This guide is part of a project on the right to vote and how people with intellectual disabilities can have their voice heard by the people who make laws and policies that affect us.
This toolkit has been developed as part of an Inclusion International project, Accessing the Ballot Box, funded by the UN Democracy Fund. The project was designed to address the limited political participation of people with intellectual disabilities in Kenya, Zanzibar and Lebanon.
It sought to identify and challenge the barriers people with intellectual disabilities face in exercising their right to civic engagement and political participation and increase the awareness and knowledge of project stakeholders (people with intellectual disabilities, their families and representative organizations, service providers and governments) on building inclusive democratic processes.

"This manual is for use by Trainers of Trainers. i.e. trainers of visually impaired Peer Educators. It has been developed to provide awareness and training on HIV&AIDS prevention, treatment, care and support and to equip blind and partially sighted participants with Peer Educations skills. It is hoped that blind and partially sighted participants will become effective Peer Educators in training other visually impaired persons in their communities"

This guide looks at an example of community mobilisation that is based on using outside facilitators and workshops. However, recognising that resources to employ external facilitators and run such workshops may not be available, it takes the basis of the mobilisation process and shares it in a way that will help a well-organised and motivated group to use the process without outside help. It looks at participatory methodologies that can be used to focus on key community issues, how to gather information, presenting information and planning the action. It will be helpful to small groups or NGOs seeking to bring changes that benefit local people
