The 2006 UNICEF report focuses on children who are 'excluded' or 'invisible', and is an assessment of the world's most vulnerable children. These are the children, that even if the Millenium Development Goals are met, will be left out. They are the ones who are currently beyond the reach of laws, programmes, research and budgets. The report states that children in four circumstances are most likely to become invisible and forgotten: children without a formal identity, children without parental care, children in adult roles and children who are exploited. For example, children who are not registered at birth do not appear in official statistics and are not acknowledged as members of their society. Discrimination on the basis of gender, ethnicity and disability are also factors in the exclusion of children. The report outlines concrete actions that can be taken by civil society, the private sector, donors and the media to help prevent children falling between the cracks

These training materials are designed to help programme staff analyse how discrimination impacts on the lives of children. They encourage NGO staff to understand and embrace the principles of diversity, the underlying causes of discrimination against any group and the approaches they can use to include such issues in their programme and advocacy work, from planning, to implementation, to evaluation. The material is organised into four sequential 'stages': awareness, analysis, action, and gathering information. These stages take staff through: 1. feeling comfortable about taking on work to promote diversity and tackle discrimination, including understanding why it is so important 2. understanding what makes humanity 'diverse' (multiple identities) 3. understanding where discrimination comes from (the cycle of oppression) 4. the concept of 'barriers' to see how unequal power relations are manifested in reality 5. potential ways to break down barriers 6. tying all of these stages together into a framework to help staff analyse their context and work. 7. putting into place the foundations for action on diversity and non-discrimination. Though designed spefically for Save the Children staff, these materials are readily adaptable to other organisational contexts

The report begins by defining stigma and providing background about projects that ICRW and its partners in four countries carried out into HIV-related stigma and discrimination. It then discusses that, in spite of different contexts, the four countries where the studies took place share key features that shape the nature and forms of HIV-related stigma and it presents findings focusing on the similarities across the four different country contexts. It concludes with a discussion of the way forward and an overview of the two anti-stigma toolkits that grew out of the projects’ findings: one that is suitable to many African settings; and one, adapted from the first, which is tailored for Vietnam but suitable for adaptation elsewhere in the Asian region

This meeting decided that the CBR guidelines would be a joint document of ILO, UNESCO and WHO. The members of the advisory group were finalised, and their reponsibilities were outlined to decide the content of the guidelines and its development. A revised CBR matrix was drafted. This literature review looks at main international studies on social capital and children's and youth's wellbeing, presents a critical analysis of the concept and discusses its relevance as a reliable predictor of positive future outcomes for children and young people. It outlines both family social capital indicators - including family structure, quality of parent-child relations, adult's interest in the child, parent's monitoring of the child and extended family exchange and support - and community social capital indicators - which comprise social support networks, civic engagement in local institutions, trust and safety, degree of religiosity, quality of school and quality of neighbourhood. The article calls for further empirical scrutiny of social capital predictors, while accepting that the impact of social capital on children's future attainments is second only to poverty

Social exclusion is a complex phenomenon. It is multi-dimensional, and can pass from generation to generation. Social exclusion includes poverty and low income, but is a broader concept and encompasses some of the wider causes and consequences of deprivation. The UK Government defines social exclusion as 'a shorthand term for what can happen when people or areas suffer from a combination of linked problems such as unemployment, poor skills, low incomes, unfair discrimination, poor housing, high crime, bad health and family breakdown.' The problems of social exclusion are often linked and mutually reinforcing, and as a result it is often difficult to disentangle its causes and consequences. The risk of social exclusion is highest for those with multiple disadvantages. This document is a discussion paper intended to stimulate debate on social exclusion around a series of questions and draw together expertise to inform the UK Government's work

This report documents abuses against India’s HIV/AIDS-affected children, including doctors refusing to treat or even touch HIV-positive children, schools expelling or segregating children because they or their parents are HIV-positive, and orphanages and other residential institutions rejecting HIV-positive children or denying that they house them. Children from families affected by AIDS may be denied an education, pushed onto the street, forced into the worst forms of child labour, or otherwise exploited, all of which puts them at greater risk of contracting HIV. This report calls on the Indian government to recognise their plight and to take immediate action to protect them from discrimination and exploitation

For this region this transition means moving forward with the process of de-institutionalisation and promoting community based services and independent living facilities.
