The University of the Philippines (UP) have urged the government to use universal approaches “in addressing the needs of all” during the coronavirus pandemic.
This was one of the recommendations of the UP COVID-19 Pandemic Response Team in its latest policy note, “Addressing the Immediate Needs of All, Especially the Most Vulnerable Sectors: Analysis and Recommendations,”

The UK Equality and Human Rights Commission launched an inquiry to understand the experiences of disabled defendants and accused people in the criminal justice system. They looked at:
- whether their needs are properly identified
- the types of adjustments being made to accomodate their needs, and
- whether they can fully participate in court processes and understand the charges they face.
Based on their findings, recommendations are made to UK Governments.
The use of video hearings was rapidly expanded in response to the coronavirus pandemic. In April 2020, interim findings from this inquiry were released to help mitigate the risks that this technology poses to disabled people in the criminal justice system.

These are two of several guides to help keep safe and well during the coronavirus outbreak. The guides are accessible for people with a learning disability to use and are easy read format. These guides are about self isolating - one for people who live on their own and the other for people who live with others.
There is currently very limited data and evidence on the impacts of COVID-19 on people with disabilities and pre-existing health conditions, with no disability-disaggregated data on mortality rates available in the public sphere. However, reports from the media, disability advocates and disabled peoples’ organisations (DPOs) point to several emerging impacts, including primary and secondary impacts including on health, education, food security and livelihoods. Most of the available data is from high income countries (HICs) though reports from low- and middle-income countries (LMICs) are likely to emerge. Evidence was gathered by a rapid desk based review. Gaps are identified.
The section concerned with lessons drawn from similar epidemics draws heavily on lessons learned from the Ebola outbreak in West Africa in 2014-2016, and touches on lessons from the Zika outbreak in 2015-2016 and the SARS pandemic in the early 2000s.10 It also touches briefly on SARS, MERS and H1N1 (swine flu).
Primary and secondary impacts of COVID-19 on people with disabilities are reviewed.
People with disabilities are disproportionately impacted by COVID-19 not only because it can exacerbate underlying medical conditions, but because of attitudinal, environmental and institutional barriers to their participation in and benefit from the pandemic response. For example, inaccessible public health messaging and healthcare facilities, and stigma and discrimination.
On April 10th 2020 the European Disability Forum (EDF) organised a two hours webinar about the COVID-19 pandemic and what challenges are persons with disabilities are facing. The speakers shared how persons with disabilities are experiencing the measures adopted by the different countries when these don’t take into consideration a disability perspective.
This webinar was conducted by André Félix, EDF External Communications Coordinator and was supported by Raquel Riaza, Events and Administration Officer and by other colleagues from EDF‘s office. The unprecedented impact of the COVID -19 pandemic across the world is well documented, including its negative effect on education systems, learners, and communities. But marginalized groups, such as children with disabilities are particularly vulnerable if there are prolonged school closures, and when schools reopen.
Children with disabilities face increased risks, as they are likely to be more affected by reduced access to prevention and support measures. School closures also lead to disruptions in daily routines which can be particularly difficult for many children with developmental disabilities and cause significant pressure on their families and caregivers, who require additional support.
A guidance note on considerations for children and adults with disabilities in the COVID-19 response. The guidance describes what we need to know about the situation of persons with disabilities in COVID-19 response, and what we need to do in five key points: Limit human to human transmission and protect individuals from exposure; minimise morbidity and mortality; prevent and address the secondary impact of the outbreak- minimise the human consequences of the outbreak; enhance risk reduction and in-country preparedness including coordination; inclusion in UNICEF operations
Recommendations to ensure persons with disabilities living in cities are not disproportionately harmed during the COVID-19 crisis are given. It is suggested that the COVID-19 pandemic be viewed as an opportunity for significant urban health reforms.

In the light of the COVID19 pandemic and its disproportionate impact on persons with disabilities, the International Disability Alliance (IDA) has compiled a list of the main barriers that persons with disabilities face in this emergency situation along with some practical solutions and recommendations
The COVID pandemic continues to escalate across the world, this document has been prepared to;
- Provide some top-line advocacy messages that can be used for advocacy and communications,
- Give a few questions example that you can ask yourself/or other stakeholders to check how people with disabilities are being included,
- Provide key resources for further reading. We recognise the importance of safe, evidence-based messages, and stand by the advice of the World Health Organisation on health-related issues, of the Inter-Agency Standing Committee on international coordination, and of the International Disability Alliance on inclusion of people with disabilities in the COVID-19 response.
Extra efforts required by governments to protect the rights of people with disabilities in the COVID-19 pandemic are highlighted particularly in areas of information, institutions, self isolation, education and refugee camps.
