Developed by Social Protection Approaches to COVID-19: Expert Advice (SPACE) in collaboration with the UNPRPD joint program on inclusive Social Protection, the UNPRPD global initiative on COVID 19 inclusive response and recovery, and Humanity & Inclusion.

The COVID-19 pandemic has demonstrated that countries which have disability identification mechanisms and registries already in place have been in a better position to provide fast relief and expand shock responsive support to persons with disabilities and their families. 

This guidance note includes:

Impact of COVID‐19 on people with disabilities and their families in Jordan, April 2020

The objective of the assessment is to understand the needs of people with disabilities and their families during the implementation of restrictions by the Government of Jordan in response to COVID‐19. The findings will provide insights for intervention planning at Humanity & Inclusion (HI) and evidence for advocacy effort with the local authority regarding support policies for vulnerable groups and movement permission for humanitarian aids.

HI conducted the assessment in April 2020 via phone survey with 942 households including 524 households having adults with disabilities and 418 households having children with disabilities. HI used purposive sampling to select the respondents from the currently active beneficiary dataset. Due to the large size of rehabilitation project, 93% of respondents were people with physical impairment. The results should be used as reference rather than representation for the needs of people with disabilities in Jordan.

 

The assessment findings are presented in two parts: Data at individual level and Data at household level.

Participation in Practice: Examples of inclusive action for a “Participation Revolution”

Humanitarian organizations and donors have committed to change the way humanitarian action is carried out and create a “Participation Revolution.” In this webinar issues addressed included:

  • inclusion of the people and communities affected by humanitarian crises in practice;
  • how organizations are ensuring that the voices of the most vulnerable groups considering gender, age, ethnicity, language, and special needs are heard and acted upon;
  • how program activities and budgets are designed to support the changes that affected people demand


In this webinar, organized on 26 March 2020 by PHAP and the Steering Committee for Humanitarian Response, we took stock of the progress to date on workstream six of the Grand Bargain and heard success stories from the field that can help agencies achieve a sustained change in how they design and deliver their programs.

Webinar registrants were asked to provide what they thought, in their context, was the most important factor enabling participation in practice and what they thought was the most important factor preventing participation in practice. Answers are provided in an Annex.

Labour Market Assessment - Inclusion Works Uganda

This labour market assessment (LMA) has been conducted to collect a baseline to inform the implementation of the Inclusion works project.  The LMA evaluated the economic trends and patterns and identified growth sectors and subsectors with a high propensity for job creation. Using value chain analysis, the LMA identified the kind of jobs available in the selected subsectors and the type of skills and educational qualifications required to fill them. The study also analysed the flows and stocks of education that the workforce possess to match the demand in the selected subsectors. Furthermore, the LMA assessed functionality of labour market coordination system and how existing policies and structures influence the labour market.

Labour Market Assessment - Inclusion Works Bangladesh

This rapid labour market assessment was undertaken in the intervention areas of Dhaka, Gazipur, Tangail, Chattogram and Khulna. The objectives were to analyse current scenario of the labour market, identify job opportunities for persons with disabilities, skills requirement for those jobs, risks and barriers of getting those jobs, etc. This report explains the facts and findings of the assessment and provides recommendations to make Inclusion Works more effective in their interventions. The assessment consists of two parts – secondary literature review and qualitative study.

Labour Market Assessment - Inclusion Works Nigeria

This labour market assessment (LMA) was important to ensure the Inclusion Works programme interventions are strategic and provide the most optimal way to address unemployment challenges facing persons with disabilities. This LMA was designed to answer key questions associated with perspectives on: policy; coordination systems; employer; training and recruitment service providers; and job seekers. To address the questions, the assessment attempted to identify; the growing sectors and job opportunities in Lagos, Abuja and Jigawa States, the demand and supply of skills for enabling persons with disabilities to compete for current and future job opportunities, and understanding barriers for employers and persons with disabilities with regards to disability inclusive formal employment while focusing on both current and future opportunities in formal and informal sectors.

Rapid assessment report on the situation of people with disabilities newly displaced on Awaridi sites, NGuel Madou Mai, Gorodi - Dalabouyari and Castle in Diffa following the latest incidents in the commune of Gueskerou, Niger.

The evaluation focused on elements of qualitative analysis via collective interviews (focus groups), individual interviews and testimonials on the five selected sites. A total of 169 people were interviewed, through six focus groups and 70 individual interviews. These populations are essentially composed of disabled people, women and children displaced by recent security incidents in the country.

Three Circles Tool - organisational capacity assessment & planning tool

This tool has been developed by ADD International for use with partner DPOs, based on existing good practice in the development sector. It was developed with input from MEL staff across the organisation in July 2016, based on ADD’s long experience of organisational capacity building practice with DPOs , and was then piloted with DPOs before being finalised. It replaces the Five Core Capabilities tool which we have previously adapted for use within ADD International’s programmes. The key elements of the Five Core Capabilities tool have here been incorporated into a simpler model with three main categories – the three circles – and includes a system for identifying progress against specific plans within each capacity area by exploring a total of 23 different aspects of capacity within these three broad areas. The three circles tool supports organisational capacity building in the following ways:

  • To support discussion and learning within partner DPOs on the key aspects of organisational capacity,
  • To analyse gaps and weaknesses in organisational capacity, and to identify and prioritise practical action needed to address these,
  • To identify specific organisational capacity building support needed from ADD/other sources to address the issues raised,
  • To track progress on strengthening organisational capacity over time.

Rapid needs assessment of older people Cyclone Idai, Malawi

In early March 2019, heavy rains and floods affected the majority of the districts in southern Malawi. At least 115,000 were affected, with scores of fatalities, injured and missing persons. The situation intensified when Cyclone Idai reached Malawi, increasing the devastation caused by heavy rain weeks earlier. When Cyclone Idai caused the Shire river to reach capacity and flood, the districts of Chikwawa and Nsanje were among the worst affected. The aim of this rapid needs assessment was to inform the design of  HelpAge International’s own humanitarian response to the devastating impact of Cyclone Idai on older people in Malawi. The Malawi Network of Older Persons’ Organisations (MANEPO) and HelpAge International jointly conducted the assessment in Chikwawa and Nsanje districts in March 2019. The report also aims to support organisations operating in the affected areas to develop inclusive programmes and support advocacy for the rights of older people to be upheld in the response. The report contains key findings of the assessment, together with observations and analysis.

This paper was presented at the 3rd World Disability & Rehabilitation Conference 2018 was held from 12th and 13th November 2018 in Kuala Lumpur, Malaysia. People with disabilities and researchers, practitioners, policy makers, industry experts, university faculty and organizations along with advocates and volunteers working with people with disabilities participated and presented their original and unpublished results of conceptual, constructive, empirical, experimental, experiential or theoretical work through abstract and poster presentation. Total 33 participants presented their abstract and poster throughout this conference. The theme of WDRC 2018 was “Global advocacy and rights of people with disabilities”

Kerala - Post disaster needs assessment - Floods and landslides - August 2018

Between June 1 and August 18, 2018, Kerala experienced the worst floods ever since 1924. The torrential rains triggered several landslides and forced the release of excess water from 37 dams across the state, aggravating the flood impact. Nearly 341 landslides were reported from 10 districts. The devastating floods and landslides affected 5.4 million people, displaced 1.4 million people, and took 433 lives. The Government reports that 1,259 out of 1,664 villages spread across the state’s 14 districts were affected.  The floods and landslides caused extensive damage to house, roads, railways, bridges, power supplies, communications networks, and other infrastructure; washed away crops and livestock. The Post Disaster Needs Assessment (PDNA) conducted by the UN under the leadership of the Government of Kerala estimates the total Recovery needs to be at USD 4.4 billion.

 

The PDNA is the global methodology developed by the UN, the World Bank and the European Union to assess damage and loss in the wake of disaster and to recommend the recovery needs and strategies. In all, 76 experts from 10 UN agencies and European Union across 13 sectors collaborated to develop the report in 20 days. The UN agencies included, UNDP, UNICEF, UNESCO, UN Women, UNFPA, UNEP, WHO, WFP, ILO and FAO.

 

An inclusive and people centred approach is a pillar of the policy framework for recovery and the effects on people with disabilities are briefly assessed. Over 8,600 PWDs are reported to have been impacted by this disaster

This paper is based on work from the Global Research, Innovation, and Education on Assistive Technology (GREAT) Summit that was coordinated by WHO’s Global Cooperation on Assistive Technology (GATE). The purpose of this paper is to describe the needs and opportunities embedded in the assistive product lifecycle as well as issues relating to the various stages of assistive product mobilization worldwide.

The paper discusses assistive technology product terminology and the dangers of focusing on products outside the context and rolling out products without a plan. Additionally, the paper reviews concepts and issues around technology transfer, particularly in relation to meeting global needs and among countries with limited resources. Several opportunities are highlighted including technology advancement and the world nearing a state of readiness through a developing capacity of nations across the world to successfully adopt and support the assistive technology products and applications.

The paper is optimistic about the future of assistive technology products reaching the people that can use it the most and the excitement across large and small nations in increasing their own capacities for implementing assistive technology. This is expressed as hope in future students as they innovate and in modern engineering that will enable assistive technology to pervade all corners of current and potential marketplaces. Importantly, the paper poses numerous topics where discussions are just superficially opened. The hope is that a set of sequels will follow to continue this critical dialog.

Needs Assessment Handbook

Given that UNHCR is one of the signatories of the Grand Bargain, the agency’s Needs Assessment Handbook and its accompanying online Needs Assessment Toolkit provide guidance on how to accomplish these objectives.

 

The Handbook is structured in two parts. The first, which is recommended for all audiences defines need assessments and their different types; describes coordination modalities; outlines the roles and responsibilities of different actors in refugee situations, IDP situations, and mixed situations; provides an overview of the steps to conduct needs assessments and the principles that should guide them; and explains the relationship between needs assessments and other information systems. The second part of the Handbook provides detailed practical guidance on how to conduct needs assessments in the field. It can be used as a reference text, with readers referring to specific steps and sections as needed based on their role in the operation or the needs assessment, and the type of situation.
