This report gives interim findings from results of a survey of 109 policymakers in five countries (Indonesia, India, Kenya, Senegal and Colombia), and seeks to shed light on:

  • How do policymakers perceive progress on gender equality in their countries?
  • What most needs to change in order to improve gender equality?
  • What data and evidence do they rely on to make their decisions?
  • How confident are they in their understanding of the major challenges affecting girls and women in their countries?

 

These findings will contribute to debates about data-driven decision making on gender equality, and raise attention to the gaps in accessible, reliable and relevant data and evidence needed to reach the SDGs by 2030.

Making a living last longer : insights into older people's livelihood strategies

This research report explores the challenges faced by older people in securing a sustainable livelihood in four countries. The research found that older people face significant barriers in achieving livelihood security due to lack of regular, predictable and sufficient cash income such as non-contributory pensions. Gender, destitution, and emergency preparedness emerged as cross-cutting issues that affect older people’s livelihood challenges regardless of location. The research also found that older people have only limited access to microfinance institutions (MFIs) and banks, and therefore to credit and savings facilities. It concludes by highlighting key guiding principles for governments, community-based organisations, NGOs, MFIs and others working to support older people to achieve greater livelihood security

Education for children with disabilities in India : a background paper for GMR 2010

This paper critically examines the Sarva Shisksha Abhiyan (SSA) on the education of children in disabilities in India. Given statistical evidence, the author suggests that the National Action Plan for Inclusion for Education of the Children and Persons with disabilities (2005) is a challenge to implement, and that guidance and enforcement mechanisms for achieving its vision are weak. The paper calls for greater supply of learning aids in rural areas, recommends strengthening teacher training and encourages more effective measurement of disability educational support systems. This paper is useful for anyone interested in the education for children with disabilities in India

This paper considers the dissemination of ICT within various conceptual frameworks, calling for approaches that start with the needs and desires of poor people for information. It is strongly illustrated with examples from India and Pakistan. Banuri then turns to the Millennium Development Goals (MDGs), and to the potential of ICT to support progress in meeting these goals. Prajapeertu ('people's verdict') was devised as a means of allowing the people most affected by the Andhra Pradesh government's Vision 2020 for food and farming to shape a vision of their own. The members of the jury, drawn from communities of small and marginal farmers, interrogated a range of witnesses including representatives from the Government of AP, a transnational agrochemical company, NGOs, universities and government advisory panels and compared alternative development models for the rural economy. They rejected land consolidation, displacement of rural people, contract farming, GM crops, and mechanisation, all of which formed part of Vision 2020, and instead called for self-reliance and community control over resources and recognition of local knowledge and institutions. The report covers the methodology and implementation of, and rationale behind, deliberative democracy and citizen empowerment, and how these processes can be used to further political change, human rights, social justice, and empowerment.
