Using radio drama to tackle disability discrimination in Nigeria

As part of the Inclusive Futures programme, BBC Media Action produced a radio drama, Story Story, and accompanying social media content, to tackle stigma and discrimination around disability in Nigeria. This content was broadcast from November 2020 to November 2021 through local radio partners in six states – Enugu, Federal Capital Territory (FCT), Kano, Kaduna, Kogi and Lagos.

This briefing draws on a literature review and key insights from BBC Media Action’s mixed-methods evaluation of the drama conducted in June and July 2021.

In low-income settings, the informal economy is a practical alternative to work and employment for persons with disabilities. However, the COVID-19 pandemic negatively affected the informal economy. This study aimed to explore the experiences of women with psychosocial disabilities in Kenya during the pandemic. We found that the pandemic worsened their experiences of work and employment, and they did not receive any social welfare or support from the government. Our findings suggest that pandemic management must adopt inclusive and context-sensitive approaches that support persons with psychosocial disabilities. Social welfare and protection for persons with disabilities are relevant for socio-economic empowerment and inclusion.

The Resource Guide and Toolkit has been developed to help both organizations and individual practitioners and experts to address intersectionality in policies and in programmes. It may be used by individuals or teams to assess their own knowledge, attitudes, and practice, at a programme level as a supplement to existing design, adaptation, and assessment processes or at policy level to better understand and address the different and intersecting effects of policy on marginalised persons.

This Resource Guide and Toolkit emerged from an identified need to use an intersectional approach that included people with disabilities in all their diversity in the development, implementation and evaluation of policies, programmes, advocacy and inter-governmental processes. However, the authors and collaborators realised that an effective intersectionality resource needed to go beyond a focus on specific intersecting identities, such as disability and gender, as this would still exclude those who are most marginalised

It is estimated by the World Health Organisation (WHO) that 15% of the world's population has a disability and one billion people need one or more Assistive Products (AP) but as little as one in ten have access to the device they need. There is however very little data to define this need for AP in low-resource settings. 

To contribute to the knowledge gap, the findings from the surveys presented in this report give a unique insight into disability prevalence and access to AT in five urban low-income communities in Sierra Leone and Indonesia, where a total of 4,256 individuals were surveyed using the rATA tool.

The rATA tool is designed for the rapid evaluation of the need, use, supply and impact of AT, Rapid Assistive Technology Assessment (rATA) is a new survey from WHO. A version modified by the Development Planning Unit-University College London (DPUUCL) was conducted in September 2019 for the research project “AT2030 community led solutions”, as part of the AT2030 programme led by Global Disability Innovation Hub.

Study on the evolution of the Children and Armed Conflict mandate 1996-2021

This is the first study that comprehensively analyses the challenges, opportunities, and successes in delivering the United Nations children and armed conflict mandate since its inception in 1996. The study presents a short evolution of a unique United Nations instrument that was initially mandated by the General Assembly and subsequently enhanced through 13 Security Council resolutions. Understanding the way in which the mandate grew and how it has been implemented over the years will hopefully assist Member States and the public at large to renew their commitment to the protection of children in armed conflict and the prevention of grave violations. This study explores three time periods in the delivery of the mandate. Moreover, the study explores, among other issues, the background on the establishment of the mandate, its evolution over the past 25 years and the reflections generated by this experience, including through an analysis of the trends of grave violations against children, the modalities in monitoring and reporting and in pursuing engagement with listed and non-listed parties, the efforts made in prevention and the importance of partnerships. When possible, the study also brings to life the experiences of child survivors and child protection experts on the ground, who, after all, are the backbone of the mandate. Lastly, the study attempts to highlight some collective recommendations in the form of a way forward to illuminate the next 25 years in the pursuit of better protection of children in situations of armed conflict worldwide

Assistive technology (AT) includes assistive products (APs) and related services that can improve health and well-being, enable increased independence and foster participation for people with functional difficulties, including older adults and people with impairments or chronic health conditions. This paper uses the umbrella term ‘functional difficulty’ (FD) to refer to all of these groups. This systematic review was undertaken to identify studies presenting population-based estimates of need and coverage for five APs (hearing aids, limb prostheses, wheelchairs, glasses and personal digital assistants) grouped by four functional domains (hearing, mobility, vision and cognition).

Disability interactions creating inclusive innovations

Disability interactions (DIX) is a new approach to combining cross-disciplinary methods and theories from Human Computer Interaction (HCI), disability studies, assistive technology, and social development to co-create new technologies, experiences, and ways of working with disabled people. DIX focuses on the interactions people have with their technologies and the interactions which result because of technology use. A central theme of the approach is to tackle complex issues where disability problems are part of a system that does not have a simple solution. Therefore, DIX pushes researchers and practitioners to take a challenge-based approach, which enables both applied and basic research to happen alongside one another. DIX complements other frameworks and approaches that have been developed within HCI research and beyond. Traditional accessibility approaches are likely to focus on specific aspects of technology design and use without considering how features of large-scale assistive technology systems might influence the experiences of people with disabilities. DIX aims to embrace complexity from the start, to better translate the work of accessibility and assistive technology research into the real world. DIX also has a stronger focus on user-centered and participatory approaches across the whole value chain of technology, ensuring we design with the full system of technology in mind (from conceptualization and development to large-scale distribution and access). DIX also helps to acknowledge that solutions and approaches are often non-binary and that technologies and interactions that deliver value to disabled people in one situation can become a hindrance in a different context. Therefore, it offers a more nuanced guide to designing within the disability space, which expands the more traditional problem-solving approaches to designing for accessibility. This book explores why such a novel approach is needed and gives case studies of applications highlighting how different areas of focus—from education to health to work to global development—can benefit from applying a DIX perspective. We conclude with some lessons learned and a look ahead to the next 60 years of DIX.

The supply of and market demand for assistive products (APs) are complex and influenced by diverse stakeholders. The methods used to collect AP population-level market data are similarly varied. In this paper, we review current population-level AP supply and demand estimation methods for five priority APs and provide recommendations for improving national and global AP market evaluation.

Abstracts resulting from a systematic search were double-screened. Extracted data include WHO world region, publication year, age-groups, AP domain(s), study method, and individual assessment approach.

This is the second of six case studies analysing the state of accessibility and inclusive design in low-resource contexts around the world. The six independent case studies will be analysed to develop a comparison report and finally a global action report that will offer evidence and recommendations that support making infrastructure, the built environment and urban development in low-resource settings more accessible and inclusive.

This purpose of this case study is to explore the state of inclusive and accessible environments for persons with disabilities in Varanasi, India, through engagement with policy, industry and community stakeholders (policy, practice and people). Through this engagement, the case study is developing evidence on the challenges and opportunities for implementing inclusive and accessible design in Varanasi and makes recommendations on local actions towards becoming a more inclusive city.

“No One Represents Us” Lack of access to political participation for people with disabilities in Iraq

This report documents that Iraqi authorities have failed to secure electoral rights for Iraqis with disabilities. People with disabilities are often effectively denied their right to vote due to discriminatory legislation and inaccessible polling places and significant legislative and political obstacles to running for office.

Between January and August, Human Rights Watch interviewed 14 people with disabilities as well as activists, authorities, and the staff of the Independent High Electoral Commission (IHEC).

While the Iraqi government has not collected any reliable statistics on the number of people with disabilities, in 2019, the United Nation’s Committee on the Rights of Persons with Disabilities said that Iraq, plagued by decades of violence and war, has one of the world’s largest populations of people with disabilities.

More than 1 billion people worldwide have vision impairment or blindness from potentially preventable or correctable causes. Quality of life, an important measure of physical, emotional, and social well-being, appears to be negatively associated with vision impairment, and increasingly, ophthalmic interventions are being assessed for their association with quality of life.

Objective  - To examine the association between vision impairment or eye disease and quality of life, and the outcome of ophthalmic interventions on quality of life globally and across the life span, through an umbrella review or systematic review of systematic reviews.

The electronic databases MEDLINE, Ovid, Embase, Cochrane Database of Systematic Reviews, Proquest Dissertations, and Theses Global were searched from inception through June 29, 2020, using a comprehensive search strategy. Systematic reviews addressing vision impairment, eye disease, or ophthalmic interventions and quantitatively or qualitatively assessing health-related, vision-related, or disease-specific quality of life were included. Article screening, quality appraisal, and data extraction were performed by 4 reviewers working independently and in duplicate. The Joanna Briggs Institute critical appraisal and data extraction forms for umbrella reviews were used.

Reclaiming SRHR of women and girls with disabilities

The manual Reclaiming SRHR of Women and Girls with Disabilities was developed as part of ARROW’s initiative, ‘Defending SRHR of Women and Girls with Disabilities’ with inputs and insights incorporated from regional experts from multiple disciplines whose contributions enriched the content of the manual. The manual aims to equip women and girls with disabilities with necessary SRHR information and knowledge to make informed choices free from coercion, violence, discrimination, and abuse. The Manual, therefore, contains detailed Modules on gender, sexuality, disability, rights, and their interlinkages in the context of addressing sexual and gender-based violence against women and girls with disabilities. Through this, it seeks to provide accessible information and knowledge on SRHR to women and girls with disabilities in various contexts, including in the face of the ongoing Covid-19 pandemic.

Disability and food security: Central African Republic - Findings from the 2020 ENSA disaggregated by disability

The 2020 Humanitarian Needs Overview (HNO) showed efforts to integrate disability inclusion. However, a lack of data on persons with disabilities, their needs, and the barriers they face impacts the ability of humanitarian responders to plan, deliver and evaluate inclusive activities. In 2020, data collected by Humanity & Inclusion showed that 87% of persons with disabilities reported difficulties accessing NFI distributions, food, and cash.

 

The December 2020 Enquête Nationale sur l’agriculture at la Sécurité Alimentaire (ENSA) was disaggregated by disability, to improve WFP’s understanding of food security needs for this group. Data were collected through integration of the Washington Group Short Set of Questions (WGQ-SS)1 . The WGQ-SS were asked directly to the respondent and recorded a maximum of one other, positively identified household member. 

 

Of 6,410 households surveyed, 10.1% of households reported at least one member with a disability
