"This policy paper describes Handicap International’s mandate and values in operational terms as applied to the theme of inclusive and integrated HIV and AIDS programming. It presents the approaches and references for Handicap International’s actions, choices and commitments. It aims to ensure coherence in terms of practices whilst taking into account different contexts. Essentially this is a guidance document for programme staff which defines the topic and outlines the target populations, methods of intervention (expected results, activities) and indicators for monitoring and evaluation. This policy aims to ensure that all projects carried out by Handicap International programmes are consistent with the methods of intervention presented"

This article gives a historic overview of the two fields of disability and of HIV. The first field involves people living with HIV and their experiences of disability brought on by the disease. The second field involves people with disabilities and their experiences of vulnerability to, and life with, HIV. The authors argue that although these two fields have evolved relatively independently over time, the divide between them is collapsing, with the result that new understanding about shared concerns and the mutual benefits that may be gained from integrating policies. This resource would useful for people interested in the field of disability and HIV in general

It addresses the terminology and attitudes around men who have sex with men in many African cultures and dispells some myths. It advises counsellors on the skills and attitudes that are appropriate when counselling men who have sex with men. Double exposure : disability and HIV/AIDS in sub-Saharan Africa

This paper argues that the situation regarding disability and HIV/AIDS in sub-Saharan Africa is in need of more attention. People with various disabilities are more exposed to contracting HIV/AIDS: firstly, because they are deprived of their right to HIV/AIDS information; secondly, because disabled women in particular are sexually exploited due to society’s paralleling of disability with worthlessness. Fundamentally, people with disabilities are further exposed to HIV/AIDS because they are socially excluded. The paper uses the social exclusion framework to argue that there is a need to view social exclusion, disability and HIV/AIDS as part of a relationship. It reviews the debate of definitions of disability and presents various scenarios that illustrate the overlap between poverty and disability, the inaccessibility of HIV/AIDS information, education and communication (IEC) and attitudinal discrimination towards disabled people. The response of some key donors, governments and non-governmental organisations to the situation regarding disability and HIV/AIDS is also reviewed. The paper concludes that the social exclusion framework is useful in order to understand the conceptualisation of disability and that this conceptualisation must be adapted to the social model, which removes the onus of disability from the person to society

This report describes the difficulties in communicating on HIV/AIDS in schools. It includes experiences from India and Kenya, and reports the findings of a survey carried out by ActionAid researchers in both countries in 2002. The research examines parental demand for HIV/AIDS education. It then explroes teh role that schools have in meeting this demand and other sources that young people might use to learn about HIV and AIDS. The final section places HIV/AIDS communication in the wider context of a crisis in education in resource-poor settings, and highlights some of the barriers or silences in communication around HIV/AIDS. Among its conclusions is the suggestion that HIV/AIDS education be placed in the context of the community
