its remote and Northern location; and its long history as a site for resource exploitation, global military presence and colonial displacements. We explore how these features shape the experiences of women with disabilities, including in rejecting the label of ‘disability’ and finding spaces in their communities of both inclusion and exclusion. Understanding the experiences of women with disabilities in Labrador requires recognizing the disabling consequences of colonization and the fast-track urbanization that has accompanied resource development in the region. We highlight some Indigenous models of inclusion that are already working and can provide an opportunity for service providers, governments and those living in communities to learn from them.

This newsletter includes reports on: awareness and support skills training for university students; a workshop on gender and disability; a meeting of the scholarship and mentorship programme; a trading stock company providing favourable conditions for employees with disabilities; training courses on laws and policies to support people with disabilities; and a workshop on equality and inclusion.
The papers in this volume on gender, persons with disabilities and WASH in South Asia help to provide important pointers on ways forward. A common thread throughout the four articles is that a constellation of challenges still exists, from 'exclusion' through prejudice at different levels, to institutional realities that render policy and other instruments ineffective in practice. In some cases, even, there remains a complete absence of key legal and policy instruments.

The overall goal of the Council of Europe Disability Strategy (2017-2023) is to achieve equality, dignity and equal opportunities for persons with disabilities in specific areas where the Council of Europe can make an input. In order to ensure independence, freedom of choice, full and active participation in all areas of life and society, the strategy highlights work and activities required in five priority areas:
1. Equality and non-discrimination
2. Awareness raising
4. Equal recognition before the law
5. Freedom from exploitation, violence and abuse
The strategy also proposes action targeting five cross-cutting themes: participation, co-operation and co-ordination, universal design and reasonable accommodation, gender equality perspective, multiple discrimination and education and training.
The theme for HLPF 2017 (High-Level Political Forum on sustainable development), 10-19 July 2017, is "Eradicating poverty and promoting prosperity in a changing world". The set of goals to be reviewed in depth will be goals 1, 2, 3, 5, 9, 14 and 17.

This toolkit seeks to empower women with disabilities and organizations working on their behalf to make use of the available U.N. human rights mechanisms to ensure that the human rights violations women with disabilities experience receive redress and to make sure that statements, recommendations, observations, and guidance from the U.N. incorporate an intersectional gender and disability rights perspective.
Chapter 1 of this guide provides an introduction to the practice and procedures of the three main U.N. human rights mechanisms: treaty bodies, Special Procedures, and the Universal Periodic Review.
Chapter 2 identifies the ways in which civil society can engage with the U.N. human rights system. This section provides an overview of when and how civil society can provide necessary information to the U.N. human rights bodies and the advantages and challenges of different types of engagement.
Chapter 3 provides guidance on developing advocacy strategies for successful U.N. engagement, looking in greater detail at the type of information that civil society should be providing to the U.N. This section also discusses collaboration with other organizations and strategies (including media strategies) for implementing U.N. standards at the national level

Community based participatory research (CBPR) was used to provide evidence on the specific nature and experiences of persons with disabilities and older people from their own perspectives in Tanzania, through the lens of social, political, economic and cultural inclusion. The aim was to strengthen efforts to provide services for and improve the lives of people living in the rural and urban settings of Nachingwea and Kibaha Urban Municipal Council. Twenty-nine peer researchers (nine persons with disabilities, 10 older people and 10 Tanzanian Non-Governmental Organisation (NGO) members working in these communities) were involved in the study. A total of 106 stories were collected. Eight priority areas emerged and were chosen by peer researchers for further discussion in groups: access to education and quality learning; access to health services; issues fed back from NGOs; poverty relating to income and dependence; attitudes towards witchcraft and albinism; relationship difficulties and marriage breakdowns; sexual violence and gender issues; poor treatment from family
