Major hazards and people with disabilities : their involvement in disaster preparedness and response

This manual on disability inclusive disaster preparedness and response provides an overview of the state of the art in emergency preparedness and disaster risk reduction for people with disabilities.   It presents the definition of disability, ethics regarding protection and the shortfalls of the institutional framework for providing protection.  .
