Insisting on inclusion: Institutionalisation and barriers to education for children with disabilities in Kyrgyzstan

Since 2012, the Kyrgyz government has pledged to close 17 residential institutions for children, including three for children with disabilities. But 3,000 children with disabilities remain in institutions.

This report is based on in-person visits to six institutions for children with disabilities and 111 interviews with children with disabilities, their parents, institution staff, and experts in four regions of Kyrgyzstan. It describes abuses in state care as well as barriers to education that often lead to a child’s segregation in a residential institution or special school, or their isolation at home.

The main objective of this manual is to build capacities to Vocational Education and Training (VET) school teachers and social workers to facilitate inclusive VET. It targets actors working in the disability, education or VET arena to improve their knowledge on disability and inclusive education, so they can advocate for and technically support inclusive VET and general education.


More specifically, the manual will enable stakeholders to:
- Identity people who are excluded from VET ,
- Identify capacities and specific needs of persons with disabilities,
- Share common understanding on Inclusive VET
- Provide basic support to persons with disabilities with appropriate teaching methods
- Facilitate physical accessibility at school,
- Minimize barriers to promote inclusive education
- Planning and setting-up inclusive VET supported by social workers


The manual is designed to be utilized by VET school teachers, Social Workers, Inclusive Educator and Development workers.

This report presents the results of phone call survey led by HelpAge International with older people affected by the conflict situation in Osh in 2010. "The interviews revealed that two thirds of the respondents were coping badly with the situation, about 60 per cent stated that they found it difficult to get food. While 70 per cent said that they had to take medicine regularly, only about one third had some medication left. It came out that older people in humanitarian crisis often face life-threatening problems. However, there were also positive examples of how older people cope with these threats. They often are, against all odds, still caring for other people and help out each other, regardless of ethnics or religion"

Assessment report : the vulnerability of older people in post-conflict Osh, Kyrgyzstan

"This report discusses the findings of a survey which was organized by HelpAge International with the intention of evaluating both the social situation and the requirements of vulnerable older people in a post conflict environment. The survey was undertaken in Osh, Kyrgyzstan, following the violent events of June 2010 in south of the country. It was conducted by Luch Lotosa, a local NGO, and the results were evaluated by HelpAge staff. The purpose of the survey and this resulting report was to assess the nature of the specific challenges of vulnerable older people in Osh today in order to inspire action on their behalf on the part of HelpAge’s emergency team as well as all other organizations working in the area. The results of the survey suggest a myriad of problems including those of emotional, social and subsistence nature. However, the greatest challenges older people in Osh appear to be facing are economic. According to this survey, the economic constraints people are facing are significant enough to have a major detrimental impact on the ability of many of the most vulnerable to feed and clothe both themselves and their dependents. The scale of the problems reported in the survey appears rather large; however, it is the prognosis for the future which holds the most concern"

The PLACE method is designed to expose sexual and injection drug use networks, identify sites where high-risk populations overlap and help focus interventions where they are most needed. This report presents both a baseline assessment of HIV/AIDS risks and an evaluation of condom promotion programmes in four cities in Central Asia. The report shows that sexual and drug use networks are extensive and diffuse. The rate of new partnership formation is also very high, and the use of condoms with new partners is "quite high". Injection drug use is common, and needles are often shared. The report calls for programmes and interventions to concentrate their efforts on sites at high risk, where there is an overlap of high-risk populations (people meeting new partners, youth, injection drug users, sex workers)
