Equal right, equal opportunity – Inclusive education for children with disabilities

This report synthesises current evidence on the policy responses which can help bring down the common barriers faced by disabled children in gaining a quality education, across seven inter-dependent strategies – from the family, local communities and national government, through to the international community. 

 

The strategies are: create appropriate legislative frameworks, and set out ambitious national plans for inclusion; provide the capacity, resources and leadership to implement ambitious national plans on inclusion; improve data on disability and education, and build accountability for action; make schools and classrooms accessible and relevant for all; ensure there are enough appropriately trained teachers for all; challenge attitudes which reinforce and sustain discrimination; create an enabling environment to support inclusive education, including through cross-sectoral policies and strategies that reduce exclusion.

 

Actions to be taken by national governments to achieve these strategies are presented.

 

Case studies in India, Italy, Ethopia, Bolivia, Bangladesh, Mozambique, Gambia, Burkino Faso and Palestine are provided.

"This short report is designed to complement other current activities in the UN system that are focusing on harmful practices and children and will hopefully lead to more effective action...The report first looks at the definition and scope of harmful traditional, cultural and religious practices violating children’s rights. Section 3 outlines the human rights context for their prohibition and elimination. Section 4 lists practices identified through a call for evidence issued by the International NGO Council earlier in 2012 and additional desk research. It also provides some examples of legal and other measures already taken to challenge and eliminate them. Section 5 provides recommendations for action by states, UN and UN-related agencies, INGOs, NGOs, national human rights institutions and others"

This document presents the link between stigma and the human rights framework as it relates to water and sanitation. The report outlines that stigma, as a deeply entrenched social and cultural phenomenon, lies at the root of many human rights violations and results in entire population groups being disadvantaged and excluded. The link between stigma and explicitly water, sanitation and hygiene is detailed, and stigma is then placed within the human rights framework considering human dignity, the human rights to water, sanitation, non-discrimination and equality, the prohibition of degrading treatment and the right to privacy. The report acknowledges that States cannot fully realise the human rights to water and sanitation without addressing stigma as a root cause of discrimination and other human rights violations

Independent living for people with disabilities in Kenya : charting the way forward

This paper explores the concept of independent living and living in the community from the perspective of a developing country, Kenya. The author examines the positions taken by African countries during the negotiations of the CRPD, and notes that a significant amount of literature exists on the meaning of independent living with regard to developed countries, but not much has been written from the perspective of developing countries. It examines the measures taken by the government of Kenya towards providing support to persons with disabilities and argues that independent living is as important to the developing world as it is to the developed world. The author notes that in Africa the emphasis has been on habilitation and rehabilitation, with the aim of making people with disabilities independent. The focus has been on persons with physical and sensory disabilities, while persons with intellectual, psychosocial, dual diagnosis and multiple disabilities have been excluded.  This paper will be useful to anyone interested in independent living and its implementation in Kenya

A national survey of public attitudes towards disability

This report presents the results from surveys carried out in 2001, 2006 and 2011 on public attitudes towards disability in Ireland. Public attitudes to people with disabilities can be a key facilitator or a serious barrier to their inclusion and participation in society, highlighting the importance of promoting and enabling active participation of people with disabilities in the mainstream community and access to mainstream services. The 2011 survey results indicate the importance of ensuring that Irish society and all its stakeholders recognise the need to address the negative attitudes that exist to achieve inclusion of people with disabilities
