Association between Zika virus infection and microcephaly in Brazil, January to May, 2016: preliminary report of a case-control study

The microcephaly epidemic, which started in Brazil in 2015, was declared a Public Health Emergency of International Concern by WHO in 2016. Preliminary results of a case-control study investigating the association between microcephaly and Zika virus infection during pregnancy are reported. A case-control study was carried out in eight public hospitals in Recife, Brazil. Cases were neonates with microcephaly. Two controls (neonates without microcephaly), matched by expected date of delivery and area of residence, were selected for each case.

The Functions of Disabled People’s Organisations (DPOs) in Low and Middle-income Countries: a Literature Review

Purpose: The aim of this study was to review peer-reviewed literature on the roles and functions of Disabled Peoples’ Organisations (DPOs) in low and middle-income countries, and their outputs and outcomes for people with disabilities.

 

Method: Online databases were searched without date or language limiters (Medline, CINAHL, Scopus, Embase and Cochrane), using a combination of two key word search strategies. Eleven studies were selected for inclusion in this review on the basis of predetermined inclusion and exclusion criteria. Included studies underwent quality assessment using the Critical Appraisal Skills Programme (CASP) and Downs and Black’s criteria for quality assessment. Data for thematic analysis was then grouped under the broad themes of: participation and factors that facilitate participation; development of partnerships and connections; and self-development and self-help.

 

Results: There was some evidence within the included studies to suggest that DPOs can produce significant, positive outcomes for persons with disability in terms of factors such as employment rates, access to microfinance and bank loans, accessibility of housing, acquisition of orthopaedic devices, involvement in civil society, development of friendships and networks, and participation in training programmes. Although the studies under review largely did not investigate the long-term impact of the reported DPO functions and outputs, some of the short-term outputs may be considered proximal indicators of outcomes such as increased empowerment and wellbeing.

 

Conclusion: The 11 studies in this review suggested that DPOs can be effective in achieving their stated aims of promoting wellbeing, participation and rights of people with disabilities in low and middle- income countries.

 

Minimum technical standards and recommendations for rehabilitation

This document is the result of collaboration between a working group of rehabilitation experts convened by WHO and external consultations. It is thus based on collective experience in rehabilitation during responses to recent large-scale emergencies and also on published data. In time, the minimum standards for rehabilitation in emergencies will be part of a broader series of publications based on the Classification and minimum standards for foreign medical teams in sudden onset disaster.

 

The purpose of this document is to extend these standards for physical rehabilitation and provide guidance to emergency medical teams (EMTs, formerly known as “foreign medical teams”) on building or strengthening their capacity for and work in rehabilitation within defined coordination mechanisms.The standards and recommendations given in this document will ensure that EMTs, both national and international, will better prevent patient complications and ensuing impairment and ensure a continuum of care beyond their departure from the affected area. This document gives the minimum standards for EMTs in regard to the workforce, the field hospital environment, rehabilitation equipment and consumables and information management. Notably, the standards call for:

 

• at least one rehabilitation professional per 20 beds at the time of initial deployment, with further recruitment depending on case-load and local rehabilitation capacity;

• allocation of a purpose-specific rehabilitation space of at least 12 m2 for all type 3 EMTs; and

• deployment of EMTs with at least the essential rehabilitation equipment and consumables according to type.

 

EMTs are encouraged to exceed the minimum standards outlined in this document; supplementary recommendations are included. All teams on the Global Classification List of quality assured teams are required to use the minimum technical standards for rehabilitation, and demonstration of adherence to the standards will be necessary for verification. Support in achieving the minimum standards will be available through EMT mentoring, if necessary

Here is the first issue of a series of European Human Rights Reports launched by European Disability Forum. This first issue focuses on the 10th anniversary of the CRPD giving an overview of the state of play and progress made with regards to the CRPD in Europe.

It was launched on the occasion of a 2-day conference organised by the European Commission and EDF on 29-30 November 2016, as 2016’s European Day of Persons with Disabilities marked the 10th anniversary of the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD), . The conference gathered together around 400 participants including people with disabilities and their representative organisations, associations and companies working to improve the life of people with disabilities, government representatives, EU institutions representatives, academics and many others. Together they have been discussing and ethe progress made in the European Union (EU) to promote the rights of persons with disabilities in line with the CRPD: each panel gave an overview of the legal and policy framework, and how it had changed, followed by personal testimonies and examples.

What is this document?

This document provides a guidance on the importance of consulting with children with disabilities. It provides practical suggestions for consulting with children and young people with disabilities in a variety of situations. It aims to equip individuals working on child rights with the knowledge and skills necessary to communicate with children with a variety of disabilities.

This document sets out tips and suggestions for the entire consultation process including: planning for the consultation, general considerations for consulting with children with disabilities, specific tips for communicating with children with different types of impairments, and some case study examples. 

Who is this document for?

This document is a guide for Plan and partner staff on how to work with children to ensure that children with disabilities are consulted with and heard in Plan programmes. This could include:

• Field staff

• Researchers and consultants

• Community leaders and members

• Government officials

• Facilitators and trainers

• School teachers

• Plan National Office and Country Office staff

These guidelines can be used in all contexts including at a national policy level, in communities, during development projects and in humanitarian settings.

This report, produced by the University of Sydney’s Centre for Disability Research and Policy (CDRP),
uses data collected in rounds four and five of UNICEF’s Multiple Indicator Cluster Surveys programme (MICS) to describe the wellbeing of young children with and without developmental delay in six Asian countries. The United Nations Sustainable Development Goals (SDG) were used as a framework for identifying indicators of child wellbeing.

The report, authored by CDRP Disability and Inequity Stream Leader Professor Eric Emerson with Dr Amber Savage of the Family and Disability Studies Initiative, University of Alberta, Canada and CDRP Director Professor Gwynnyth Llewellyn, found that children with Developmental Delay in Bangladesh, Bhutan, Laos, Nepal, Pakistan and Vietnam are more likely than their peers to:
• Be living in poverty (SDG1). In five out the six countries children with developmental delay were more likely to be living in poverty than their peers
• Experience hunger (SDG2). In all six countries children with developmental delay were more likely to have experienced persistent severe hunger than their peers
• Suffer poor health (SDG3). On three indicators (poor peer relationships, diarrhoea and fever) children with developmental delay were more likely to have poor health than their peers. On three indicators (obesity, aggression and acute respiratory infections) there was no systematic difference between children with and without developmental delay.
• Experience barriers to quality education (SDG4). On all four indicators (attendance at early childhood education centre, family support for learning, access to learning materials in the home, maternal level of education) children with developmental delay were more disadvantaged than their peers.
• Experience barriers to clean water and sanitation (SDG6). On two indicators (improved sanitation, place to wash hands) children with developmental delay were more disadvantaged than their peers. On one indicator (improved drinking water) there was no systematic difference between children with and without developmental delay.

The authors noted that “Since the development of the United Nations Convention on the Rights of the Child (UNCRC) in 1998, increased attention has been paid to monitoring the well-being of children. The UN Convention on the Rights of Persons with Disabilities (UNCRPD) and UNCRC both contain explicit provisions regarding the rights of children with disabilities. These impose obligations on governments to act to ensure that children with disabilities enjoy the same rights and opportunities as other children. In order to promote the visibility of children with disabilities, enable better policy, and monitor progress, disaggregation of data related to children’s well-being on the basis of disability is needed."

Together towards an inclusive world (series of videos to celebrate CRPD's 10th anniversary)

ADDC and ten of its members have produced a series of short videos featuring persons with disability who are, or were, engaged in a disability-inclusive development (DID) project or initiative (in Australia or overseas). In these videos they share their personal stories and how disability inclusive development projects changed their lives, benefitted their communities and contributed to a more inclusive society.

The video series was officially launched during a parliamentary event in Canberra on 30 November 2016 in the presence of some of the persons featuring in the videos and of senior politicians from different Australian political parties.

The event was opened by an address by Senator Concetta Fierravanti-Wells, Minister for International Development and the Pacific. In her speech, she confirmed both the Australian government’s and her personal strong commitment to ensuring that all Australian development programs are disability-inclusive and to championing DID internationally. Users’ satisfaction with prosthetic and orthotic assistive devices in the Lao People’s Democratic Republic: A cross-sectional study

Purpose: User satisfaction with assistive devices is a predictor of use and an important outcome measure. This study evaluated client satisfaction with prosthetic and orthotic assistive devices and services in three provinces in the Lao People’s Democratic Republic.

 

Method: A cross-sectional study was done, using the Quebec User Evaluation of Satisfaction with Assistive Technology questionnaire. The sample was drawn from the client register of three of the five Rehabilitation Centres in the country which are under the Ministry of Health’s Centre for Medical Rehabilitation. Clients were eligible if they had received their device in the 12 months prior to the study. Based on the number of registered clients, the sample size was calculated as 274 with a 95% confidence interval, with the final sample N = 266. Qualitative semi-structured interviews were also conducted (N = 34).

 

Results: Most of the assistive devices were in use at the time of the survey and were reported to be in good condition (n = 177, 66.5%). The total mean score for satisfaction (services and device combined) was 3.80 (SD 0.55). Statistically significant differences were observed in satisfaction between gender and location of residence. Effectiveness and comfort were rated as the two most important factors when using a device; at the same time, these were the most common reasons for dissatisfaction and sub-optimal use.

 

Conclusion and Implications: Clients were quite satisfied with the assistive device and services provided, yet many reported barriers to optimal device use and difficulties in accessing follow-up services. There is a need to examine how prosthetic and orthotic devices can be improved further for better comfort and ambulation on uneven ground in low-resource contexts and to address access barriers.

Situation of wage employment of people with disabilities (Ten developing countries in focus)

One of the fundamental rights that is often denied to persons with disabilities is the right to employment. Based on 35 years of work with persons with disabilities in more than 60 developing countries, Handicap International has decided to study this issue of employment and disability. It challenges ten developing country teams to reach out to their local partners to capture the reality of employment today. This qualitative study gives very useful information about country teams’ vision of decent work for persons with disabilities in those environments where specialized resources are rare and inclusive policies remain in their infancy. Despite many obstacles, it identifies some positive promises and future tracks for better practices and efficient services. Many stakeholders, like local business and employment bureaus, are piloting innovative ways to get people to work, and to retain their skills as this positive dynamic evolves. Bringing these experiences to different audiences is the main goal of this document. Hopefully it will be the first piece of a more comprehensive data set and bank of best practices that reinforce access to decent jobs for people with disabilities wherever they happen to live in our global world.

Promoting diversity and inclusion through workplace adjustments: a practical guide

The purpose of a reasonable accommodation at work is not to unduly burden an employer, nor is it to grant one employee an unfair benefit or advantage over another. Reasonable accommodation in the workplace means providing one or more modifications or adjustments that are appropriate and necessary to accommodate a worker or job candidate’s individual characteristics or differences so that he or she may enjoy the same rights as others. Often, a reasonable accommodation may be made at little or no cost to an employer, and results in concrete benefits to both the employer and the worker.

When and how should a workplace accommodation be provided? When should a requested accommodation be considered both necessary and reasonable? This guide aims to assist employers of all sizes and in all economic sectors, to provide reasonable accommodation at all stages of the employment relationship, including in designing and advertising a vacancy, during selection and recruitment phase as well as during employment and in the context of return to work. This guide is a joint product of the Conditions of Work and Equality Department, the Governance and Tripartism Department and the International Labour Standards Department and is the third module in the ILO’s Promoting Equity series.

The way in which Value for Money (VfM) is understood and implemented has been a concern of the Bond Disability and Development Group for a number of years. In our experience, programmes that include people with disabilities are often assumed to represent poor VfM – mainly because they have a higher cost per beneficiary when compared to non-inclusive programmes. This paper makes the case for inclusion and argues that interventions that exclude people with disabilities do not represent good VfM. It then provides practical guidance on how to assess the VfM of programmes in an inclusive way. The paper is not about pushing back against the need to achieve VfM. Instead it is about avoiding conflict between VfM analysis and disability inclusion, and progressing the agenda in an inclusive way. We hope it will be a useful resource for those who use VfM assessments including donors, members of the Bond Disability and Development Group and the wider NGO sector.

International human rights law recognises women and girls with disability as women and girls with rights, able to make decisions about our own lives. The Australian government has agreed to take action to make sure all women and girls with disability enjoy all the human rights described in the Conventions, Treaties, Covenants and Declarations it has agreed to or supported. Yet, very few of us know about our rights. Importantly, very few of us know how they are relevant to our life, and the lives of our families, friends, and communities. Learning about our human rights – what they are and how to have our rights respected – is important to achieve positive and lasting change for all women and girls with disability. We need to take action, individually and together, so that all of us can demand and enjoy our human rights.

Rights to water and sanitation for people with disabilities in Madagascar

"This paper illustrates the experiences of the Platform For People with Disabilities (PFPH), working with the support of WaterAid, to highlight and address the gaps in the realisation of the rights of people with disabilities in Madagascar. The focus has been on engaging the government on the National Inclusion Plan for people with disabilities, which includes water, sanitation and hygiene (WASH). This pilot project was designed to increase access to safe WASH for people with disabilities through a human rights based approach. It focuses on strengthening the capacities of rights holders, as well as the capacity and the political will of duty bearers to fulfil their obligations towards the progressive realisation of rights. The project has strengthened the capacity of the PFPH to advocate for their rights and engage with government on all areas of their rights, although an increase in actual WASH provision is limited by the government’s lack of capacity and resources".
