The focus of this publication is on showing progress of the EU and its Member States towards the goals and targets defined in the Europe 2020 strategy. The analysis of long-term trends, as described by the strategy’s headline indicators, is accompanied by additional contextual information, which improves understanding of the driving forces behind the developments that these indicators show. The current edition builds upon and updates the previous releases. The publication provides analyses based on the most recent statistics in the five thematic areas of employment, R&D and innovation, climate change and energy, education, and poverty and social exclusion. Each area is analysed in a dedicated chapter. An executive summary outlines the main statistical trends observed in the indicators. Additional country profiles describe the progress of each Member State towards its national Europe 2020 targets

A multifaceted program causes lasting progress for the very poor : evidence from six countries

This article presents results from six randomized control trials of an integrated approach to improve livelihoods among the very poor. The graduated approach combines the transfer of a productive asset with consumption support, training, and coaching plus savings encouragement and health education and/or services. Results from the implementation of the same basic program, adapted to a wide variety of geographic and institutional contexts and with multiple implementing partners, show statistically significant cost-effective impacts on consumption (fueled mostly by increases in self-employment income) and psychosocial status of the targeted households. The impact on the poor households lasted at least a year after all implementation ended. It is possible to make sustainable improvements in the economic status of the poor with a relatively short-term intervention

The BasicNeeds [BN]- Nav Bharat Jagruti Kendra [NBJK] intervention programme, located in rural Northern India, aims to improve quality of life for people with mental disorders and their families, through treatment, livelihoods and capacity building interventions based on the Mental Health and Development Model. This prospective evaluation assessed economic outcomes of 138 people with mental disorders involved in the BN-NBJK programme over a period of two years”

This action plan follows the European Union Disability Strategy of 2005. It relates specifically to mainstreaming disability in policy formulation and is intended to ensure a coherent follow-up to the European Year of Disabled People. The paper recognises that disability policy is most effectively dealt with at national level but aims to provide a dynamic framework to develop a broader EU Disability Strategy. It includes important information and data on the employment situation of people with disabilities, as well as laying down guidelines for developing accessible goods, services and inclusive policies. This paper would be useful to anyone with an interest in mainstreaming disability in development cooperation, in particular policy-makers, NGOs and disabled people's organisations

Foreign direct investment : who gains?

Although foreign direct investment (FDI) contributes to growth in developing countries, there is evidence that the benefits are not equally distributed. Foreign-owned firms tend to pay higher wages in developing countries, but skilled workers tend to benefit more than less-skilled workers. This conclusion is based on new research conducted into the effects of FDI on wages in five east Asian economies and the effects of foreign ownership in five African countries. While FDI may support development in the aggregate, more attention should be focused on the distribution of gains from FDI, notably effects on wage inequality
