Mapping persons with disabilities (PWD) in Indonesia labour market: final report

Statistics Indonesia (BPS) launched its first national labour force survey (Sakernas) in 2016, with data involving disability. Although Sakernas only included one question regarding disability in the survey, it enables analysis on the current situation of PWD in the labour market which can improve policy design on persons with disabilities (PWD). This study attempted to map the condition of PWD in the Indonesian labour market using 2016 Sakernas data. The main point to be explored from the data is the socio-economic condition of PWD, the characteristics of employed PWD, and the wage distribution of PWD. The analysis is compared to the condition of people without disabilities (PWOD), for relevant context.

 

The report is presented in three parts. First, literature reviews regarding the definition and different measurements of disability, labour force participation of PWD and wage difference of PWD compared to PWOD are discussed. Second, a comprehensive elaboration of Sakernas 2016 on the relation of working status and socio-economic characteristics of PWD is presented, including the following: socio-economic characteristics between employed PWD and employed PWOD, income disparities between PWD and PWOD and the characteristics between employed and unemployed PWD. Third, an econometric model to test whether there is a significant difference in the probability of PWD securing employment and the criteria for employable PWD is examined.

Employment rights of persons with disabilities in India

This report presents an overview of individual experiences and systemic data concerning the right to work for persons with disabilities in India. The report is part of the AWARE Project conducted by DRPI in Hyderabad in Andhra Pradesh, India. A total of 78 people with various physical, sensory and intellectual disabilities participated in this study. The research team also consists of people with various disabilities. Individual experiences have been collected through individual interviews or focus groups discussions. Information was collected about the barriers and challenges to participate in the workforce. People with disabilities were asked by other people with disabilities to tell their own stories about when they have been left out, treated badly or prevented from participating in the workforce because of their disability. These stories give us information about the real human rights situation faced by persons with disabilities. Personal interviews were conducted in Hyderabad and Secundarabad cities in Andhra Pradesh, India. A total number of 78 people were interviewed. The data was collected, collated and interviews conducted by persons with disabilities

Achieving professional integration of young people with disabilities - Collection of good practices and shared experiences in Casablanca, Morocco

This publication aims to analyze and disseminate good practices implemented throughout the project called "Improving access to employment for Young people with disabilities in the Greater Casablanca. " To assess the success of this project, it was needed to meet the people with disabilities that benefited from work placement in the companies. The following testimonies come from smiling, dynamic people who, thanks to a stable employment, are able to project into the future.Their disability has become "a detail": for their Colleagues, they are Anouar, Zineb, Mustafa, Anas, Yasmine ... competent staff who as everyone in the company brings an added value. Rabii And Sanaa, who both work as inclusion agents at the AMH Group and in the association called ANAÏS, contributed greatly to these personal and professional achievements. Every day they accompany, advise, facilitate training, prepare disabled young people for the labor market, but they also approach companies and propose nominations. The career paths exposed in this publication are encouraging towards continuing their efforts, along with ANAPEC and the other players at stake in the inclusion sector: not only professional, but also every Moroccan companies and the CGEM, to allow Young people with disabilities to access to stable and rewarding work places. As for the companies, the results speak for themselves: trained human resources departments, formalized action plans to implement disability policies, CSR targets achieved, and skilled employees providing added value to the teams.

Key messages concerning Mental Health First Aid include: all members of the public can learn basic skills to help people with mental health problems; we need to aim to have large numbers of people trained throughout the world to be able to provide mental health first aid; parity is needed with the provision of physical first aid.

The autism employment gap report

For nearly a decade, the full-time employment rate of autistic adults has stagnated. A survey we carried out in 2007 indicated that just 15% of autistic people were in full-time paid work. Shockingly, in this year’s survey, the figure was just 16%.

 

A similar number are in part-time employment, giving an overall employment rate of 32%. And while full-time work won’t be right for everyone on the autism spectrum, four in 10 of those working part-time feel under-employed. Others feel they are in low-skilled work and employers don’t see their abilities. They see their autism. They see a problem.

 

Meanwhile, employers have told us that they are worried about getting things wrong for autistic employees and that they don’t know where to go for advice. Autistic people are overloaded by too much information at work, and employers don’t have enough.

 

The UK Government has made a very welcome pledge to halve the disability employment gap by the end of this Parliament, meaning that they have to shift the disability employment rate from 47% to 64%. But the autism employment gap is even wider. For the number of autistic people in work to reach 64%, the Government will need to commit to doubling the number of autistic people in employment by 2020.

 

Both Government and employers need to take specific action to make this happen – without it, recent history tells us that autistic people will continue to be left behind

"The adoption of the Employment Equality Directive in 2000 extended the protection against discrimination provided under EU law. By explicitly obliging the Member States to prohibit discrimination in employment on the grounds of religion or belief, age, disability and sexual orientation, the general principles set out in the Treaties became more effective, and some minimum standards are now common throughout Europe. At the same time, specific exceptions with regard to all or only some of those grounds permit the continuation of certain measures that were already in place in most countries, which has led to different national practices, especially with regard to age. Additional provisions on horizontal issues such as access to justice and sanctions, dissemination of information and necessary dialogue, left the details to be established by Member States according to their laws and customs. This analysis builds on the available documents and expertise in order to facilitate the debate on the implementation of the Employment Equality Directive to date and on how best to follow it up"

Success for Students and Nurses With Disabilities. A Call to Action for Nurse Educators

The identification and implementation of best practices by nurse educators in the USA to support the success of student nurses with disabilities are discussed. Requirements of The Americans With Disabilities Act Amendments Act (ADAAA) of 2008 and the Office of Federal Contract Compliance Programs (OFCCP) revisions to regulations implementing the nondiscrimination and affirmative action regulations of section 503 of the Rehabilitation Act of 1973, effective March 24, 2014 are described. Best practices for educating students with disabilities in nursing education are discussed. The Increased understanding of disability will promote greater diversity and inclusivity within the nursing profession, which will enhance patient care. Three case studies are provided: a student nurse with hearing difficulties having issues with "a code blue"; a student nurse wheelchair user; and student nurse with low vision requiring IT assistance

The economic impact of inclusion in the open labour market for persons with disabilities

"This study looks into the inclusion of persons with disabilities and its impact on the economy. Persons with disabilities have been included in mainstream, specialist and active labour market programmes over the years in the EU. During the first decade of 2000s, many countries have used the "Work First Approaches", which led people to work before any training. The work first approaches have during the previous times provided good employment without people having the skills. In recent times, an activation approach has been developed in order to ensure that people with more complex disabilities are included in the labour market. This created inclusion programmes that assist people in the job search process, like individual counselling, vocational rehabilitation etc". The report provides an extensive overview of studies and research on the economic impact inclusion in the open labour market for persons with disabilities can have for governments and public authorities and a more general overview assessing impact on businesses and individuals. This study provides a review of the relevant literature. Using standard methods, relevant articles in the English language (or with English language abstracts) were identified, published between 1980 and 2016. 
 

Post school transition : the experiences of students with disability

Work Ability of Employees with Disabilities in Malaysia

Purpose: Based on a sample of employees with disability, this study aimed to: (1) evaluate the construct validity of work ability index (WAI), core self-evaluation scale (CSES) and job in general index (JIG), in order to make a valid and reliable assessment of their work ability, job satisfaction and core self-evaluation; (2) assess their levels of work ability, job satisfaction, and core self-evaluation; (3) investigate the associations of work ability with job satisfaction and core self- evaluation among them; and, (4) determine which demographic characteristics significantly affect the work ability of employees with disability.

 

Methods: The sample consisted of 275 employees with disability. Data was collected using a self-administered survey.The analysis focussed on: (1) CFA- for evidence of the construct validity of the employed scales; (2) Descriptive analysis - for evaluating the variables of the study; (3) Pearson correlation analysis – for understanding the simple correlation between variables of the study; and, (4) One-way ANOVA- for identifying the demographic factors that influence the work ability of employees with disability.

 

Results: The findings indicated that 29.5% of the participants had poor levels of work ability, while 35.3% reported moderate levels of work ability. Also, 49.1% of the participants reported moderate levels of core self-evaluation, and 70.5% exhibited high job satisfaction. In this study, work ability was found to be associated with core self-evaluation and job satisfaction. Significant differences in work ability levels were found in terms of age, level of education and employment status of the respondents.

 

Conclusion: Work ability among employees with disabilities did not seem to be influenced merely by individual health status. Attitudinal and dispositional factors appeared to have a significant impact on their levels of work ability. Thepotential positive impact of education and employment status on employees’ levels of work ability are highlighted in this study.

Mental illness, poverty and stigma in India : a case-control study

The effect of experienced stigma on depth of multidimensional poverty of persons with severe mental illness (PSMI) in Delhi, India, controlling for gender, age and caste was assessed. A case–control study was conducted from November 2011 to June 2012. 647 cases diagnosed with schizophrenia or affective disorders were recruited and 647 individuals of same age, sex and location of residence were matched as controls at a ratio of 1:2:1. Conclusions: Public stigma and multidimensional poverty linked to SMI are pervasive and intertwined. In particular for low caste and women, it is a strong predictor of poverty. Exclusion from employment linked to negative attitudes and lack of income are the highest contributors to multidimensional poverty, increasing the burden for the family.

Success in the workplace: From the voice of (dis)abled to the voice of enabled

The intention of this article is twofold; first to encourage a shift in seeing ‘the disabled’not as people with disabilities but rather as people with unique abilities. Secondly, toexplore ways of facilitating gainful employment for these uniquely abled people. The termdisability is examined against a backdrop of definitions including the definition postulatedby the International Classification of Functioning. In this article, the life experiences of apurposive sample of people with (dis)abilities who have been successful in the world ofwork are explored. A narrative approach gives voice to their experiences. Quotes from theparticipants’ responses are used to illustrate the common themes that emerged relating totheir experiences. These themes are resonated against a backdrop of relevant literature. Ifdisabled people are enabled to recognize and use their unique abilities, as well as developvarious self-determination skills, imagine the endless possibilities which could arise for themand society in general.

Disability transitions and health expectancies among adults 45 years and older in Malawi : a cohort-based model

This article presents the results of study that investigated how poor physical health results in functional limitations that limit the day-to-day activities of individuals in domains relevant to this subsistence-agriculture context. Participants came from 2006, 2008, and 2010 waves of the Malawi Longitudinal Survey of Families and Health, a study of the rural population in Malawi. The study found that individuals in this population experience a lengthy struggle with disabling conditions in adulthood, with high probabilities of remitting and relapsing between states of functional limitation. Given the strong association of disabilities with work efforts and subjective well-being, this research suggests that current national health policies and international donor-funded health programs in SSA inadequately target the physical health of mature and older adults.
