Two new publications, developed with the University of Cape Town, aim to provide development practitioners and organisations with the tools they need to ensure that a disability inclusive approach to disaster risk reduction can be integrated into all community development programmes. A situation analysis reviews the situation and outlines the extent to which DIDRR is infused within CBID. 

A major outcome of this study is a new set of guidelines for practice on the mainstreaming of DIDRR in community development: Mainstreaming DIDRR in CBID – Guidance for Planning and Practice. In twenty action points, the guide provides pointers for practitioners on how community-based initiatives can become more informed about disasters and start mainstreaming DIDRR. It aims to stimulate reflection at multiple stages, from project planning to implementation and monitoring, to ensure DIDRR becomes an integral part of community-based programmes, in an effective, sensitive and responsive way.

The guidelines are available to download either as one document or as 20 separate action points.

 

 

 

Wheelchair provision guidelines

These Wheelchair provision guidelines aim to support improved access to appropriate wheelchairs, for all those in need, including children, older persons, people with mobility disabilities, and those with chronic health conditions. They are relevant for all countries and apply to all wheelchair users and types of wheelchairs. They emphasize that the best outcomes in wheelchair access occur when wheelchair users have the benefit of an individual process of assessment, fitting, training, and follow up, provided by trained personnel. Their purpose is to ensure that wheelchair users have timely access through wheelchair services that are people-centred and responsive to their needs. Target audiences are those with a role in planning, delivery, monitoring and evaluation of wheelchair provision. This includes policy-makers, wheelchair service personnel, and wheelchair user representative organizations

According to the United Nations Convention on the Rights of Persons with Disabilities (CRPD), children with disabilities can be defined as those who have, “long-term physical, mental, intellectual, or sensory impairments, and who may experience barriers that may hinder their full and effective participation in society on an equal basis with others.”

The Inclusive Workplaces toolkit shows employers how to make their workplaces inclusive of people with intellectual disabilities. It includes clear guidance on taking action for accessible recruitment, hiring, communication at work, organisational policies, and more, and includes templates and useful resources for employers to implement in their workplaces.

Through the Inclusion Works project, Inclusion International asked employers what help and information they needed to make their workplaces more inclusive. Employers told us that they needed tools and resources to ensure that they would have the knowledge and information to deliver good support to people with intellectual disabilities in their workplace.

People with intellectual disabilities told us what employers need to do differently to make their workplaces more inclusive. The Inclusive Workplaces guide builds on these recommendations and call for inclusion from self-advocates to create a practical tool for employers on how they can take action to create workplaces that are fully inclusive of people with intellectual disabilities.

Listen Include Respect: International Guidelines for Inclusive Participation

The Listen Include Respect guidelines help organisations understand what they need to do to make sure people with intellectual disabilities are included in their work.

​They were written by Inclusion International and Down Syndrome International.

Over 1,500 people with intellectual disabilities and their families from almost 100 countries helped write them.

The Convention on the Rights of Persons with Disabilities (CRPD) tells us that all people with disabilities have the right to “meaningful participation.”

“Meaningful participation” is what happens when people with intellectual disabilities get everything they need to be fully included, participate equally, and feel valued.

These guidelines will help organisations to make this happen.

The overall objective of this Guideline is to support project and programme developers, Sexual and Reproductive Health (SRH) public and private service providers, and advocates to design, implement, monitor, and evaluate inclusive SRH programmes. Realising SRHR for all requires a comprehensive, multi-sectoral, and coordinated approach, involving a range of actors and actions. The Guideline is designed to be a resource on the human rights standards and key principles required to achieve disability inclusion, with more specific guidance available for actors working at different levels of SRH service programming and service delivery. This Guideline is intended primarily to support SRHR actors and practitioners who are active at the local level. The chapters provide relevant background information and refer to selected national and international data. The Resource Guide and Toolkit has been developed to help both organizations and individual practitioners and experts to address intersectionality in policies and in programmes. It may be used by individuals or teams to assess their own knowledge, attitudes, and practice, at a programme level as a supplement to existing design, adaptation, and assessment processes or at policy level to better understand and address the different and intersecting effects of policy on marginalised persons.

This Resource Guide and Toolkit emerged from an identified need to use an intersectional approach that included people with disabilities in all their diversity in the development, implementation and evaluation of policies, programmes, advocacy and inter-governmental processes. However, the authors and collaborators realised that an effective intersectionality resource needed to go beyond a focus on specific intersecting identities, such as disability and gender, as this would still exclude those who are most marginalised

Translating disability-inclusive WASH policies into practice: lessons from Cambodia and Bangladesh: Study details and reports

This is a collaborative study between the LSHTM and WaterAid, funded by the Australian Government’s Water for Women Fund. It aims to improve disability-inclusive WASH policymaking in low and middle-income countries through policy and practice guidance for governments wishing to mainstream disability-inclusive WASH at scale. Using Cambodia and Bangladesh as case studies, we answered these research questions:

  • How do Cambodia and Bangladesh’s national WASH policy and guidance incorporate disability?
  • To what extent do sub-national government officials and service providers implement these commitments to disability inclusion?
  • How does this implementation impact the WASH experiences of people with disabilities and their caregivers?

This poster gives an overview of the study.

We conducted a policy analysis of Cambodia and Bangladesh’s WASH policies and guidance documents to explore the inclusion of disability. We published a journal article and an accessible briefing note that summarised the article.

We carried out qualitative research in Cambodia and Bangladesh that explored the implementation of commitments to disability inclusion in national policies at the sub-national level. This journal article captures our research in Cambodia, which is summarised in this briefing note. We worked with Epic Arts (an inclusive arts organisation based in Cambodia that uses art to empower and bring people with disabilities together) to develop a performance and two short films about the findings related to 'independence' and 'caregivers'. 

We wrote a research report capturing findings from Bangladesh, which is supplemented by this poster.      

We produced the Disability-Inclusive WASH Checklist for government officials and service providers to support the meaningful inclusion of people with disabilities and caregivers in national policies, guidance documents, and interventions. The Disability-Inclusive WASH Checklist is based on our study findings and co-developed recommendations. Three films introduce the checklist, give an overview of it and show how to complete it. Each film has transcripts (film 1, film 2, film 3).    

Finally, we wrote a Learning Brief, Foundations of success: driving change through successful research collaborations. This brief documents the process the Principal Investigator followed to support and mentor the research team in Cambodia remotely. The Brief captures the strengths and limitations of approaches and learning gained. It includes recommendations for organisations that remotely support non-academics to conduct ethical research in low-and middle-income countries.

Reclaiming SRHR of women and girls with disabilities

The manual Reclaiming SRHR of Women and Girls with Disabilities was developed as part of ARROW’s initiative, ‘Defending SRHR of Women and Girls with Disabilities’ with inputs and insights incorporated from regional experts from multiple disciplines whose contributions enriched the content of the manual. The manual aims to equip women and girls with disabilities with necessary SRHR information and knowledge to make informed choices free from coercion, violence, discrimination, and abuse. The Manual, therefore, contains detailed Modules on gender, sexuality, disability, rights, and their interlinkages in the context of addressing sexual and gender-based violence against women and girls with disabilities. Through this, it seeks to provide accessible information and knowledge on SRHR to women and girls with disabilities in various contexts, including in the face of the ongoing Covid-19 pandemic.

Inclusive client responsiveness: Focus on people with disabilities and older people

Humanitarian actors recognize the lack of standard practice on the inclusion of older people and people with disabilities in humanitarian response as a current and critical gap in the sector. In recent years, the humanitarian sector has begun to more intentionally address these challenges. In response, the IRC has developed this Inclusive Client Responsiveness Guidance, which aims to address gaps in the IRC’s Client Responsive Programming specifically to strengthen inclusion of people with disabilities and older people. The Guidance consists of three sections to support staff in strengthening inclusion of people with disabilities and older people using the IRC’s Client Responsiveness approach:

Key concepts for designing inclusive feedback mechanisms such as accessibility and reasonable accommodation, to ensure that barriers are addressed, and feedback mechanisms are designed to be accessible to all.

Selection and design of inclusive feedback mechanisms that foster diversity and inclusion.

Monitoring access to feedback mechanisms of people with disabilities and older people through appropriate data collection and analysis.

The guidance also includes a set of resources for practical implementation, which are referenced throughout the document

This package is designed to assist with the training of staff within CBM and its partners. It has been prepared with country and regional advisory staff in mind but will have value for project/ programme management and other staff too. It has been designed for use with small groups of participants (e.g., maximum 10-15).

This training package focuses on inclusive education. It interprets inclusive education in a broad sense as a dual process of bringing about education system change, at all levels of education, to the benefit of all learners; and supporting the needs of individual learners, especially those with disabilities. It is not a training about specific impairments, nor will it show participants how to identify, teach and support learners with specific impairments. Instead the package helps participants to understand better the overarching challenges being faced and the systematic programme and advocacy approaches that CBM, its partners and other similar organisations need to engage with.

Able Child Africa and Save the Children partnered to create the first international Disability-inclusive child safeguarding guidelines. These guidelines provide advice on how to plan for disability-inclusive child safeguarding, with practical solutions for organisations and practitioners working across development and humanitarian sectors on how to include children with disabilities in each step of the process.
