The purpose of this paper is to contribute to an increased understanding of the perceived and actual challenges humanitarians face in operational contexts as they apply the principles of humanity, impartiality, neutrality and independence. A snapshot is provided of four case studies; Colombia, Nepal, northern Syria and South Sudan. Through a combination of field research, headquarters interviews, desk research, and a webinar, views and observations are presented from the humanitarian community. These observations provide a glimpse into the challenges faced by principled humanitarians. As a result the paper puts forward seven recommendations intended to assist humanitarians and states to sharpen tools and strengthen approaches when implementing principled humanitarian protection and assistance. An addendum to this study provides perspectives from selected members of the donor community. This research was conducted through interviews with state representatives in Geneva, aiming to understand how donors perceive their responsibilities in upholding the humanitarian principles and the Good Humanitarian Donorship Principles. This final chapter highlights challenges faced by states while supporting principled humanitarian action, particularly in conflict zones. On the basis of this research, additional recommendations for both states and humanitarians are proposed to strengthen the adherence to the humanitarian principles
Realizing the rights, and addressing the needs of victims of cluster munitions, landmines, and other explosive remnants of war (ERW), requires a long-term commitment that should continue well after clearance work has been completed.
This Guidance was developed in a participatory manner through tailored questionnaires, a workshop, and an online platform with contributions from a total of 30 states, as well as from representatives of survivors’ organisations and a range of international and civil society organisations. With assistance from Handicap International, from the feedback received, the Convention on Cluster Munitions Coordinators selected a range of good practices and national examples of effective implementation. These have been identified at three levels: legislation, policies and plans; ensuring equitable and equal access to services and resources; and measuring progress.
In recognition of the fact that affected States and donor States face different challenges in implementing an integrated approach, the Guidance is divided into two parts – the first part addresses the practices of affected States, and the second those of donor States. Each part is further divided into two main sub-sections dealing with the dual imperatives of an integrated approach: ensuring that specific victim assistance efforts act as a catalyst for inclusion; and ensuring that broader efforts contribute to the realization of victim assistance obligations. Each sub-section highlights relevant provisions, challenges, good practices, and national examples for each of the three levels

This is a study analyses a number of donors to explore how evidence-based information impacts decision making. The study aims to: (i) describe the current practices of a selection of donors in making decisions about resource allocation; (ii) identify the key factors that determine whether or not evidence is used; (iii) identify areas for further discussion among Good Humanitarian Donorship donors that could help strengthen evidence-based decision making. After analysing these three things, the study makes 11 recommendations for further discussion amongst donors
The objective of Australia’s work in disability-inclusive development is to improve the quality of life of people with disabilities in developing countries by enhancing participation and empowerment of people with disabilities, reducing poverty among people with disabilities and improving equality for people with disabilities in all areas of public life. This strategy document “provides guidance for DFAT’s strategic decision making by articulating key opportunities for strengthening disability-inclusive development where DFAT can make the most difference—addressing the key challenges of disability-inclusive development in the Indo-Pacific, using Australia’s expertise, and aligning our efforts with the priorities of Australia’s aid program. This synthesis report of the UN Secretary General was written to guide negotiations for a new global agenda centred on people and the planet, and underpinned by human rights, supporting States’ discussions going forward. The extensive document presents information in short numbered paragraphs, within six sections: 1) A universal call to action; 2) A synthesis “taking stock of the negotiations on the post-2015 agenda and reviewing lessons from pursuit of the MDGs; 3) Framing the agenda; 4) Mobilising the means to Implement our agenda; 5) Delivering our agenda; 6) Conclusion: together in a universal compact. It highlights the need to “finish the job,” both to help people now and as a launch pad for the new agenda
This issue focuses on the inclusion of people with disabilities in emergency relief efforts and concludes that “more must be done to ensure the needs and rights of people with disabilities are fully recognised in disaster risk reduction and emergency responses. Accelerating progress will require inclusive humanitarian programming and the use of technological solutions to be effectively promoted and incentivised, and people with disabilities and their organisations to be involved from the outset in the design and implementation of policies and programmes”

"This study assesses the feasibility of putting in place a universal pension in Belize. The report is structured into five sections. Section one looks at the situation of older people in Belize today in terms of demographics, health, work and poverty. Section two considers the adequacy of the existing social security system, assessing coverage and, in particular, the effectiveness of the NCP in reaching the poorest older people. Following on from this analysis, section three outlines the rationale for a universal pension in Belize, both in terms of the pension system, and the impacts it would have on reducing the poverty of older people, their families and Belizean society as a whole. Section four then assesses the affordability of a universal pension, and section five considers key issues to take into account in implementation"
This research report explores the challenges faced by older people in securing a sustainable livelihood in four countries. The research found that older people face significant barriers in achieving livelihood security due to lack of regular, predictable and sufficient cash income such as non-contributory pensions. Gender, destitution, and emergency preparedness emerged as cross-cutting issues that affect older people’s livelihood challenges regardless of location. The research also found that older people have only limited access to microfinance institutions (MFIs) and banks, and therefore to credit and savings facilities. It concludes by highlighting key guiding principles for governments, community-based organisations, NGOs, MFIs and others working to support older people to achieve greater livelihood security
