The purpose of this document is to share good practices and processes concerning the inclusion of disability issues in HIV policy and programming, drawing on specific experiences in Senegal, Ethiopia, Kenya, Rwanda and Cambodia and on lessons learned at international AIDS conferences. More specifically, it is intended to 1) provide a clear indication to HIV and AIDS practitioners that disability mainstreaming in HIV and AIDS is indeed possible and workable in various contexts and by implementing specific steps/initiatives; 2) transfer concrete knowledge and practices to disability stakeholders, including disabled people's organisations, on how to work in HIV and AIDS; and 3) persuade HIV-related development partners that more investment is needed to develop this knowledge base in order to bring about practical changes at micro, meso and macro levels, as well as among the population. The good practices are also intended to inspire and motivate other organisations and agencies to use and replicate them in other contexts and countries, if/when they are adapted to the needs and situations of people with disabilities and communities

This video features HIV and AIDS prevention and education initiatives in Kenya. It particularly targets the youth population due to a lack of available information and risk behaviours, such as sexuality, drug use and alcohol use. In order to prevent risks and present treatment options for the youth who are AIDS-carriers, several youth groups organized the following activities to prevent and fight the disease: street theatre for awareness-raising, group education sessions, and promotion of VCT services for communication and information. This report examines national AIDS and HIV strategic plans (NSPs) in eastern and southern Africa and includes findings, discussions and best practice examples on the integration of disability throughout the countries. "Generally, the findings of the report show that less than 50% of the countries in Eastern and Southern Africa recognise disability as an issue of concern, or specifically recognise the vulnerability of people with disabilities to HIV and AIDS within their NSPs. Furthermore, it found that even where countries have recognised disability as an issue, there is limited specific guidance within the NSP on HIV-related service provision to meet the needs of people with disabilities. Only one country, South Africa, showed extensive integration of disability into the various focus areas of its NSP." The report concludes with recommendations and provides detailed appendices of national reports for each country surveyed

People with disabilities, including people with disabilities who are living with HIV, are often excluded from their community and their family. This video presents testimonies of people with disabilities who are living with HIV and proposes actions in Kenya to fight against their exclusion. For example, it highlights support groups that have been created to educate people with disabilities, living with HIV or not, on sexuality, HIV/AIDS, and how to live positively with disabilities and reduce the stress caused by them. Another section of the video presents a support group for parents of children with disabilities where it is encouraged to talk about sexual abuse and violence on children and prevention of sexually transmitted diseases. Support groups for hearing and visually impaired people are also presented in the video. In addition to support groups, education and prevention are also promoted by through sport and street shows which contribute to the social inclusion of people with disabilities living with HIV

This report presents a research study that scientifically gathered information concerning the knowledge, attitude and practice among people with disabilities in areas surrounding HIV and AIDS. The study used primary and secondary data, collecting the primary data through both qualitative and quantitative methods. The research was conducted in Nairobi, Mombasa, Kisumu and Thika. The study confirms that persons with disabilities need special focus in the fight against HIV and AIDS pandemic in Kenya, and recommends mainstreaming disability issues at the national level. The findings of this study are useful to guide the planning and implementation of HIV prevention and management programmes for people with disabilities in Kenya

This report describes the difficulties in communicating on HIV/AIDS in schools. It includes experiences from India and Kenya, and reports the findings of a survey carried out by ActionAid researchers in both countries in 2002. The research examines parental demand for HIV/AIDS education. It then explroes teh role that schools have in meeting this demand and other sources that young people might use to learn about HIV and AIDS. The final section places HIV/AIDS communication in the wider context of a crisis in education in resource-poor settings, and highlights some of the barriers or silences in communication around HIV/AIDS. Among its conclusions is the suggestion that HIV/AIDS education be placed in the context of the community

This resource pack is a helpful tool aimed at services, organisations and health professionals involved in the voluntary counselling and testing (VCT) centres in Kenya. VCT services offer HIV testing to asymptomatic individuals, and pre- and post-testing counselling. Compliance with quality requirements in the provision of the service is crucial to the achievement of the objectives. The National Guidelines for VCT set minimum standards for the registration and accreditation of sites and the Liverpool School of Tropical Medicine has devised a comprehensive quality assurance system to accompany the upscaling of the VCT programme, with an emphasis on individual and community involvement. This resource outlines the lessons learned in the implementation of quality assurance in VCT, and includes useful training materials and tools such as self-assessment and service supervision survey forms for the monitoring and evaluation of service delivery quality
