In this paper, ActionAid International investigates why resources for HIV/AIDS fail to reach the poorest segments of society and those we need them most. It highlights the voices of those at the centre of the struggle, and examine major blocks standing in their way. All of the case studies that are presented are rooted in ActionAid International's everyday experience, working with communities and partners worldwide. Major barriers are discussed, including stigma and ignorance among health care staff, poor monitoring practices and lack of civil society participation
