Aid out of reach: A review of the access to humanitarian aid for women and men, girls and boys with disabilities affected by Cyclone Idai, Mozambique

The objective of this study is to generate empirical evidence on the barriers to accessing aid for women and men, girls and boys with disabilities in a post-Cyclone Idai context. By doing so, it also seeks to contribute to policy development for an inclusive humanitarian response in Mozambique

The research followed a qualitative design, using interviews and focus group discussions followed by inductive analysis to reveal dominant themes and stories. Data was collected in 30 in-depth interviews with women and men, girls and boys with disabilities and/or caregivers in communities (Beira), as well as in resettlement sites (Dondo).

"Disasters and armed conflicts can also increase the number of persons with disabilities as people acquire new impairments and/or experience a deterioration in existing impairments from injuries and/or limited access to health care and rehabilitation. For instance, a survey of Syrian refugees living in camps in Jordan and Lebanon found that 22 per cent had an impairment. However, accurate numbers can be hard to calculate due to lack of data disaggregation in humanitarian emergencies and differences in the way disability is defined and measured, while families may be reluctant to disclose disability due to fear of stigma and isolation. As a result, humanitarian programmes may inadequately document and consider the needs of persons with disabilities"

"Volunteers and members of relief organizations increasingly seek formal training prior to international field deployment. This paper identifies training programs for personnel responding to international disasters and complex humanitarian emergencies, and provides concise information – if available- regarding the founding organization, year established, location, cost, duration of training, participants targeted, and the content of each program. An environmental scan was conducted through a combination of a peer-reviewed literature search and an open Internet search for the training programs.The authors concluded that "a variety of training programs are available for responders to disasters and complex humanitarian emergencies. These programs vary in their objectives, audiences, modules, geographical locations, eligibility and financial cost. This paper presents an overview of available programs and serves as a resource for potential responders interested in capacity-building training prior to deployment"

This paper argues that gender integration and women’s empowerment need to be approached within the paradigm shift in disaster risk reduction (DRR) thinking internationally, as embodied by the development of the post-2015 Framework on Disaster Risk Reduction. The paper outlines the background to the previous international framework, the Hyogo Framework for Action, and why women's integration should be an important priority for any further agreement. The paper then discusses the role and importance of women in DRR, and analyses lessons learned from the Hyogo Framework's implementation. Finally, the authors conclude by presenting a 'way forward' for increasing the inclusion of women in DRR, based on empowerment, data desegregation and local, national and international frameworks

This paper aims "to describe and analyze an Emergency Preparedness Demonstration (EPD) project aimed at reducing the risk to life and property in six disadvantaged communities in Delaware, Maryland, North Carolina, Pennsylvania, Virginia, and West Virginia. EPD involves a community-based participatory planning process aimed at building the capacity of disadvantaged communities threatened by disasters. To understand the successes and limitations of the EDP approach we used multiple sources of evidence. Semi-structured interviews were conducted with 30 key informants, field notes were taken during attendance of community planning meetings, and documentary materials prepared by local planning teams (memoranda, vulnerability assessments, household surveys) were content analyzed"
