Policies for orphans and vulnerable children : a framework for moving forward

This paper presents a summary of the global orphans and vulnerable children (OVC) situation, and current policy responses. It is meant for individuals with strategic decision making responsibilties for HIV/AIDS programmes. It firstly defines what is meant by OVC and points out that sub-Saharan Africa has the most OVCs in the world and is therefore the focus of the paper. It outlines existing policy frameworks in responding to OVC including international and national instruments. It identifies policy gaps in national responses to the OVC crisis, and proposes a country-level OVC policy package based on current thinking. The focus is on children under 18 in general, and there is no response to specific age groups

An evaluation of POLICY's advocacy manual : Networking for policy change

Describes the methodology and results of an evaluation of the POLICY project's popular Advocacy Manual. Tools used include written questionnaires, questionnaire-based interviews, focus group discussions and project records. Questionnaires were developed for different target groups: country managers/resident advisors, trainers, and workshops participants. Questionnaires covered the manual's content, organisation, and language, its application, and outcome and impact. Results are mostly qualitative and are synthesized by the evaluators, and illustrated with excerpts from respondents. The suggestions may be useful to others using POLICY's manual or developing a similar advocacy training resource

The CORE Initiative provides technical and financial assistance to community- and faith-based organisations working to increase advocacy, reduce stigma and discrimination, and improve care and support programs in developing countries. Support is provided through conferences, demonstration projects, empowerment grants, and an online resource center (www.coreinitiative.org). This training manual was prepared to help representatives of NGOs and other formal groups of civil society form and maintain advocacy networks and develop effective family planning/reproductive health advocacy skills. The manual's tools and approaches can be used to affect FP/RH policy decisions at the international, national, regional, and local levels. It identifies three building blocks of advocacy: the formation of networks, the identification of political opportunities, and the organisation of campaigns. The manual includes a section on each of these building blocks, with specific subjects presented in individual units. Units within each section contain background notes, learning objectives, and handouts. While the manual can be used in its entirety, it is designed to be used in sections depending on the particular needs of the network
