This study sets out the standards concerning the human rights of persons with disabilities in situations of risk and humanitarian emergencies, and presents a harmonized understanding of existing international humanitarian law under article 11 of the Convention on the Rights of Persons with Disabilities. The aim of the study is to clarify the scope of the Convention in the context of ongoing global discussion relating to disasters and humanitarian emergencies, to identify good practices, and to make recommendations

Towards preventing torture and ill-treatment in health-care settings

"The present report focuses on certain forms of abuses in health-care settings that may cross a threshold of mistreatment that is tantamount to torture or cruel, inhuman or degrading treatment or punishment. It identifies the policies that promote these practices and existing protection gaps. By illustrating some of these abusive practices in health-care settings, the report sheds light on often undetected forms of abusive practices that occur under the auspices of health-care policies, and emphasizes how certain treatments run afoul of the prohibition on torture and ill-treatment. It identifies the scope of State's obligations to regulate, control and supervise health-care practices with a view to preventing mistreatment under any pretext. The Special Rapporteur examines a number of the abusive practices commonly reported in health-care settings and describes how the torture and ill-treatment framework applies in this context. The examples of torture and ill-treatment in health settings discussed likely represent a small fraction of this global problem"

This guide is "a reference resource with operational tools, including an approach to identifying quantitative and qualitative indicators, and the corresponding methodology, to promote objective and comprehensive human rights assessments...The objective of this Guide is to bring together materials covering the conceptual, the methodological and the empirical aspects of the approach underlying the identification of context-sensitive indicators to promote and monitor the implementation of human rights. The Guide provides elements of a framework for building the capacity of human rights monitoring systems and facilitating the use of appropriate tools in policymaking, its implementation and monitoring (fig. This book presents the discussion and analysis of existing practices in how rights to water and sanitation should be implemented to inspire policy- and decision makers, practitioners, activists and civil society in general to engage with the rights to water and sanitation to assist in the process of ensuring that everyone has access to safe drinking water and sanitation services for all daily personal and domestic purposes.

 

The practices were taken from submissions, consultations and meetings with a range of actors and have been organised into four main types: State actions and the legal and institutional frameworks that promote the realisation of the rights to water and sanitation; financing for the sector; non-State stakeholder practices to promote and protect the rights to water and sanitation; and practices that demonstrate how States and other actors can be held accountable through the monitoring of  water and sanitation services

This document presents the link between stigma and the human rights framework as it relates to water and sanitation. The report outlines that stigma, as a deeply entrenched social and cultural phenomenon, lies at the root of many human rights violations and results in entire population groups being disadvantaged and excluded. The link between stigma and explicitly water, sanitation and hygiene is detailed, and stigma is then placed within the human rights framework considering human dignity, the human rights to water, sanitation, non-discrimination and equality, the prohibition of degrading treatment and the right to privacy. The report acknowledges that States cannot fully realise the human rights to water and sanitation without addressing stigma as a root cause of discrimination and other human rights violations

This report presents an overview of the research and highlights that, even though progress has been made in Timor-Leste to protect the rights of persons with disabilities, further steps are still needed. The report gives priority recommendations for the government, donors and the United Nations for these steps to be implemented

"The present study is submitted pursuant to paragraph 11 of Human Rights Council resolution 17/11. It examines the causes and manifestations of violence against women and girls with disabilities. The study provides an analysis of national legislation, policies and programmes for the protection and prevention of violence against women and girls with disabilities. It highlights the remaining challenges in addressing the root causes of violence against women and girls with disabilities and incorporating women and girls with disabilities into gender-based violence programmes. The study concludes with recommendations on legislative, administrative, policy and programmatic measures to address violence against women and girls with disabilities, emphasising the need for a holistic approach aimed at eliminating discrimination against women and girls with disability; promoting their autonomy and addressing specific risk factors that expose them to violence"
