This policy paper is based on the practice and experience acquired by Handicap International (HI) in working with and supporting organisations representative of people with disabilities. The paper first outlines the development of DPOs and their particular roles and responsibilities with regards to the goal of improving the situation of persons with disabilities. It then discusses the importance of supporting DPOs specifically regarding HI’s engagement, presents key components of projects, and highlights links with HI’s institutional framework documents. It is based on an existing toolkit for NGOs developed by the International HIV/AIDS Alliance (the NGO Capacity Analysis Toolkit) and on a design developed by Geoff Foster, of Family AIDS Caring Trust in Zimbabwe. Community-based monitoring and evaluation is a tool for building communities' capacity so that they can make their own choices about their development. A participatory approach which aims at community empowerment is essential to the sustainability of community development projects. The document outlines a monitoring and evaluation system (or 'how to') in five stages, from preparation to final re-appraisal. It also describes key operational tools and how to use them as training exercises. They include a 'signs of well-being' table, internal organisations chart, external organisation chart, activity monitoring table, meeting calendar and service provider agreement. This scoping study has attempted to identify and document how various agencies and institutions have approached the assessment of advocacy. It sets out a number of frameworks that look at similar issues from different perspectives and, instead of promoting one framework as the 'correct' one, allows the reader to pick and choose what elements are most useful to them. The work was limited in scale, and focused in particular upon the approaches of NGOs. The insights and ideas from this study will contribute to a three-year action research project to be undertaken by ActionAid and partners in Africa, Asia and Latin America.

This is a report on the UNV pilot project to support people living with HIV and AIDS. The inclusion of PLWHA in prevention, sensitisation and support activities is vital to the success of programmes and policies. The project aimed to ensure that the expertise of PLWHA contributed to decision-making, to strengthen the strategic planning and management of their organisations, to recognise the role of volunteers in the national response to HIV and AIDS.
