This extensive resource guide and handbook is designed to help development professionals, programme planners, trainers, policy makers and child advocates to develop integrated approaches to working with young children living in poverty. It is organised into seven sections: the basics of early childhood development; needs assessment; setting project goals and objectives; choosing an appropriate approach; creating the infrastructure to deliver services; evaluation; and costs and financing.

This programming guide is complemented by a CD-ROM entitled 'Early childhood counts: programming resources for early childhood care and development'. The book and CD-ROM can be purchased and used seperately for US$30 each, or together, as a set, for US$50. The CD-ROM includes the content of the printed book in electronic form, and also holds over 300 background materials related to the content of Programming Guide, accessible through a searchable database, and two multi-media sections which include videos, slide shows and factsheets to raise awareness on the themes of "Why early childhood?" and "What is ECCD?"
